OVERALL, AS YOU HEARD HERE TONIGHT FROM OUR FAMILIES, THE RESPONDENTS WANT TO UNDERSTAND OUR APPROACH TO CHANGE MANAGEMENT, SPECIFICALLY HOW STUDENTS, STAFF AND FAMILIES WILL BE SUPPORTED THROUGH THE CHANGE. AND THEN I REALLY COULDN'T SAY IT BETTER THAN THE PEOPLE WHO SPOKE TONIGHT. BUT IT DID COME THROUGH IN THE SURVEY THAT OUR RESPONDENTS COMMUNITY COMMUNICATED A HIGH DEGREE OF SATISFACTION WITH THEIR ZONED SCHOOLS. IN SHORT, OUR FAMILIES LOVE THEIR FORT BEND ISD SCHOOLS. SO I'LL START WITH THE QUESTION RELATED TO THE DECISION PRINCIPLES IN FC. LOCAL RESPONDENTS TO THE SURVEY WERE ASKED TO SELECT THEIR TOP THREE DECISION PRINCIPLES. WE ASKED THIS FOR THEM TO LET US KNOW WHICH ONES SHOULD THE DISTRICT PRIORITIZE WHEN MAKING DECISIONS. AND SO COMMUNITY INTEGRITY WAS THE TOP PRIORITY ACROSS ALL STAKEHOLDER GROUPS, WITH 83% OF STAKEHOLDERS SAYING THAT NEEDED TO BE ONE OF THE LENSES THAT THE DISTRICT USED TO MAKE DECISIONS. WHEN WE LOOK AT THE NEXT ONE, FREQUENCY OF BOUNDARY CHANGES WAS A KEY CONSIDERATION FOR PARENTS, COMMUNITY MEMBERS AND STUDENTS. WHILE PROGRAM ACCOMMODATION AND STUDENT NEEDS RANKED HIGHLY FOR STAFF, STUDENTS AND THOSE WHO IDENTIFIED THEMSELVES AS OTHER ON THE SURVEY. FINALLY, GROWTH PROJECTIONS WERE CITED IN THE TOP THREE ONLY FOR OUR STAFF AND NO STAKEHOLDER GROUP PRIORITIZED COST EFFECTIVENESS EFFECTIVENESS IN THE TOP THREE FOR THE WAY THAT WE WOULD MAKE DECISIONS. AND I WANT TO POINT OUT AT THE TOP THAT IN 8454 PEOPLE PROVIDED RESPONSES TO THIS QUESTION ACROSS THE TWO SURVEYS. SO NOW I WANT TO MOVE INTO THE OVERALL LEVEL OF SUPPORT. AND THIS SLIDE SHOWS THE AGGREGATE SUPPORT ACROSS ALL STAKEHOLDER GROUPS. FOR THE QUESTIONS. BEFORE I MOVE ON, WE HAVE RECEIVED SOME QUESTIONS AROUND WHY THE DISTRICT DETERMINED TO USE A FIVE POINT LIKERT SCALE WITH STRONGLY OPPOSED OPPOSE, NEUTRAL SUPPORT AND STRONGLY SUPPORT RATHER THAN A FOUR POINT LIKERT SCALE WHICH WOULD LEAVE OUT NEUTRAL? AND I WANT YOU TO KNOW THAT WE DID THAT INTENTIONALLY. WHEN YOU USE A FOUR POINT LIKERT SCALE, YOU FORCE STAKEHOLDERS TO ONE OF THE POLARIZING VIEWS, EITHER OPPOSITION OR SUPPORT. AND WE DID NOT WANT TO FORCE A STAKEHOLDER TO PICK A VIEW. WE WANTED TO PROVIDE NEUTRAL AS A RESPONSE, BECAUSE THERE ARE MANY REASONS THAT A STAKEHOLDER MIGHT INDICATE NEUTRAL IN THEIR RESPONSE. SO I'M GOING TO START AT THE TOP WITH THE THE ALL STAKEHOLDERS 7636 SURVEY RESPONDENTS. AND YOU CAN SEE THIS IS EVERYONE WHO RESPONDED TO THE SURVEY ACROSS THE TWO SURVEYS. THE MIDDLE GRAPH SHOWS STAKEHOLDERS ASSOCIATED WITH A CLOSURE. WHAT WE MEAN BY THAT IS THAT STAKEHOLDERS IDENTIFIED WITH ONE OF OUR SEVEN PROPOSED CLOSURES. AND THEN THE BOTTOM GRAPH IS STAKEHOLDERS NOT ASSOCIATED WITH THE CLOSURE. THOSE ARE STAKEHOLDERS WHO DID NOT IDENTIFY WITH ONE OF THE SEVEN ZONED CLOSURES. AND SO LET'S TALK ABOUT WHAT WE CAN LEARN FROM THIS DATA OR WHAT WE SEE IN THIS DATA. THE FIRST THING I WANT YOU TO HEAR IS THE LARGEST PERCENTAGE OF RESPONDENTS SELECTED NEUTRAL AS THEIR SENTIMENT FOR LEVEL OF SUPPORT FOR BOUNDARY CHANGES. NOW, WHILE I CAN'T TELL YOU WHY THEY SELECTED NEUTRAL, WE DID LOOK INTO SOME RESEARCH AROUND WHAT IS IT THAT CAUSES PEOPLE TO TO CHOOSE NEUTRAL. AND ONE OF THE REASONS THAT THEY CHOOSE NEUTRAL IS BECAUSE THEY'RE NOT IMPACTED. SO THEY'RE NEUTRAL BECAUSE THERE'S NO DIRECT IMPACT ON THEM. ANOTHER REASON MIGHT BE BECAUSE THEY ACKNOWLEDGE THERE ARE PROS AND CONS IN THE PROPOSAL, AND THEY'RE WILLING TO DEAL WITH BOTH THE PROS AND THE CONS SO THEY ARE NEUTRAL. AND THEN THE OTHER ONE IS JUST MAYBE THEY'RE NOT PASSIONATE EITHER WAY. SO THOSE ARE SOME OF THE REASONS THAT STAKEHOLDER MIGHT SELECT NEUTRAL. I ALSO WANT TO DRAW YOUR ATTENTION. OVERALL, 34% OF STAKEHOLDERS OPPOSE BOUNDARY CHANGES. SELECTING 24% STRONGLY OPPOSED AND 10% OPPOSE THE OTHER 66% OF STAKEHOLDERS SELECTED OTHER SENTIMENTS TO DEFINE THEIR LEVEL OF SUPPORT, 49% OF THEM SELECTED NEUTRAL, 9% SELECTED SUPPORT, AND 8% SELECTED STRONGLY SUPPORT. WHEN YOU MOVE TO THAT MIDDLE GRAPH, YOU DO SEE THAT RESPONDENTS ASSOCIATED WITH A CLOSURE SHOWED HIGHER OPPOSITION TO A CLOSURE, WITH 49% OF THOSE ASSOCIATED WITH THE CLOSURE SAYING THAT THEY OPPOSE SCHOOL CLOSURES. AND THEN IN THE BOTTOM GRAPH, WHEN YOU LOOK AT THOSE NOT ASSOCIATED WITH THE CLOSURE, YOU SEE THAT THE OPPOSITION DROPS TO 29% AND MOVES ACROSS WITH NEUTRAL REMAINING THE PRIMARY RESPONSE. AND NOW I'M GOING TO MOVE TO THE NORTHWEST CENTRAL AREA. WE HAD 3287 STAKEHOLDERS WHO [00:50:06] COMPLETED THIS SURVEY IN THIS AREA. STAKEHOLDERS CONSIDERED THE PROPOSED CLOSURE OF MISSION WEST. THE PROPOSED CLOSURE OF ARIZONA FLEMING, AND THE PROPOSED CLOSURE OF SUGAR MILL, ALONG WITH ALL OF THE OTHER CHANGES IN THE NORTHWEST CENTRAL AREA. AND WHAT I WANT YOU TO NOTICE IS, AGAIN, THE NEUTRAL RESPONSES ARE THE HIGHEST LEVEL OF RESPONSE, RANGING FROM 33% OF STAKEHOLDERS TO 50% IN THE NORTHWEST CENTRAL AREA. YOU MAY NOTICE WHEN YOU LOOK AT THIS GRAPH. ALSO, THE SUGAR MILL CLOSURE SHOWED THE HIGHEST OPPOSITION WITH 53% IN THE NORTHWEST CENTRAL AREA. MOVING TO THE SOUTHEAST CENTRAL AREA, WE NOTICE THAT WE HAD 4350 RESPONSES ON LEVEL OF SUPPORT, CONSIDERING PROPOSED CLOSURES AT RIDGEGATE ELEMENTARY, GLOVER ELEMENTARY, DULLES ELEMENTARY AND AUSTIN PARKWAY ELEMENTARY, ALONG WITH ALL THE OTHER CHANGES IN THE SOUTHEAST CENTRAL AND THE AMY COLEMAN MIDDLE SCHOOL BOUNDARIES IN THIS AREA. NEUTRAL RESPONSES AGAIN WERE THE TOP, RANGING FROM 43 TO 58%. THE AUSTIN PARKWAY CLOSURE SHOWED THE HIGHEST OPPOSITION AT 43%, EQUALING THE THE STAKEHOLDERS WHO INDICATED NEUTRAL AT 43% AND THEN 8% SUPPORT 6% STRONGLY SUPPORT. FINALLY, WHEN WE LOOK AT AMY COLEMAN, THAT BOUNDARY PROPOSAL HAD A HIGHER SUPPORT OR STRONGLY SUPPORT, WITH 23% OF STAKEHOLDERS SELECTING THOSE SENTIMENTS THAN OPPOSE OR STRONGLY OPPOSE, WITH 20% OF STAKEHOLDERS SELECTING THOSE SENTIMENTS. AND STILL THE LARGEST SENTIMENT IN THAT GROUP IS 57%. I'LL MOVE TO THOSE WRITE IN RESPONSES THAT DOCTOR SMITH MENTIONED. THERE WERE 12,328 RESPONSES ACROSS THREE WRITE IN QUESTIONS. THIS SLIDE CONSIDERS THE QUESTION AROUND THE PRIMARY ADVANTAGE AND THE AND THE PRIMARY CONCERN. SO I'LL START WITH THE BLUE TEAL TY ADVANTAGE WHEN STAKEHOLDERS WERE ASKED TO NAME THE PRIMARY ADVANTAGE. I WANT YOU TO KNOW THAT HALF OF THE WRITE IN RESPONDENTS SAID THERE ARE NONE. YOU REMEMBER IN THE DECISION PRINCIPLES, STAKEHOLDERS SAID, DON'T USE THAT TO MAKE YOUR DECISION. BUT IN THE ADVANTAGES THEY SAY, WE DO ACKNOWLEDGE THERE IS AN ADVANTAGE OF COST SAVINGS AND BUDGET MANAGEMENT. WHILE MANY ALSO CITE POSSIBLE OR POTENTIAL IMPACTS TO STUDENTS WITH THE ADVANTAGES, THERE ARE COMMUNITY MEMBERS WHO ARE GAINING PROXIMITY, THEY'RE MOVING CLOSER TO THEIR NEWLY ZONED SCHOOLS, AND THEY CITED WALKABILITY AS A POSITIVE ADVANTAGE. THEY ALSO SAID THAT THEY WOULD HAVE ACCESS TO IMPROVED ACADEMICS OR PROGRAMING, AND WE SAW OVERALL GENERAL SUPPORT IN THIS AREA WITH REPRESENTATIVE COMMENTS NOTED TO THE RIGHT. WHEN WE LOOK AT THE TOP FIVE CONCERNS OVERARCHINGLY, THE TOP CONCERN IS STUDENT IMPACT. STAKEHOLDERS SPOKE ABOUT ACADEMIC, PROGRAMMATIC AND SOCIAL EMOTIONAL IMPACT FOR THEIR STUDENTS, AND I WANT TO BREAK THAT DOWN. THEY TALKED ABOUT ACADEMIC ACHIEVEMENT. THEY TALKED ABOUT ACCESS TO COURSEWORK OR PROGRAMING. SOME TALKED ABOUT THEIR PERCEPTION OF THEIR NEW SCHOOL RELATED TO ACADEMICS AND BEHAVIOR, POTENTIAL OVERCROWDING. THEY AGAIN CITED ACCESS TO PROGRAMING AND SOCIAL EMOTIONAL, THE POTENTIAL SOCIAL EMOTIONAL IMPACTS OF CHANGE ON STUDENTS. THE NEXT BIGGEST CONCERN WAS TRANSPORTATION, TRANSPORTATION, PROXIMITY AND WALKABILITY. SO YOU SEE TWO CONTRARY. YOU SEE THAT IN SAID THEIR STUDENTS ARE MOVING FROM WALKING TO SCHOOL TO RIDING THE BUS TO SCHOOL. THEY HAVE A FURTHER DISTANCE TO TRAVEL TO SCHOOL, AND SOME CITED POTENTIAL CONCERNS WITH TRAFFIC OR CONGESTION AROUND THE NEW SCHOOL. AND THEN WE GET TO THE THIRD TOP CONCERN, WHICH IS LOSS OR SPLIT OF COMMUNITY. NOW THIS IS WHERE I WANT TO HIGHLIGHT FOR YOU THE DIFFERENTIAL IN HOW OUR STAKEHOLDERS IN THE SURVEY DEFINED COMMUNITY. SO SOME OF OUR STAKEHOLDERS DEFINE COMMUNITY AS THE GROUP OF FRIENDS THAT THEIR STUDENT HAS. SO IF THERE'S 510 FRIENDS THAT IS THEIR COMMUNITY AND THEY MAY BE BEING SPLIT, THAT FRIEND GROUP MAY BE SPLIT APART. ANOTHER GROUP OF STAKEHOLDERS CALLS USES THE SAME WORD COMMUNITY TO DEFINE THEIR SCHOOL COMMUNITY. SO NOW THE SCHOOL COMMUNITY IS BEING SPLIT ACROSS MULTIPLE SCHOOLS. AND THEN THE FINAL GROUP OF STAKEHOLDERS USES COMMUNITY IN A NEIGHBORHOOD SENSE. AND SOME DEFINE MASTER PLAN COMMUNITIES AS THEIR NEIGHBORHOOD. THERE'S A LITTLE BIT OF A DIFFERENTIAL THERE IN WHAT WE HEARD IN THE SURVEY. EXCUSE ME. SO THE NEXT TOP CONCERN, WHICH WE HEARD HERE TONIGHT FROM OUR FAMILIES IS CHANGE MANAGEMENT. SO THERE WAS SOME FEARS AROUND WHAT THESE DECISIONS COULD DO TO PROPERTY VALUES OR FUTURE HOME PURCHASES.
