UNFORTUNATELY, WE'RE NOT HERE JUST BECAUSE OF THE GROWTH, BUT BUT BECAUSE OF HOW THE BOARD CHOSE TO HANDLE GROWTH. SURROUNDING AREAS LIKE KATY ISD AND CY-FAIR ISD ALSO CONTINUE TO GROW, BUT STUDENTS AND TEACHERS ARE NOT UPROOTED OR SHIFTED AROUND LIKE OURS HERE IN FORT BEND. OVER THE LAST SEVERAL YEARS, I NOTICED THE INCREASED USE OF THE WORD TRANSPARENCY ON THE FORT BEND ISD WEBSITE, COMMUNITY ENGAGEMENT MEETINGS, ADVERTISEMENTS, AND FLIERS FROM THE DISTRICT. I ACTUALLY CHOSE TO SPEAK TODAY BECAUSE THROWING THE WORD TRANSPARENT IN COMMUNICATION WITH PARENTS AND COMMUNITY DOES NOT PROVIDE CLEAR INSIGHT. THIS IS IMPORTANT AS WE FACE REZONING ONCE AGAIN. YOU SEE, I LIVE IN MILLWOOD IN RIVERSTONE, FORT BEND DECIDED TO REZONE ROUGHLY THREE YEARS AGO. AND YES, MANY NEIGHBORHOODS WERE AFFECTED BY THE REZONING PROCESS. WE WERE A GROWING SCHOOL DISTRICT FOR QUITE A NUMBER OF YEARS. AT ONE POINT, EVEN THE FASTEST GROWING SCHOOL DISTRICT IN THE STATE. AND SO WE WERE BUILDING AND MOVING STUDENTS AND AND NEEDING MORE CAPACITY IN VARIOUS PLACES WITHIN THE DISTRICT. AND SO WE SEE OURSELVES NOW FACED WITH THE TIME THAT MANY OF OUR OTHER SCHOOL DISTRICTS IN THE STATE OF TEXAS ARE ALSO FACING, AND IT'S TRULY A UNIQUE SITUATION IN TERMS OF PUBLIC SCHOOL ENROLLMENT, COUPLED WITH THE FACT THAT OUR DISTRICT IS REACHING ALMOST FULL BUILD OUT, WE'RE VERY CLOSE TO THAT. AND SO WE ARE JUST NATURALLY MOVING INTO A PERIOD OF ENROLLMENT STABILIZATION, COUPLED WITH WHAT WE'RE SEEING IN PUBLIC EDUCATION ACROSS THE STATE OF TEXAS AND THE DECLINE IN PUBLIC ED ENROLLMENT BECAUSE OF CHOICE THAT PARENTS HAVE ASSOCIATED WITH CHARTER SCHOOLS, PRIVATE SCHOOLS, HOMESCHOOLING, AND JUST DECISIONS THAT FAMILIES ARE MAKING. AND WE WANT TO STAY RELEVANT, CURRENT AND AN ATTRACTIVE DISTRICT FOR OUR FAMILIES TO ATTEND. ONE OF THE THINGS THAT WE MUST DO, AS WE KEEP OUR STUDENTS IN MIND AND KNOW THAT THEY ARE THE WHY TO THIS WORK, AS DIFFICULT AS THE OUTCOMES OF THE WORK COULD BE AND POSSIBLY WILL BE FOR FAMILIES, AS YOU FACE CHANGE, WE HAVE TO UNDERGO THIS WORK SO THAT WE CAN BALANCE ENROLLMENT ACROSS THE DISTRICT, UTILIZE THAT AVAILABLE SPACE. WE KNOW WE'LL HAVE MORE SEATS NOW THAN WE WILL EVER NEED IN THE FUTURE. FOR STUDENTS AGAIN, KNOWING THAT WE ARE BECOMING A STUDENT THAT IS STABILIZING IN OUR IN OUR GROWTH SIMPLY BECAUSE WE NO LONGER HAVE SPACE TO BUILD OUT AS WE FINISH THE FINAL AREAS THAT ARE CURRENTLY DEVELOPING. SO AS WE AS WE THINK ABOUT CHANGE AND WE'VE ALL EXPERIENCED SOME SORT OF CHANGE ONE WAY OR ANOTHER CHALLENGE WITHIN OUR LIFETIME, AND THAT IS A PROCESS THAT WE HAVE TO KEEP AT THE FOREFRONT OF OUR MINDS AS WE AS WE KNOW THAT STUDENTS ARE THE HEART OF THIS WORK. AS I SAID, IT'S VERY TEDIOUS WORK. IT'S VERY TACTICAL WORK, BUT WE'RE DOING IT BECAUSE OF OUR STUDENTS. AND SO WE CAN CREATE THE BEST LEARNING ENVIRONMENT POSSIBLE AND MAXIMIZE HOW WE USE OUR RESOURCES, HOW WE USE OUR SPACES. AS A MATTER OF FACT, AT THE HIGH SCHOOL LEVEL, BOTH MY STUDENTS WERE REZONED AT THE MIDDLE SCHOOL LEVEL, AND I KNOW FIRSTHAND IN HAVING BEEN REZONED AND ALSO WORKING WITH FAMILIES WHO ARE GOING THROUGH THIS IN MULTIPLE ITERATIONS OF ZONING WITHIN THIS DISTRICT. IT IS A CHALLENGING PROCESS. IT IS AN EMOTIONAL PROCESS. AND IT IT REMINDS ME SOMEWHAT OF THE GRIEVING PROCESS. FOLLOW ME WHEN I SAY THIS. RIGHT. BECAUSE GRIEF, WE OFTEN THINK ABOUT GRIEF. THOSE SEATS ARE AREN'T ALWAYS IN THE RIGHT PLACES TO BALANCE THINGS AS AS WE NEED TO, BUT WE ARE BRINGING FORWARD PLANS THAT INCLUDE ADJUSTED BOUNDARIES AT THE ELEMENTARY LEVEL AND POSSIBLE SCHOOL CONSOLIDATIONS SO THAT WE CAN USE SEATS THAT ARE AVAILABLE. AND SO BEFORE AN IDEA OR A BOUNDARY CONCEPT EVEN MADE IT TO THE SBAC, IT WOULD GO THROUGH OUR CORE TEAM PROCESS TO THINK THROUGH, TROUBLESHOOT, AND SAY WHETHER OR NOT A POSSIBLE CONCEPT COULD BE SOMETHING THAT COULD WORK AS A FUTURE BOUNDARY PROPOSAL. THE SCHOOL BOUNDARY [00:20:05] ADVISORY COMMITTEE, OUR SBAC, REPRESENTS ALL 12 FEEDER PATTERNS. WE HAVE THREE MEMBERS THAT ARE SUPPOSED TO BE REPRESENTING THE DISTRICT THROUGH A DISTRICT WIDE LENS. AND I SAY SUPPOSED TO BE BECAUSE WE STILL HAVE A COUPLE OF VACANCIES WITHIN THAT. THAT'S AN ITEM YOU'RE GOING TO BE REVIEWING THIS EVENING ANYWAY. THESE MEMBERS MAKE UP REPRESENT PARENTS AND COMMUNITY MEMBERS ACROSS ALL 12 HIGH SCHOOL FEEDER PATTERN AREAS. THEY WORK WITH DISTRICT LENS THROUGH A DISTRICT LENS NOT COMING FROM THEIR OWN. THIS IS MY STREET. THIS IS MY NEIGHBORHOOD. BUT REALLY LOOKING THROUGH POLICY FC LOCAL, THE BOARD'S POLICY THAT GUIDES THIS PROCESS. AND WE LAUNCHED THIS PROCESS IN THE SPRING. BUT MANY OF OUR SBC MEMBERS WERE ON THE COMMITTEE WHEN WE WERE WORKING THROUGH THE FERNDALE HENRY BOUNDARY, WHICH IS ONE OF THE MOST RECENT BOUNDARIES. AND SO FOR THOSE THAT WERE A PART OF THE COMMITTEE AT THAT POINT AND TO TODAY, THEY HAVE PUT FORWARD OVER 500 HOURS OF VOLUNTEER WORK ON THE SBC OR THE SCHOOL BOUNDARY ADVISORY COMMITTEE SINCE THE FERNDALE HENRY BOUNDARY.
