WE SAW THE EMOTIONAL TOLL IT TOOK ON MY YOUNGER BROTHER AND THE SETBACKS THAT HE HAD IN EDUCATIONAL OPPORTUNITIES, RECEIVING TOP NOTCH, FBISD EDUCATIONS OURSELVES IS WHAT MADE US WANT TO COME BACK TO THE AREA. BACK HOME, WE BUILT OUR HOME. BASED ON THE DISTRICT'S PUBLISHED PLAN. OUR CHILD WOULD ATTEND ELEMENTARY AND LATER THE PROPOSED NEW SCHOOL FOR HARVEST GREEN ES 55.

THAT WAS THE COMMITMENT THIS DISTRICT MADE, AND IT DIRECTLY SHAPED OUR FAMILY'S FINANCIAL AND EDUCATIONAL DECISIONS. WHILE OUR CURRENT HOUSE IS ACTUALLY UNDER CONSTRUCTION, WE SPENT OVER AN HOUR COMMUTING EVERY DAY FOR ALMOST TWO MONTHS IN ORDER TO PROTECT OUR CHILD'S STABILITY. NOW WE'RE TALKING ABOUT REZONING ONLY OUR SIDE OF HARVEST GREEN, ASKING OUR CHILDREN TO GIVE UP THAT STABILITY AND BEAR THE FULL IMPACT OF OVERCROWDING, WHILE PROVIDING ALMOST NO MEANINGFUL CAPACITY RELIEF FOR THE DISTRICT. THE DATA IS CLEAR MOVING A TINY POCKET OF STUDENTS WON'T FIX THE PROBLEM, BUT IT WILL CREATE ACADEMIC AND EMOTIONAL SETBACKS THAT RESEARCH SHOWS CAN LAST 12 TO 18 MONTHS. IT WILL FORCE INEFFICIENT, LOW DENSITY BUS ROUTES AND WILL FRACTURE A COMMUNITY THAT WAS DESIGNED AND SOLD TO STAY TOGETHER. WE'RE NOT ASKING FOR SPECIAL TREATMENT. WE'RE ASKING THE DISTRICT TO HONOR THE PLAN THAT BROUGHT FAMILIES LIKE OURS BACK HOME. 30S KEEP OUR SECTION ZONED WITH THE REST OF HARVEST GREEN AND ELEMENTARY, PROTECT OUR CHILDREN'S STABILITY, AND CHOOSE SOLUTIONS THAT ACTUALLY ADDRESS CAPACITY, NOT ONES THAT SIMPLY SHIFT THE BURDEN ONTO THE NEWEST FAMILIES. BOUNDARY PLANNING IS COMPLEX, AND I UNDERSTAND THE CHALLENGES THAT FACE IT, BUT SENDING OUR ELEMENTARY AGE CHILDREN TO A SCHOOL OUTSIDE OF THEIR OWN COMMUNITY CANNOT BE THE ANSWER. IT CREATES LOGISTICAL BURDENS AND DISRUPTS NEIGHBORHOOD COHESION, AS MOST IMPORTANTLY, IT RAISES REAL SAFETY CONCERNS FOR OUR SECTION. IN PARTICULAR, THE ONLY DIRECT ROUTE TO PECAN GROVE ELEMENTARY REQUIRES

TRAVELING ON THE SAME TWO LANE ROAD USED BY JAMES BOWIE MIDDLE SCHOOL, WHICH WILL ADD CONGESTION AND INCREASE THE RISK OF ACCIDENTS IN FRONT OF THE IN FRONT OF THAT SCHOOL.

FACE SAFE WALKING OR BIKING IS NEARLY IMPOSSIBLE AS WELL DUE TO NEEDING TO CROSS MULTIPLE INTERSECTIONS AND CROSS MULTIPLE NEIGHBORHOODS. FIRST, THE REMOVAL OF ES 55, THE ONLY LONG TERM RELIEF FOR NEIL. SECONDLY, THE CAP AND OVERFLOW POLICY REDIRECTING ONLY OUR SECTION EAST OF HARLEM TO PECAN GROVE ELEMENTARY. THESE ACTIONS SHOW CLEARLY THAT OUR SECTION IS CONSISTENTLY TREATED AS THE FIRST AND ONLY AREA TO ABSORB CAPACITY PRESSURES. THE BOARD'S GOAL IS TO BALANCE ENROLLMENT. YET MOVING OUR STUDENTS DOES NOT ACHIEVE BALANCE. PECAN GROVE ELEMENTARY IS ALSO TRENDING TOWARD OVERCAPACITY, WITH NEW DEVELOPMENTS ALSO ZONED TO THAT SCHOOL. SHIFTING STUDENTS SIMPLY MOVES THE PROBLEM WHILE DISRUPTING THE SAME FAMILIES AGAIN, STABILITY IS ESSENTIAL, RIGHT AND FAIR TREATMENT MUST BE MAINTAINED. FOR THESE REASONS, I RESPECTFULLY URGE THE BOARD TO ALLOW OUR SECTION TO REMAIN ALIGNED WITH NEIL ELEMENTARY BECAUSE OUR CHILDREN DESERVE STABILITY, CONTINUITY, AND A FAIR CHANCE TO THRIVE. WHEN I WAS IN HIGH SCHOOL, FOR ME, FROM A SCHOOL WHERE I FINALLY FELT THAT I BELONGED TO ONE THAT DIDN'T FEEL AS WELCOMING, I WAS SEPARATED FROM MY SISTER, LOST ALL MY FRIENDS, AND STRUGGLED SOCIALLY, EMOTIONALLY, AND ACADEMICALLY FOR YEARS, A FAR LONGER THAN THE DISTRICT EVER CONSIDERED. NOW I FEAR THE SAME HARM COULD HAPPEN TO MY OWN CHILDREN IF THE CURRENT CABINET OVERFLOW PLAN IS ANY INDICATION THAT OUR SECTION OF HARVEST GREEN THAT IS EAST OF HARLEM COULD BE PERMANENTLY REZONED TO PECAN GROVE ELEMENTARY, A 37 YEAR OLD SCHOOL THAT DOES NOT HAVE THE CAPACITY TO ACCOMMODATE BOTH OUR STUDENTS AND THOSE FROM INDIGO. OUR FAMILY LOVES NEW ELEMENTARY FOR ITS DIVERSITY AND ARE CONFIDENT IN HIS SCORES AND OVERALL ACHIEVEMENT AND PROGRESS. A MOVE TO A LOWER PERFORMING SCHOOL THAT'S ALSO FURTHER AWAY WOULD PUT OUR KIDS AT A DISADVANTAGE WHEN THEY ENTER MIDDLE SCHOOL, ACCORDING TO BETH MARTINEZ, WHO RECENTLY SPOKE WITH KHOU 11. THE SLOWER GROWTH AND ENROLLMENT AT FORT BEND ISD THIS YEAR IS LINKED IN PART TO OLDER NEIGHBORHOODS WHERE LONGTIME HOMEOWNERS ARE STAYING PUT. IF THAT'S THE CASE, THEN ONLY THEN IT ONLY MAKES SENSE TO KEEP NEWER NEIGHBORHOODS LIKE OURS ZONED TO NEIL. WHILE NEIL MAY BE AT OR OVER CAPACITY NOW, IT NEEDS COMMUNITIES WITH YOUNG FAMILIES IN THE LONG TERM TO MAINTAIN HEALTHY ENROLLMENT. THE ENROLLMENT NUMBERS MAKE IT CLEAR FROM MARCH 17TH TO TODAY, NEIL HAS LOST 143 STUDENTS. NO NEARBY ELEMENTARY SCHOOL COMES CLOSE TO THAT LEVEL OF LOSS, EVEN WHEN ACCOUNTING FOR THE NEW STUDENTS REDIRECTED TO OAKLAND AND PECAN GROVE. YES, THE ENROLLMENT IN NUMBERS JUST THE DROP IN ENROLLMENT MAY EASE OVERCROWDING TODAY, BUT IN THE LONG RUN, REMOVING 30S FROM NEIL UNDERCUTS ENROLLMENT AND CREATE THE VERY IMBALANCE THE DISTRICT IS TRYING TO AVOID. WHEN WE BOUGHT OUR HOME, WE DID SO EXPECTING OUR CHILDREN TO ATTEND NEIL, JUST LIKE MANY OF OUR NEIGHBORS, BUT WE DIDN'T EXPECT WAS FOR THE DISTRICT TO ABANDON ITS 55 AND 20 REZONING AS A SOLUTION FOR THE PROBLEM THAT THEIR DECISION SUBSEQUENTLY CREATED. REZONING OUR CHILDREN TO A SCHOOL WE DIDN'T CHOOSE FOR THEM WOULD FURTHER BREAK THE TRUST FAMILIES LIKE MINE HAVE PLACED IN THIS DISTRICT. REZONING ALSO USES OUR CHILDREN TO SOLVE A PROBLEM THAT THEY DID NOT CREATE. THESE WEREN'T WISH ITEMS, THEY WERE COMMITMENTS MADE TO THE TAXPAYERS, THE PARENTS AND THE COMMUNITY MEMBERS WHO SUPPORTED THEM. YET THE FOLLOW THROUGH DID NOT MATCH THE PROMISES. WHEN A DISTRICT ASKED ITS COMMUNITY TO SUPPORT MAJOR INVESTMENTS IN THE COMMUNITY SAYS YES, THE EXPECTATION IS SIMPLE HONOR WHAT WAS PRESENTED.

NOBODY IS THERE TO SEE WHAT THAT LOOKS LIKE. TODAY. I GOT IT ON VIDEO. I THOUGHT THAT A FORT BEND ISD OFFICER WAS ACTUALLY COMING TO PROVIDE SUPPORT. NO. HE CONTINUED ON AND WENT TO THE STONY BROOK COMMUNITY BECAUSE A CROSSING GUARD HAD CALLED OUT, LEFT ALL OF THE CARS THAT WERE DOING ILLEGAL U-TURNS TO GO STAND FOR 30 MINUTES UNTIL THE ELEMENTARY SCHOOL WAS GOING TO START HAVING STUDENTS WALK ACROSS 30S. I DON'T UNDERSTAND IT. PRESIDENT TASSIN, YOU TOLD ME THAT THE THE TAX PROPOSAL TO HOLD OUR ELECTED OFFICIALS ACCOUNTABLE. YOU ARE ELECTED OFFICIALS HERE AT THE BOARD. THE FIRST UPDATE IS ON OUR CAMPUS EXCELLENCE AND FORT BEND ISD CAMPUSES THAT HAVE RATED HIGH. PROUD TO SHARE THAT COMMONWEALTH ELEMENTARY AND FORT SETTLEMENT MIDDLE SCHOOL WERE BOTH RANKED AMONG THE TOP SCHOOLS, TOP TEN SCHOOLS IN THE GREATER HOUSTON AREA ON THE CHILDREN AT RISK ANNUAL REPORT FOR SETTLEMENT RANKED NUMBER THREE. COMMONWEALTH RANKED NUMBER SEVEN. AND JUST WANT TO SAY CONGRATULATIONS TO BOTH SCHOOLS TO THEIR CONSISTENT, OUTSTANDING ACHIEVEMENT. THE CHILDREN AT RISK ORGANIZATION. CAMPUSES. THEY RANKED CAMPUSES THROUGHOUT THE STATE, AND THOSE RATINGS ARE BASED ON STUDENT ACHIEVEMENT, CAMPUS PERFORMANCE, GROWTH, AND COLLEGE AND CAREER READINESS. AND THE STUDENTS AND STAFF AT BOTH SCHOOLS CONTINUE TO EXEMPLIFY THE BEST OF FORT BEND ISD, AND WE ARE SO VERY PROUD OF THEIR SUCCESS. THE NEXT ITEM IS TO HIGHLIGHT OUR DISTRICT PARTNERS. I WANT TO SAY THANK YOU TO THE HOUSTON HEALTH DEPARTMENT. THEY HAVE A PROGRAM CALLED C2 SUCCEED. HUNDREDS OF OUR STUDENTS RECEIVE FREE EYE EXAMS AND NEW EYEGLASSES AT A RECENT OUTREACH EVENT. THIS ANNUAL EVENT IS A WONDERFUL EXAMPLE OF HOW PARTNERSHIPS HELP TO ENSURE THAT EVERY CHILD CAN SUCCEED IN THE CLASSROOM. ALSO, THIS PAST WEEKEND, SHARED DREAMS HELD A VERY SUCCESSFUL FOOD DISTRIBUTION EVENT, ALSO IN PARTNERSHIP WITH THE HOUSTON FOOD BANK, AND IT WAS ALL DESIGNED TO ASSIST FAMILIES EXPERIENCING FOOD CHALLENGES RELATED TO THE REDUCED SNAP BENEFITS. THERE WERE 75 VOLUNTEERS WHO ASSISTED WITH PROVIDING FOOD FOR OVER 450 FAMILIES, AND SO WE ARE VERY THANKFUL FOR FOR BEN'S COMMITMENT TO OUR FAMILIES AND THE COMPASSIONATE OF OUR CITIZENS THAT THEY SHOWED TO OUR FAMILIES. THE CURRENT VERSION OF POLICY, BB, SETS THE ELECTION SCHEDULE FOR POSITIONS AND DEFINES THE ELECTION DATE AS THE UNIFORM ELECTION DAY IN MAY, PRIOR TO THE MOST RECENT LEGISLATIVE SESSION, A SCHOOL DISTRICT COULD NOT CHANGE ITS ELECTION DAY FROM MAY TO NOVEMBER. THE DEADLINE TO DO SO EXPIRED IN 2016. THIS PAST LEGISLATIVE SESSION, THE LEGISLATURE AMENDED THE ELECTION CODE AND THE EDUCATION CODE TO ALLOW GOVERNMENTAL ENTITIES, SUCH AS THE DISTRICT, TO MOVE THEIR ELECTIONS FROM THE MAY UNIFORM DATE TO THE NOVEMBER UNIFORM DATE. NOTE THIS IS ENTIRELY WITHIN THE DISCRETION OF THE GOVERNING BODY OF THE SCHOOL DISTRICT. YOU'RE NOT REQUIRED TO MOVE YOUR ELECTIONS TO THE NOVEMBER DATE, BUT YOU HAVE THE DISCRETION TO DO SO NOW. THE CURRENT UNIFORM ELECTION DATE IS THE FIRST SATURDAY IN MAY, AND THE UNIFORM ELECTION DATE IN NOVEMBER IS THE FIRST TUESDAY IN NOVEMBER. THE STATUTE THAT THE LEGISLATURE PASSED IS NOT NECESSARILY THE MOST ELEGANT STATUTE. IT CONTAINS TWO RELEVANT PROVISIONS. IT'S A SECTION 41.0052 OF THE ELECTION CODE, AND IT PROVIDES IN SUBSECTION A, THAT A POLITICAL DIVISION OF THE STATE OF TEXAS AND A SCHOOL DISTRICT IS A POLITICAL SUBDIVISION OF THE STATE OF TEXAS, CAN MOVE ITS ELECTION TO THE NOVEMBER ELECTION DATE FOR ODD NUMBERED YEARS, AND, IF IT CHOOSES TO DO SO, MUST DO SO BY DECEMBER. THE 31ST, 2025. BUT THE LEGISLATURE ALSO ENACTED SUBSECTION F, WHICH SPECIFICALLY APPLIES TO SCHOOL DISTRICTS AND SAYS THAT SCHOOL DISTRICTS MAY MOVE THEIR ELECTIONS TO THE NOVEMBER UNIFORM ELECTION DATE.

SUBSECTION F DOES NOT CONTAIN A DEADLINE, NOR DOES IT SPECIFY ODD NUMBER YEARS, BECAUSE SUBSECTION F IS MORE SPECIFIC. IT CONTROLS OVER THE SECTION WITH THE DEADLINE, SO A SCHOOL DISTRICT CAN MOVE THEIR ELECTIONS TO THE NOVEMBER ELECTION DATE, EITHER IN AN EVERY YEAR FORMAT, AN ODD YEAR FORMAT, OR AN EVEN YEAR FORMAT. SO TO ILLUSTRATE, IF THE DISTRICT WERE TO MOVE ITS ELECTIONS TO THE NOVEMBER DATE ON A EVERY YEAR FORMAT, THEN THE DISTRICT WOULD CONTINUE TO CONDUCT ELECTIONS EVERY YEAR. THEY JUST HAPPEN IN NOVEMBER, AND THE TRUSTEE'S CURRENT TERMS WOULD EXTEND OUT TO NOVEMBER TO ALLOW THAT CHANGEOVER FOR EACH TRUSTEE CURRENTLY SITTING. BECAUSE YOU'RE CURRENTLY ELECTED IN MAY, YOU WOULD THEN HAVE YOUR ELECTIONS IN NOVEMBER THAT WOULD RETAIN THREE YEAR TERM IF THE DISTRICT CHOSE TO MOVE ITS ELECTIONS TO NOVEMBER IN EITHER ODD OR EVEN YEARS, IT WOULD REQUIRE THAT THE DISTRICT CHANGE THE TRUSTEE TERMS FROM THREE YEAR TO FOUR YEAR TERMS. AND SO THE LEGISLATURE AMENDED SECTION 11.059 OF THE EDUCATION CODE TO ALLOW A SCHOOL DISTRICT TO CHANGE FROM 3 TO 4 YEAR TERMS, PROVIDED IT DOES SO BY THE END OF 2030. NOW, THE REASON YOU WOULD HAVE TO SWITCH TO FOUR YEAR TERMS IF YOU MOVE TO AN ODD OR EVEN YEAR FORMAT IS BECAUSE THE EDUCATION CODE SAYS THAT IF YOU USE FOUR YEAR TERM, I'M SORRY, I'M SORRY AN OTTER. AND EVEN SINCE YOU'RE NOT HAVING AN ELECTION EVERY YEAR, YOU'RE NECESSARILY GOING TO HAVE TO HAVE FOUR YEAR TERMS. IMPORTANTLY, IF THE DISTRICT WERE TO MOVE TO A FOUR YEAR TERM SCENARIO, THEN YOU COULD
