WHAT'S SUPPOSED TO HAPPEN THE LAST WEEK OF SCHOOL? ARE THE STUDENTS SUPPOSED TO BE IN AN EMPTY, STARK BUILDING? WHAT IS THE REASON FOR THIS DIRECTIVE? WHAT ARE THE FUTURE PLANS FOR A P E AND WHEN WILL THE COMMUNITY BE MADE AWARE OF THEM? WILL THE SCHOOL PARK THAT SO MANY STUDENTS AND COMMUNITY MEMBERS STILL BE AVAILABLE THIS SUMMER? WHY HAVE THE TRANSPORTATION ROUTES FOR NEXT YEAR NOT BEEN FINALIZED YET? MANY PARENTS HAVE CONTACTED THE BOARD AND TRANSPORTATION DEPARTMENT WITH VALID CONCERNS ABOUT THE SAFETY OF THE ROUTE OUR STUDENTS WILL NEED TO TAKE TO SCHOOL NEXT YEAR. A FEW BOARD MEETINGS AGO, IT WAS STATED THAT THE TRANSPORTATION COSTS RELATED TO THE REZONING ARE LOWER THAN EXPECTED. WE CAN BE ONE OF THE STRONGEST ASSETS A SCHOOL DISTRICT HAS DURING TODAY'S TEACHER SHORTAGE. WHILE DISTRICTS MAY PAY ADDITIONAL RETIREMENT SURCHARGES FOR RE HIRING RETIREES, MANY ADMINISTRATORS FIND THAT THE BENEFITS OFTEN OUTWEIGH THE ADDED COSTS. AS WE WRAP UP THE SEMESTER, HAVE SOME GREAT MEANINGFUL EVENTS THAT WE ARE DOING THROUGHOUT THE DISTRICT TO CELEBRATE OUR STUDENTS AND OUR STAFF. AND THIS EVENING, I WANT TO SHARE A FEW OF THOSE HIGHLIGHTS WITH YOU ALL. FIRST, A FEW WEEKS AGO, WE HELD OUR TEACHER OF THE YEAR BANQUET WHERE WE RECOGNIZE THE DISTRICT'S OUTSTANDING EDUCATORS ANNOUNCED THE 2026 DISTRICT TEACHERS OF THE YEAR, AND WE ALSO CELEBRATE THE DISTRICT ROOKIE TEACHERS OF THE YEAR, AS WELL AS THE PRINCIPALS OF THE YEAR. THE WINNERS AND ALL THE FINALISTS WERE ALSO HONORED AT OUR ANNUAL LUNCHEON, WHICH WAS HOSTED BY THE SUGAR LAND ROTARY CLUB ON LAST WEEK, THE TEACHER APPRECIATION WEEK. IT IS REALLY TAKING OVER THE SCHOOL DISTRICTS ACROSS THE STATE, GAINING A LOT OF POPULARITY AND MOMENTUM. FOR THOSE WHO DON'T KNOW, ESPORTS IS A COMPETITIVE VIDEO GAMING SYSTEM, AND STUDENTS FROM FIVE FORT BEND ISD HIGH SCHOOLS COMPETED AT THE ESPORTS STATE CHAMPIONSHIP IN WACO THIS MONTH, WHERE FORT BEND ISD RECEIVED THE ESPORTS DISTRICT OF THE YEAR AWARD FOR OUR DISTRICT'S QUICK AND SUCCESSFUL GROWTH IN THE PROGRAM. SO IT WAS A GREAT TIME. THEY ALSO WON THE STATE CHAMPIONSHIP THERE, AND THAT WAS A FIRST FOR OUR SCHOOL DISTRICT. AND SO WE'RE REALLY SETTING THE STAGE TO DO GREAT THINGS WITH OUR ESPORTS PROGRAM.

AND WE'RE EXCITED FOR THE STUDENTS THAT ARE INVOLVED IN ESPORTS PROGRAM. WE ALSO CELEBRATED OUR SPRING SIGNING DAY, WHERE WE RECOGNIZE MORE THAN 100 STUDENT ATHLETES FROM ALL 12 HIGH SCHOOLS IN OUR DISTRICT. THE STUDENTS SIGNED LETTERS OF INTENT TO COLLEGES AND TO UNIVERSITIES, WHERE THEY WILL CONTINUE BOTH THEIR ACADEMIC CAREER AS WELL AS THEIR ATHLETIC CAREER. AND WE ALSO HAD TWO FORMER STUDENTS THAT WERE SELECTED IN THE NFL DRAFT. AND WE WE TALKED ABOUT THAT AT THAT EVENT. AND SO IT WAS A GREAT MOTIVATION FOR OUR STUDENTS, WHO ALSO HAD AN OPPORTUNITY TO HEAR ONE OF OUR FORMER GRADUATES OF FORT BEND ISD, HIGHTOWER HIGH SCHOOL, WHO ALSO WAS A PROFESSIONAL FOOTBALL PLAYER. AND HE JUST SPOKE ABOUT HOW IMPORTANT IT IS TO MAINTAIN YOUR GRADES, AS WELL AS YOUR ATHLETICS AND HOW HARD IT IS TO WORK. THIS IS AN ADVISORY GROUP THAT IS ESTABLISHED BY LEGAL AND LOCAL POLICIES. IN ITS CAPACITY, THE SHACK MAKES RECOMMENDATIONS REGARDING INITIATIVES RELATED TO HEALTH, EDUCATION AND INSTRUCTION. OUR STATE LAW AND POLICY REQUIRES THAT SHACK SUBMIT AN ANNUAL REPORT TO THE SCHOOL BOARD THIS EVENING. I HAVE WITH US CATALINA FLORES RAO, OUR OUTGOING CHAIR. CATALINA, PLEASE JOIN ME AT THE PODIUM. AND, NICOLE, YOUR CHECK OUR INCOMING CHAIR, WHO WILL PROVIDE THE BOARD WITH A HIGH LEVEL OVERVIEW OF OUR OF THEIR GOALS FOR THIS YEAR PRIORITIES, AND THEN THE RECOMMENDATIONS FOR THE 2627 SCHOOL YEAR. WE, OUR MEETINGS RANGE FROM ANYTHING FROM BULLYING AND SUICIDE PREVENTION ALL THE WAY TO ACTIVE LEARNING, THINGS THAT ARE HAPPENING, YOU KNOW, IN, IN THE SCHOOLS. AND THEN, YOU KNOW, WE HAVE LIKE A NUTRITIONIST COME BY AND I WILL TELL YOU THAT ALL OF OUR INFORMATION IS ON THE WEBSITE, ALL OF THE PRESENTATIONS THERE AND ALL THE HANDOUTS ARE THERE.

THE NUTRITIONIST THAT CAME IN HAD SOME AMAZING HANDOUT THAT IS NOW ON MY REFRIGERATOR DOOR, AND MY WHOLE FAMILY IS REFERENCING IT. SO I HIGHLY RECOMMEND YOU ACCESS THAT ONE.

IT'S ALSO A GREAT OPPORTUNITY FOR US TO, TO HAVE THE DISTRICT COME IN AND MEMBERS OF THE DISTRICT COME AND TELL US ABOUT YOUR POLICIES. SO OVER THE COURSE OF THE YEAR, I THINK SOME OF THE TAKEAWAYS FROM THESE PRESENTATIONS, I KNOW THAT YOU GUYS IN THIS ROOM HAVE BEEN THROUGH A LOT THIS YEAR. THE SCHOOL CLOSURES ARE NO LIGHT DEAL. BUT ALSO, I THINK AS A DISTRICT, WE NEED TO HAVE SOME RESPONSIBILITY FOR HANDING OVER THOSE SCREENS TO THE KIDS AND MAKING SO MUCH OF THEIR SCHOOL WORK BE ON THESE SCREENS. IT MAKES A DIFFERENCE TO OUR KIDS. AND I THINK AS PARENTS, WE'RE STRUGGLING AND AS THE SCHOOL IS STRUGGLING, BUT LIKE AT LEAST THE I MEAN, WE REALLY APPRECIATE THE NEW CELL PHONE POLICIES, BUT OUR ASK FOR YOU GUYS TODAY WOULD BE TO CONTINUE TO MAKE MENTAL HEALTH A PRIORITY. WE'VE COME UP HERE OVER THE COURSE OF THE PAST THREE YEARS, AND WE'VE MENTIONED THAT IDEALLY, WE WOULD HAVE ONE MENTAL HEALTH THERAPIST FOR EACH HIGH SCHOOL FEEDER PATTERN. NOW WE'RE DOWN TO FOUR. AND FROM WHAT I HEAR IS OUR SOCIAL WORKERS, WE HAVE EVEN FEWER SOCIAL WORKERS THAN WE DID BEFORE. SO WE REALLY HOPE THAT YOU GUYS, AS A BOARD, CONTINUE TO TREAT MENTAL HEALTH AS IMPORTANT AS IT IS. TREAT HOW HOW WE'RE MAKING THESE TRANSITIONS, TRYING TO MAKE THEM AS AS EASY AS POSSIBLE FOR EVERYBODY INVOLVED, AND THEN ALSO CONTINUE TO SUPPORT OUR STUDENTS IN BUILDING HEALTHY SCREEN HABITS BECAUSE IT REALLY MAKES A DIFFERENCE. AND IF WE CAN JUST HAVE MORE STAFF REINFORCING WHAT ALL THE PARENTS ARE TRYING TO TELL THEIR KIDS, IT WOULD BE INCREDIBLE. LIKE I MENTIONED, WE ALSO HAVE THE STUDENT WELLNESS COALITION, AND THAT'S MADE UP OF STUDENTS ACROSS ALL OF OUR HIGH SCHOOLS, 3 TO 4 STUDENTS FROM EACH HIGH SCHOOL, AND THEY DID AN EXCELLENT JOB DOING THEIR THINK TANK. THEY CAME UP WITH IDEAS FOR THINGS TO DO ON THEIR CAMPUSES. THEY BROUGHT IT BACK HOME. AND WITH THE THE FUNDING FROM UNITEDHEALTHCARE, THEY WERE ABLE TO TO MAKE A LOT OF THEIR PLANS COME INTO REALITY. AND WE ALSO WERE ABLE TO JOIN IN WITH THE DISTRICT IN FINDING FOR STUDENTS ACROSS OUR DISTRICT THAT WERE SCHOLARSHIP RECIPIENTS FROM GULF COAST BLOOD CENTER. TONIGHT I WANT TO SHARE THREE PRIORITIES WE'LL HAVE FOR THE 2627 PLAN YEAR.

THESE ARE ALL CONNECTED AND THEY'RE ALL SUPPORTED BY A THEME OF STUDENT WELL-BEING AND LEARNING. FIRST IS ACTION BASED LEARNING, WHICH IS ALSO CALLED A BLAB, L CONNECTS PHYSICAL MOVEMENT WITH INSTRUCTION. IT HELPS MEMORY, FOCUS AND BEHAVIOR THROUGH ACTIVE LEARNING. BECAUSE THE REALITY IS, IT'S HARD FOR KIDS TO SIT STILL ALL DAY. AND THAT'S ACTUALLY OKAY BECAUSE A, B, L DOESN'T ASK STUDENTS TO FIGHT HOW THEY'RE WIRED. IT ACTUALLY WORKS WITH THEM. SO FOR THE PAST FOUR YEARS, I'VE BEEN ABLE TO BE PART OF THE NEAL GARDEN CLUB, AND IT'S BEEN AMAZING TO SEE WHAT STUDENTS DO WHEN THEY'RE IN CONTROL OF THEIR OWN LEARNING. SWEET POTATO DAY IS MY FAVORITE DAY FOR THE GARDEN CLUB. IT'S THE MOMENT THE FIRST POTATO COMES OUT OF THE GROUND. YOU WOULD THINK WE STRUCK GOLD. I DON'T THINK THAT YOURS WOULD BE LOUDER IF WE DID STRIKE GOLD. THE KIDS CHEER. SOMETHING MAGICAL HAPPENS. SO I HOPE THAT WE CAN SPREAD THAT TO MORE SCHOOLS. FOR BOTH, FOR GARDENING, FOR SCIENCE, FOR REALLY, FOR AB LEARNING. IT ALL WORKS TOGETHER. SO MY THIRD ASK IS FOR LATER HIGH SCHOOL START TIMES. BRINGING IN NEW RESIDENTS IN THE AREA ENTERS THE HIGH GROWTH PHASE, AND EVENTUALLY PARTS OF THE GEOGRAPHIC AREA WILL REACH, BUILD OUT AND STOP GROWING, AND EVENTUALLY THE AREA WILL REACH TRANSITION PHASE. WHEN CASA BEGAN WORKING WITH FORT BEND ISD, THE DISTRICT WAS SQUARELY IN THE HIGH GROWTH PHASE AND NOW CATEGORIZES FORT BEND ISD AS BORDERING BETWEEN APPROACHING STABILIZATION AND FULL STABILIZATION. AND THE REASON FOR THIS AMBIGUITY IS THAT DISTRICT WIDE NUMBERS HAVE STABILIZED AND ARE DECLINING IN ENROLLMENT OVERALL. STATE WIDE DEMOGRAPHIC CHANGES ARE HAPPENING THAT ARE IMPACTING ENROLLMENT. AND THIS HAS BEEN A BIG TOPIC OF DISCUSSION ACROSS THE STATE FOR US. AMONG A NUMBER OF SCHOOL DISTRICTS. SO ON THE TOP LEFT, THAT DATA SHOWS THAT FEWER BABIES ARE BORN IN TEXAS.

GENERALLY, WE'VE SEEN A DOWN DOWNWARD TREND SINCE 2015, AND ESPECIALLY FEWER BABIES ARE BORN IN THE AREAS MARKED BLUE ON THE MAP. THOSE ARE RURAL AND URBAN COUNTIES. TYPICALLY, FOR EXAMPLE, HARRIS COUNTY, DALLAS AND TRAVIS COUNTY IN THE DFW AREA, TRAVIS AND BEYER AND EL PASO AND THE RIO GRANDE VALLEY. ON THE RIGHT SIDE OF THIS SLIDE, YOU SEE DATA THAT SHOWS THAT MIGRATION INTO TEXAS, BOTH DOMESTIC AND INTERNATIONAL COMBINED, HAS DECLINED SINCE 2022. AND ON THE BOTTOM RIGHT OF THOSE PEOPLE MOVING INTO TEXAS, A SMALLER PROPORTION OF THEM ARE SCHOOL AGED CHILDREN. THAT'S THE MAROON LINE, AND A LARGER PROPORTION ARE 55 YEARS OR OLDER. AND THAT'S THE DARK GRAY LINE. THE BOTTOM LEFT IS PERHAPS THE MOST IMPORTANT TO THIS DISCUSSION, AND THAT IS THAT FOR DECADES, THE GROWTH IN TEXAS POPULATION MIRRORED THE GROWTH IN ISD ENROLLMENT ACROSS TEXAS. IN OTHER WORDS, PEOPLE MOVED INTO TEXAS AND BY DEFAULT PUT THEIR CHILDREN IN PUBLIC. ISD'S. IN THE 80S, 90S AND 2000 ENROLLMENT GREW AT THE SAME RATE OR THE SAME PERCENT GROWTH AS THE GENERAL POPULATION OF TEXAS. THIS BEGAN TO CHANGE IN THE TEEN YEARS. ENROLLMENT GREW AT ABOUT HALF THE RATE OF THE GENERAL POPULATION, AND IN THE PAST FIVE YEARS, THE GENERAL POPULATION CONTINUED GROWING IN TEXAS. BUT THE ISD ENROLLMENT ACROSS TEXAS HAS NOT GROWN SIGNIFICANTLY AT ALL. SO TO SUMMARIZE, AT THE STATE LEVEL, FEWER BABIES ARE BEING BORN, FEWER CHILDREN ARE MOVING INTO TEXAS, AND FEWER STUDENTS ARE CHOOSING PUBLIC ISD EDUCATION. THE TRIFECTA OF ENROLLMENT DECLINE. THE NEXT QUESTION IS WHAT HAS BEEN HAPPENING AT THE LOCAL FBISD LEVEL? THE TURQUOISE BARS ON THE LEFT SHOW THAT OVER THE PAST TEN YEARS, FORT BEND ISD HAS GAINED ABOUT 5000 STUDENTS ENROLLED. BUT THE FIRST HALF OF THAT DECADE OF GROWTH OF YEARS, THE FIRST HALF OF THOSE YEARS EXPERIENCED 75% OF THE GROWTH OF THE DECADE. SO THE LAST MOST RECENT FIVE YEARS HAVE SEEN A STABILIZATION IN DECLINE. AND THAT IS SHOWN MORE CLEARLY ON THE RIGHT WITH THE THE NAVY BARS. WE SEE THAT THE YEARS PRIOR TO THE PANDEMIC HAD ABOUT A 1000 TO 1600 STUDENT ANNUAL GAIN EACH YEAR. THEN THERE WAS THE PANDEMIC YEAR, AND THEN A COUPLE OF YEARS OF RECOVERY AFTER THE PANDEMIC.

AND IN THE PAST THREE YEARS SINCE THEN HAVE SEEN A DECELERATING GROWTH AND DECLINING ENROLLMENT. ONE OF THE BASIC FACTORS THAT WE CONSIDER IS HOW MANY BABIES ARE BORN TO MOTHERS WHO LIVE WITHIN THE DISTRICT, AND HOW DOES THAT RELATE TO KINDERGARTEN ENROLLMENT FIVE YEARS LATER? SO THE NAVY LINE ILLUSTRATES HOW MANY BIRTHS TO MOTHERS LIVING IN ZIP CODES IN FORT BEND ISD. AND THESE HAVE BEEN SHIFTED TO THE RIGHT FIVE YEARS SO THAT THEY LINE UP WITH THE YEAR THOSE BABIES SHOULD ENTER KINDERGARTEN. THE GREEN LINE IS THE KINDERGARTEN ENROLLMENT IN FORT BEND ISD. SO FOR THE YEARS BETWEEN 5 AND 15 YEARS AGO, BIRTHS IN KINDERGARTEN ENROLLMENT FIVE YEARS LATER TRACKED GENERALLY VERY WELL.

THOSE LINES ARE PRETTY SIMILAR TO EACH OTHER. BABIES BORN HERE GENERALLY ENTERED KINDERGARTEN IN FORT BEND ISD AND IN. MIGRATION AND OUTMIGRATION WERE APPROXIMATELY EQUIVALENT OF FAMILIES WITH 0 TO 4 YEAR OLD CHILDREN. HOWEVER, IN THE PAST FIVE YEARS, THERE HAVE BEEN FEWER KINDERGARTEN STUDENTS ENROLLED IN FORT BEND THAN THERE WERE BIRTHS HERE FIVE YEARS PRIOR. THAT MEANS THERE THAT'S ILLUSTRATED BY THE GREEN LINE IS LOWER THAN THE BLUE

LINE. THIS IS LIKELY A RESULT OF MORE FAMILIES CHOOSING TO ENROLL THEIR KINDERGARTEN STUDENTS IN ALTERNATIVE EDUCATIONAL OPPORTUNITIES, OR CHARTER AND PRIVATE SCHOOLS.

AND THIS RECENT PATTERN OF FEWER KINDERGARTNERS THAN BIRTHS IN FORT BEND IS TRENDING TO BE MORE SIMILAR OVERALL TO REGION FOUR IN THE STATE OF TEXAS. TRENDS, WHERE THE GREEN KINDERGARTEN ENROLLMENT LINES ARE LOWER THAN THE BLUE BIRTH LINES BECAUSE THE ALTERNATIVE EDUCATIONAL OPPORTUNITIES HAVE HAD AN IMPACT THROUGH REGION FOUR AND REGION IN TEXAS OVERALL FOR A LONGER TIME. ANOTHER PART OF OUR PROCESS IS TO STUDY STUDENT DENSITY, OR THE NUMBER OF STUDENTS PER HOME. THE GREEN LINE HERE ILLUSTRATES STUDENTS PER SINGLE FAMILY HOME, AND THIS DENSITY HAS DECREASED FROM 0.59 STUDENTS PER HOME IN 2013 TO 0.47 STUDENTS PER HOME THIS YEAR. THE NAVY BLUE DOTS REPRESENT ALL OF THE CHARTER SCHOOLS IN THE AREA THAT ENROLL AT LEAST ONE STUDENT WHO LIVES IN FORT BEND ISD, AND THE ORANGE DOTS REPRESENT FUTURE CHARTER SCHOOLS THAT WE ANTICIPATE WILL BE OPENING IN THE NEXT FIVE YEARS OR SO. LIKEWISE, THE TURQUOISE DOTS REPRESENT ALL OF THE PRIVATE SCHOOLS IN THE AREA WHOM WE HAVE CONTACTED, AND THEY TELL US THAT THEY ENROLL AT LEAST A FEW STUDENTS FROM FORT BEND ISD. AND SO THE BIG QUESTION ON EVERYONE'S MIND IS VOUCHERS AND WHERE WILL THE AND HOW MANY STUDENTS WILL BE ATTENDING PRIVATE SCHOOLS NEXT YEAR WITH THE VOUCHER? SO WHAT WE KNOW FROM THE FROM THE PREVIOUS PUBLICATIONS IS THAT STATEWIDE, THERE WERE ABOUT 274,000 APPLICATIONS FOR FOR FUNDS OR VOUCHERS. OF THOSE, ABOUT 8400 APPLICANTS.

APPLICANTS WERE IDENTIFIED AS LIVING INSIDE FORT BEND ISD, BUT ONLY ABOUT 2000 OF THOSE WERE PREVIOUSLY ENROLLED IN PUBLIC SCHOOLS. AND AS OF LATE LAST WEEK, WHEN THE THE THE TIER TWO, TIER ONE AND TIER TWO RESULTS WERE PUBLISHED, WE NOW KNOW THAT LESS THAN HALF OF THOSE STUDENTS WERE AWARDED A VOUCHER OR FOR FUNDS BASED ON THE STUDENTS WHO LIVE IN FORT BEND ISD AND HAD PREVIOUSLY ATTENDED A PRIVATE SCHOOL, I MEAN A PUBLIC SCHOOL.

HOMESCHOOLING IS A BIG QUESTION, ESPECIALLY THIS YEAR, AND IT'S ONE OF THE MOST DIFFICULT QUESTIONS FOR US TO ANSWER, BECAUSE TEXAS IS ONE OF 20 STATES THAT DOES NOT REQUIRE HOMESCHOOLERS TO REGISTER WITH THE STATE. SO IT'S DIFFICULT FOR US TO KNOW ITS TRUE IMPACT.

THE CENSUS BUREAU SAYS THAT ABOUT 350 000 STUDENTS IN TEXAS ARE HOMESCHOOLED, AND THE TEXAS HOME SCHOOL COALITION SAYS BETWEEN 500 AND 620,000 STUDENTS STATEWIDE ARE HOMESCHOOLED. BECAUSE OF THIS AMBIGUITY AND BECAUSE OF THE INCREASING IMPORTANCE OF THIS TREND TO ISD'S IS DEVELOPING A PARTNERSHIP TO USE GEOFENCING TECHNOLOGY TO BETTER UNDERSTAND THIS IMPACT OF HOMESCHOOLING POPULATION ON ENROLLMENT IN THE DISTRICT IN THE FUTURE. SO TO SUMMARIZE, THERE ARE FAR MORE STUDENTS LIVING IN FORT BEND ISD WHO TRANSFER OUT TO OTHER PUBLIC OPTIONS THAN THOSE WHO TRANSFER INTO FORT BEND ISD. SO IN ESSENCE, THE 92,857 STUDENTS THAT YOU SEE AT THE TOP OF THE OF THIS YEAR'S BAR REPRESENTS BASICALLY YOUR TOTAL MARKET OR YOUR THE TOTAL POOL OF STUDENTS WHO COULD BE ENROLLED IN FORT BEND ISD IF THERE WERE NO OTHER ALTERNATIVE EDUCATIONAL OPPORTUNITIES. SO NEW CONSTRUCTION IS DRIVING AND CONTINUES TO DRIVE STUDENT ENROLLMENT GROWTH IN SELECT AREAS. THIS SLIDE SHOWS THE TOP SIX LARGEST SUBDIVISIONS BY OCCUPANCIES WITHIN THIS TEN YEAR PROJECTION PERIOD. SO ON THE WEST WE HAVE TRILLIUM, HARVEST, GREEN, AND INDIGO AS THE LARGEST CONTRIBUTORS OF NEW HOMES. AND ON THE EAST SIDE, OLYMPIA FIELDS, SIENNA AND HUNTINGTON PLACE. EACH OF THESE BOXES SHOWS TWO NUMBERS FOR EACH SUBDIVISION. THE TOP NUMBER IS THE NUMBER OF OCCUPANCIES PROJECTED IN THE NEXT TEN YEARS, AND THE LOWER NUMBER IS THE TOTAL NUMBER OF RESIDENTIAL LOTS PROJECTED. ONCE THE SUBDIVISION HAS BUILT OUT. SO SIENNA REMAINS THE TOP PRODUCER OF OCCUPANCIES OVER THIS PROJECTION PERIOD, WITH OVER 3000 NEW OCCUPANCIES PROJECTED AND ALL OF THE REMAINING DEVELOPMENT DEVELOPING, SUBDIVISIONS ARE PROJECTED TO YIELD FEWER THAN 1000 OCCUPANCIES EACH OVER THE PERIOD THAT WILL REACH IT, AND ALL OF THESE WILL REACH BUILD OUT BY THE END OF THIS PROJECTION PERIOD. SO THERE ARE FEWER NEW HOUSES BUILT THIS YEAR THAN PROJECTED IMPACTED BY THE ECONOMY, RISING HOUSING COSTS AND MORTGAGE RATES, OF COURSE. SO THERE WERE FEWER HOUSES BUILT, BUT THERE WERE ALSO FEWER STUDENTS PER HOUSE MOVING INTO THOSE NEW HOUSES. OF THE EXISTING HOUSING POPULATION. THE REGENERATION OF THESE HOMES WITH YOUNGER FAMILIES WITH FORT BEND ISD STUDENTS IS NOT HAPPENING AT THE RATE TO REGENERATE OR TO REPLACE THE STUDENTS WHO GRADUATE OR CHOOSE OTHER EDUCATIONAL OPTIONS OR MOVE AWAY. SO FEWER STUDENTS ARE MOVING IN THAN ARE MOVING OUT OR GRADUATING INTO EXISTING HOUSING. I SHOWED YOU THAT STUDENT DENSITY IS DECLINING IN BOTH NEW HOUSING AND EXISTING HOUSING. THAT'S THE STUDENTS PER HOME. AND THIS YEAR'S KINDERGARTEN CLASS IS TINY. THERE. THIS. THIS YEAR'S CLASS IS 400 STUDENTS SMALLER THAN LAST YEAR, WHICH IS EVEN SMALLER THAN WE EXPECTED BASED ON DECLINING BIRTHS. IT'S THE SMALLEST KINDERGARTEN CLASS FORT BEND ISD HAS SEEN IN 18 YEARS, AND THIS SMALL KINDERGARTEN CLASS WILL CONTINUE TO TEMPER ENROLLMENT PROJECTIONS DOWNWARD FOR THE NEXT 12 YEARS AS THOSE KINDERGARTNERS MATRICULATE THROUGH THE GRADES. AND FINALLY, ALTERNATIVE EDUCATIONAL OPPORTUNITIES. THERE WERE TWO NEW CHARTER. I'M SORRY. WELL, NO NEW CHARTERS OPENED THIS YEAR. ALMOST 500 MORE FBISD RESIDENTS ATTENDED CHARTERS THIS YEAR THAN LAST YEAR. THERE ARE TWO NEW CAMPUSES EXPECTED IN 27 TO OPEN IN THE FALL OF 27.

WE PREVIOUSLY KNEW ABOUT THOSE, BUT NOW THERE ARE FOUR NEW ONES THAT HAVE ANNOUNCED THEIR PLANS TO OPEN A NEW CAMPUS IN THE NEXT FEW YEARS. SO THIS SUMMARIZES A LOT OF THOSE FACTORS THAT I MENTIONED. NEW HOUSING CONSTRUCTION PROVIDES GROWTH IN STUDENT ENROLLMENT, AND ALMOST ALL OF THESE OTHERS PROVIDE VARIATIONS AND DECLINE IN ENROLLMENT. SO FEWER BIRTHS

SO REGENERATION IS NOT HAPPENING AT A RATE TO REPLACE THE STUDENTS WHO ARE GRADUATING AND MOVING AWAY, AND ALTERNATIVE EDUCATIONAL OPPORTUNITIES CONTINUE TO PULL ADDITIONAL STUDENTS FROM THE FORT BEND ISD AREA. SO ALL OF THOSE FACTORS, THE SCIENCE AND THE ART, ARE ROLLED INTO OUR PROJECTIONS FOR THE NEXT TEN YEARS, AND THE TEN YEAR ENROLLMENT FORECAST IS BASED ON A SET OF ASSUMPTIONS THAT I WILL GO THROUGH IN A MINUTE. BUT THEN THE THE REDUCED SCENARIO AND THE ACCELERATED SCENARIO ARE ALSO BASED ON VARIATIONS OF THOSE ASSUMPTIONS TO BRACKET IN SOME SENSE OF POSSIBILITY FOR THE NEXT TEN YEARS AS FAR AS ENROLLMENT. WE ASSUMED THAT ESTABLISHED NEIGHBORHOODS WOULD CONTINUE TO DECLINE IN ENROLLMENT POPULATION. WE ASSUMED THAT SENATE BILL TWO OR THE VOUCHERS WILL HAVE A DAMPENING EFFECT ON ENROLLMENT IN 2020 627, WITH POTENTIALLY INCREASED IMPACT IN LATER YEARS. WE ASSUMED THAT CHARTERS WILL CONTINUE TO OPEN. THERE ARE TWO KNOWN CHARTERS WITH CONCRETE PLANS AND FOUR MORE RECENTLY APPROVED.
