THANK YOU AND CONGRATULATIONS TO EVERYONE. NEXT UP IS OUR SUPERINTENDENT UPDATE, DOCTOR
[5. Superintendent Update]
SMITH. YES, MA'AM. THANK YOU, MADAM PRESIDENT AND FELLOW TRUSTEES AND THOSE THAT ARE IN ATTENDANCE. I HAVE THE FOLLOWING ITEMS THAT I WOULD LIKE TO PROVIDE AS SUPERINTENDENT.UPDATE. THE FIRST ITEM IS THE 2024 SEMIFINALISTS, NATIONAL MERIT SCHOLARS AND SO FIRST I WANT TO BEGIN JUST BY CONGRATULATING ALL OF OUR STUDENTS WHO'VE BEEN NAMED AS NATIONAL MERIT SCHOLARSHIP SEMIFINALISTS. THIS YEAR. WE HAVE 80 STUDENTS WHO RECEIVE THIS HONOR. THAT'S AN AWESOME, AWESOME, AWESOME ACCOMPLISHMENT. SO THESE SCHOLARS SCORED IN THE TOP 1% IN THE NATION ON THEIR COLLEGE ENTRANCE EXAMS. OUR STUDENTS, ALONG WITH 16,000 OTHER SEMIFINALISTS FROM ACROSS THE NATION. THEY'LL FIND OUT NEXT SPRING IF THEY WILL BECOME FINALISTS, WHO WILL RECEIVE THE NATIONAL MERIT SCHOLARSHIP MONEY. AND THAT IS SO CRITICAL TO THEIR NEXT STEPS IN COLLEGE. AND SO JUST WANT TO SAY GOOD LUCK TO ALL OF THEM. AND AGAIN, JUST CONGRATULATIONS FOR THE HARD WORK DEDICATION THAT OUR STUDENTS HAVE DISPLAYED TO EARN SUCH A PRESTIGIOUS HONOR. THE NEXT ITEM THAT I WOULD LIKE TO REPORT ON IS THE 911 PROGRAM THAT TOOK PLACE AT AUSTIN HIGH SCHOOL TO HONOR THE HEROES AND THE VICTIMS OF THE TRAGEDY THAT TOOK PLACE AND ROCKED OUR NATION 23 YEARS AGO. FORMER STUDENT DANIEL CALABRO WAS KILLED IN THE PENTAGON ON NINE OVER 11. AND FOR THE FIRST TIME EVER, HIS FAMILY WAS ABLE TO ATTEND THE REMEMBRANCE PROGRAM HELD AT AUSTIN HIGH SCHOOL. SEVERAL CEREMONIES HAVE TAKEN PLACE OVER THE YEARS. THIS IS AN ABSOLUTELY AWESOME STORY, BUT NO ONE AT THE SCHOOL HAD CONTACT OR HAD EVEN THE INFORMATION TO INVITE DANIEL'S FAMILY OVER ALL THE YEARS THAT HAVE PASSED. SO THE AUSTIN HIGH SCHOOL'S CURRENT JROTC INSTRUCTOR, MR. AARON JOHNSON, CALLED 7000 FAMILIES NAMED CALABRO UNTIL HE WAS ABLE TO FIND THE RIGHT FAMILY. HE SAID IT TOOK HIM SEVEN YEARS, BUT HE TALKED ABOUT NEVER GIVING UP AND JUST GOING ABOVE AND BEYOND. AND SO DANIEL'S FAMILY WAS SO GRATEFUL TO BE A PART OF THE PROGRAM THIS YEAR. THEY WERE CLEARLY MOVED BY IT. I WAS
[00:20:02]
FORTUNATE ENOUGH TO MEET THEM. WE LOOK FORWARD TO SEEING THEM AT FUTURE CEREMONIES. NOW THAT MR. JOHNSON HAS ESTABLISHED THAT CONTACT AND I ALSO WANT TO THANK OUR VICE PRESIDENT, RICK GARCIA, AND TRUSTEES, ANGIE HANNON AND DOCTOR SHIRLEY ROSE GILLIAM, WHO SPOKE AT THE EVENT, ALONG WITH MYSELF. AND THEY WERE ALSO ABLE TO JUST TAKE PART. IT WAS AN AWESOME EVENT AND A GREAT OPPORTUNITY TO RECOGNIZE SOMEONE WHO WAS OUR GRADUATE, ONE OF OURS, BUT WHO HAD A LONG RECORD OF SERVICE. AND SO WE'RE VERY APPRECIATIVE OF THAT, THE NEXT ITEM THAT I'D LIKE TO UPDATE THE BOARD ON IS OUR SPED HIRING EVENT. WE'RE CONTINUING TO BE PROACTIVE IN CLOSING THE DEFICIT THERE WITH OUR VACANCIES AND SO TWO WEEKS AGO WE HAD ANOTHER PRODUCTIVE HIRING EVENT. IT WAS HELD AT DULLES HIGH SCHOOL. AND THIS TIME WE FOCUSED SPECIFICALLY ON SPECIAL EDUCATION. AND SO WE HAVE MORE THAN 100 CANDIDATES TO ATTEND. AND WE ISSUED MORE THAN A DOZEN LETTERS OF INTENT TO SERVE IN OUR DISTRICT AS INSTRUCTIONAL APPRENTICES, AIDES AND A NUMBER OF OTHER POSITIONS. SO I WANT TO SAY THANK YOU TO THE HR DEPARTMENT FOR ALWAYS WORKING SO VERY HARD TO IDENTIFY AND HIRE QUALITY EDUCATORS THAT SUPPORT OUR STAFF AND THAT SUPPORT OUR DISTRICT. THE NEXT ITEM IS TO RECOGNIZE SOME OF THE AWESOME TEACHERS THAT WE HAVE IN OUR SCHOOL DISTRICT. THE ASTROS, HONEYWELL, ROBOTICS TEACHERS. SPEAKING OF QUALITY EDUCATORS, EVERY YEAR, THE HOUSTON ASTROS AND THE HONEYWELL PROGRAM, THEY SELECT JUST A HANDFUL OF TEACHERS FROM THE REGION FOR THEIR ROBOTICS AND CODING HALL OF FAME AWARDS. AND THIS YEAR, THREE OF THE TEN TEACHERS SELECTED WERE FORT BEND ISD EDUCATORS. AND YOU SEE THEM THERE. THE TEACHERS WERE HONORED DURING THE PREGAME CEREMONIES AT THE AUGUST 31ST GAME, AND THEY WERE DANIEL DOREMUS AT CLEMENTS HIGH SCHOOL. FORREST PUGMIRE AT FORT SETTLEMENT MIDDLE SCHOOL, AND NELLIE CERVANTES AT ANNE SULLIVAN ELEMENTARY SCHOOL. AND SO WE WANT TO THANK THEM FOR ALL THAT THEY DO. AND FORT BEND ISD, THEY'LL RECEIVE A $2,000 GRANT. AND AGAIN, SO CONGRATULATIONS TO ALL THE TEACHERS THAT WERE HONORED ON THAT NIGHT. THE LAST ITEM THAT I HAVE IS HISPANIC HERITAGE MONTH. I WANT TO CLOSE BY RECOGNIZING THAT HISPANIC, HISPANIC HERITAGE MONTH, IT BEGAN ON SEPTEMBER 15TH, AND IT CONTINUES UNTIL OCTOBER 15TH ACROSS OUR NATION. WE PROUDLY HONOR THE ACHIEVEMENTS AND CONTRIBUTIONS OF HISPANIC AMERICANS WHO INSPIRE ALL OF US TO PURSUE AND ACHIEVE OUR BIGGEST DREAMS AND GOALS. I HOPE EVERYONE WILL JOIN IN THE RECOGNITION AND CELEBRATION OF THE RICH HERITAGE, CULTURE AND HISTORY THAT MAKE US STRONGER.TOGETHER, THE STUDENTS IN THIS PICTURE ARE FROM WILLOW RIDGE AND MARSHALL HIGH SCHOOL, AND SO WE APPRECIATE ALL THAT THEY DO, MADAM PRESIDENT, THAT CONCLUDES THE SUPERINTENDENT'S REPORT FOR THIS EVENING. THANK YOU, DOCTOR SMITH. NEXT UP ARE OUR BOARD REPORTS. FIRST WE HAVE VISION
[6.A. Vision and Planning Committee Report]
AND PLANNING COMMITTEE REPORT. MISS HANNON. YES. THANK YOU VERY MUCH, SO THE MEMBERS OF THE VISION AND PLANNING, BOARD COMMITTEE ARE MYSELF, MISS TARZAN AND DOCTOR SHIRLEY ROSE GILLIAM AND OUR ORIGINAL MEETING WAS SCHEDULED FOR AUGUST 12TH. AND JUST DUE TO SOME UNFORESEEN CIRCUMSTANCES, WE HAD TO MOVE THAT TO. OUR FIRST MEETING WAS SEPTEMBER 4TH. SO NOT TOO LONG AGO, BUT, THE STAFF MEMBER WHO IS OUR CONTACT IS BETH MARTINEZ, AND I WANT TO APPRECIATE HER PUBLICLY, BECAUSE I KNOW THAT THAT OUR WORK TAKES AWAY FROM HER WORK, BUT WE'RE ALL DOING THE SAME WORK, RIGHT, FOR IMPROVING THE DISTRICT AND OUR STUDENT OUTCOMES. SO THANK YOU TO MISS MARTINEZ, A FEW OF THE THINGS THAT WE WENT OVER THAT DAY, WE JUST ESTABLISHED A LITTLE BIT OF SHARED, KNOWLEDGE, AND MISS MARTINEZ AND MISS TYSON SHARED A LITTLE BIT ABOUT VISION AND PLANNING PRIOR TO 2020. BEFORE DOCTOR GILLIAM AND I CAME ON TO THE BOARD AND THEN LIKEWISE, DOCTOR GILLIAM AND I SHARED SOME THINGS, WITH MISS TYSON SINCE WE'VE BEEN ON THE BOARD JUST TO KIND OF CATCH EVERYBODY UP TO SPEED, WE SPENT A LITTLE BIT OF TIME, LOOKING AT POLICY AND DOCUMENTS THAT, THEY SHOULD BE LEADING, HOW WE'RE, UTILIZING OUR VISION AND PLANNING. AND WE ALSO SPENT JUST A LITTLE BIT OF TIME LOOKING AT SOME OF THE FEEDBACK THAT WE GOT IN A REPORT FROM A CONSULTANT, CALLED VISION 2030. AND THEN, WE TALKED A LITTLE BIT ABOUT NEXT[00:25:02]
STEPS. AND I AM ASSUMING THAT OCTOBER 28TH IS ON EVERY TRUSTEES CALENDAR. THAT'S OUR NEXT TEAM BUILDING SESSION. AND IT WILL FOCUS ON VISION AND PLANNING. THE COMMITTEE'S NEXT MEETING IS OCTOBER 3RD. AND I BELIEVE TOMORROW THERE IS A DUE DATE THAT WAS PUT OUT BY STAFF TO HELP SO THAT WE'RE NOT IN A WALKING QUORUM SITUATION. THEY'RE GATHERING SOME STAFF TO MAKE OUR NEXT TEAM BUILDING MEETING ON THE 28TH. MORE SUCCESSFUL. SO IF ANY TRUSTEE HAS NOT YET RETURNED THAT TO THE APPROPRIATE STAFF MEMBER, I HOPE YOU WILL GET THAT IN, BY END OF DAY TOMORROW. SO IF THERE ARE ANY QUESTIONS, ANYONE WOULD LIKE TO ASK ABOUT THE VISION AND PLANNING COMMITTEE? OKAY, THAT'S ALL THAT I HAVE. THANK YOU, MISS HANNAH. YOU'RE WELCOME, NEXT UP[6.B. Board Activity Report]
IS OUR BOARD ACTIVITY REPORT, MR. HAMILTON. ALL RIGHT. THANK YOU, MADAM PRESIDENT. THIS IS YOUR FORT BEND ISD SCHOOL BOARD AT WORK. NEXT UP IS OUR PUBLIC COMMENT. WE HAVE SIX SPEAKERS TONIGHT. PLEASE REFRAIN WHEN YOU COME UP TO SPEAK FROM USING A STUDENT OR EMPLOYEES NAME OR OTHER INFORMATION THAT ALLOWS A SPECIFIC STUDENT OR EMPLOYEE TO BE IDENTIFIED, YOU WILL HAVE THREE MINUTES TO SPEAK. I WILL READ THE NAME OF THE PERSON AND MR. HAMILTON WILL KEEP TIME FOR US AND LET YOU KNOW WHEN YOU HAVE 30S REMAINING. FIRST UP IS NORA ZAFARI. NORA HERE. OKAY. NEXT IS STEPHANIE BROWN.HELLO. Y'ALL CAUGHT ME. I WAS TRYING TO SNEAK OUT. MY NAME IS STEPHANIE BROWN, AND, I WAS TRYING TO CATCH MY NIECE AS SHE WAS LEAVING, BUT I WAS TRYING TO SPEAK ON LAST WEEK, AND IT WASN'T THE TIME, BUT I JUST WANTED TO REMIND THE BOARD, I DON'T KNOW WHEN YOU ARE GOING TO MAKE THE DECISION REGARDING THE RANKING POLICY, BUT THAT CONTINUES TO BE A CONCERN FOR ME, NOT ONLY FOR ME, BUT SO MANY OTHER, SCHOOLS PARENTS, STUDENTS THROUGHOUT THE DISTRICT. AND I JUST WANT TO SAY THAT NOWHERE IN THAT I KNOW OF IS IT HAPPENING WHERE A STUDENT CAN GO TO ANOTHER SCHOOL FOR FOUR YEARS AND THEN CLAIM THE TOP PERCENTAGE AT ANOTHER SCHOOL WHERE THEY'VE NEVER WALKED THE HALLS? SO I JUST WANT TO REMIND THE BOARD TO THINK OF THIS AS YOUR OWN CHILD, LIVING IN YOUR OWN COMMUNITY, WORKING IN YOUR OWN COMMUNITY, VOLUNTEERING IN YOUR OWN COMMUNITY, AND TO HAVE THAT TO HAPPEN TO YOU, THE ACADEMIES ARE A CHOICE. AND IF YOU DON'T LIKE THE WAY THAT THEY'RE GOING AND, AND I KNOW THERE ARE MANY PARENTS OUT THERE THAT FEEL DIFFERENTLY, BUT THEY PUT THEIR CHILDREN IN THOSE ACADEMIES AS A CHOICE. SO I DON'T THINK IT'S FAIR ON EITHER END. AND THEY'RE NOT THE WORST. WE'RE NOT DEALING WITH THE WORST OF TWO EVILS THE WAY IT HAS BEEN IS THE WAY THAT IT'S GOING ALL OVER THIS COUNTRY. SO I DON'T LOOK AT THAT AS CHOOSING THE WORST OF TWO EVILS. THERE'S ONLY ONE EVIL, AND THAT EVIL IS ALLOWING STUDENTS TO GO INTO A PLACE WHERE KIDS HAVE SPENT FOUR YEARS WORKING HARD TO ALLOW SOMEONE ELSE TO WALK IN AND TAKE THEIR PLACE. I DON'T KNOW WHAT'S GOING ON WITH THE FEDERAL FUNDING, WITH THE PLACEMENT THAT THEY'RE GOING TO THOSE CAMPUSES EVERY SINGLE DAY. ARE WE GETTING ANY OF THOSE FUNDS? I'M NOT PRIVY TO THAT INFORMATION, BUT I NOTICED THAT A LOT OF THINGS WAS
[00:30:04]
MISSING OUT OF LAST YEAR'S, INFORMATION FOR PARENTS AT GRADUATION AND THINGS LIKE THAT.SOMETIMES WE KNOW NEWS IS NOT GOOD NEWS BECAUSE SOMETIMES IT'S LEFT OUT OF THINGS. SO WE WON'T KNOW WHAT'S GOING ON. SO I'M ASKING FOR TRANSPARENCY. NOT JUST FOR THAT, BUT FOR EVERYTHING THAT YOU GUYS ARE DOING. AND I'M REALLY PROUD TO SAY THAT I THINK THE SUPERINTENDENT IS DOING A GREAT JOB TRYING TO PROMOTE TRANSPARENCY AND WHATEVER WAS DONE IN 2019, WE NEED TO MAKE IT RIGHT AND NOT START A YEAR OR TWO LATER. WE NEED TO MAKE IT RIGHT FOR THIS CLASS COMING UP. THANK YOU, THANK YOU. NEXT UP, WILLIE RAINWATER.
HI. ALRIGHT. GOOD EVENING. HOW Y'ALL DOING, HOPE EVERYBODY'S DOING WELL, I'D LIKE TO SORT OF ECHO MISS BROWN A LITTLE BIT ON THE RANKING POLICY THING TO GET THAT OUT OF THE WAY FIRST. THAT, YOU KNOW, THAT DOES NEED TO BE CLARIFIED AND STRAIGHTENED OUT BECAUSE AS SHE SAID, YOU KNOW, THERE'S NO TO EVIL THERE ON THAT SITUATION. I MEAN, BEFORE THAT SITUATION DID NOT HAPPEN. SO BASICALLY, IF YOU JUST GO BACK TO WHAT YOU HAD, THEN, YOU KNOW, THINGS SHOULD WORK OUT. ALSO, I'D LIKE TO BRING UP THE FACT THAT YOU KNOW, I DON'T KNOW WHY, BUT EVERY TIME, TEACHERS BUS DRIVERS, POLICE OFFICERS AND OTHER STAFF MEMBERS AND YOU GUYS TOO ARE GIVEN A RAISE, IT SEEMS THAT, YOU KNOW, YOUR INSURANCE BENEFITS GO UP AND ALL THAT STUFF THAT NEGATES THE RAISE AND STUFF. SO I WOULD HOPE THAT WE COULD WORK OUT SOMETHING WHERE WHEN YOU GIVE TEACHERS AND STAFF A RAISE THAT YOU DON'T IMMEDIATELY RAISE THEIR BENEFITS AND STUFF LIKE THAT, BECAUSE THAT HURTS FAMILIES. I MEAN, THERE SHOULD BE A WAY TO WORK THIS OUT WHERE THOSE TWO THINGS DON'T HAPPEN AT THE SAME TIME ALL THE TIME. YOU KNOW, I WOULD LIKE TO HOPEFULLY SEE YOU GUYS WORK SOMETHING OUT. NOW, I UNDERSTAND THAT, YOU KNOW, YOU DON'T RUN INSURANCE COMPANIES AND THINGS LIKE THAT, THAT I UNDERSTAND. BUT I'M JUST SAYING WHEN YOU ARE NEGOTIATING THESE THINGS AND WHEN YOU ARE PLANNING ON DOING THESE THINGS, I'M SURE EVERY TEACHER, EVERY PERSON THAT WORKS HERE WOULD APPRECIATE IT IF YOU COULD LOOK INTO IT AND TRY TO DO IT WHERE THAT DOES NOT HAPPEN EVERY TIME THEY GET SOME TYPE OF SMALL STIPEND. THE NEXT THING IS TOO IS THAT, THE FAILURE OF THE AC SYSTEMS IN THE SCHOOLS, I WOULD THINK THAT YOU GUYS WOULD HAVE, COMMERCIAL AUXILIARY UNITS, YOU KNOW, LIKE, SOMETIME WHEN YOU GO INTO A WALGREENS OR ECKERD'S OR SOMETHING. I KNOW YOU'VE SEEN IT THERE, A STANDALONE UNIT THAT YOU CAN, LIKE, PLUG IN THE WALL AND IT GOES THEY HAVE COMMERCIAL ONES THAT, YOU KNOW, 20, 30, 40 TON, WHICH IS WHAT YOU'D NEED AT A SCHOOL AND STUFF. I MEAN, YOU KNOW, I WOULD THINK THAT IT COULD BE RENTED OR, THE OTHER THING WOULD BE IF YOU HAD SOME, ON STANDBY, WHERE WHEN YOU HAVE AN ISSUE AT A SCHOOL LIKE MCCULLOUGH FOR ANY OTHER SCHOOL, YOU COULD IMMEDIATELY EMPLOY THOSE THINGS. AND PROVIDE SOME COOLING TO THE STAFF THAT'S IN THAT SCHOOL, THE CHILDREN AND STUFF. SO I WAS JUST WONDERING IF THAT IS SOMETHING YOU HAVE OR IF THAT WOULD BE SOMETHING YOU SHOULD CONSIDER BECAUSE LIKE I SAID AGAIN, IT IS AVAILABLE. STORES USE IT ALL THE TIME. THANK YOU. THANK YOU, MR. RAINWATER. NEXT UP, STEPHANIE ELLIS. HI AGAIN AS ALWAYS, I'M DOCTOR STEPHANIE ELLIS, FORT BEND ISD PARENT LICENSED PSYCHOLOGIST, PRESIDENT OF THE FORT BEND PSYCHOLOGICAL ASSOCIATION, HERE TO TALK TO YOU ABOUT THE NEED TO START SCHOOLS AT A TIME THAT IS CONSISTENT WITH THE RESEARCH ON ADOLESCENT DEVELOPMENT, ACADEMIC ACHIEVEMENT, PHYSICAL AND MENTAL HEALTH, AND STUDENT SAFETY, WHICH IS 830 OR LATER PROMISED. I WOULD COME BACK WITH MY NORMAL LEVELS OF IDEALISM AND CHEERFULNESS, AND I HAVE OKAY, I HAVEN'T GOTTEN INFO FROM Y'ALL YET ABOUT THE FINDINGS FROM THE LAST TIME THIS WAS DISCUSSED. SEVERAL YEARS AGO, BUT I HEARD ON FACEBOOK FOR THE FIRST TIME A LOGISTICS ISSUE THAT WAS ACTUALLY NEW TO ME. YOU SEE, THE LOGISTICS ISSUES THAT ARE MOST COMMONLY CITED, TRANSPORTATION COSTS, AFTER SCHOOL CARE FOR ELEMENTARY SIBLINGS, DIFFICULTY SCHEDULING, UI ELEMENTS THOSE ARE OLD HAT. THOSE HAVE BEEN SOLVED IN EVERY DISTRICT THAT'S MADE THE CHANGE, AND THERE ARE FREE WAYS TO SOLVE THEM. IN FORT BEND AT THE COST OF ONLY OUR THOUGHTFUL PLANNING. APPARENTLY, THE INSURMOUNTABLE PROBLEM THAT CAME UP THAT WAS DISCUSSED THE LAST TIME THIS WAS DISCUSSED WAS AT OUR HIGH SCHOOLS. DON'T HAVE ENOUGH SHOWERS? SEE, ONE OF THE WAYS TO ACCOMMODATE ATHLETIC PRACTICES AND OTHER GROUPS WHO
[00:35:02]
PRACTICE OUTSIDE JROTC AND BAND, WHEN YOU START HIGH SCHOOL AT A REASONABLE TIME, IS TO MOVE ATHLETIC PRACTICES BEFORE SCHOOL, WHICH AT LEAST GIVES NON-ATHLETES THE BENEFITS OF STARTING SCHOOL AT A HEALTHY TIME. NOW, IF WE'RE SAYING IT WOULD BE REQUIRED TO HAVE ATHLETES AND OUTDOOR PRACTICES CLEANED UP BEFORE THEY GO TO CLASS, BUT WE DON'T HAVE ENOUGH SHOWERS. HERE'S A SOLUTION FOR UNDER $7 PER STUDENT IN AN EXTRACURRICULAR FEE, AND LISTEN, MY BAND FEE THIS YEAR WAS OVER $600. SO $7 IS FINE, STUDENTS COULD BE PROVIDED WITH EXTRA LARGE BATHING WIPES LIKE THESE FOR EVERY SINGLE DAY OF SCHOOL, COSTING THE DISTRICT NOTHING AND GAINING THEM MORE STUDENTS GRADUATING, MORE STUDENTS COPING BETTER WITH STRESS, MORE STUDENTS MAKING BETTER HEALTH CHOICES. EVEN MORE STUDENTS BEING ALIVE EVERY YEAR. BECAUSE REMEMBER, ADEQUATE SLEEP REDUCES SUICIDALITY, DROWSY DRIVING ACCIDENTS, VIOLENCE, AND ALCOHOL AND DRUG USE. THESE ARE NOT SMALL POTATOES AND SHOWERS ARE IN THE ISSUE. AND THAT'S NOT THE ONLY SOLUTION, RIGHT? WHEN TEMPERATURES HAVE BEEN TOO HIGH THIS YEAR AT LEAST SOME PROGRAMS ARE JUST SENDING KIDS HOME AND BRINGING THEM BACK SO THERE CAN'T POSSIBLY BE AN ISSUE.SCHEDULING ISSUE WITH STARTING PRACTICES AT FOUR INSTEAD OF THREE. IF RIGHT NOW IT'S FINE FOR THEM TO PRACTICE FROM SIX TO 30S, I JUST WANT YOU TO KNOW THERE ARE CREATIVE SOLUTIONS POSSIBLE TO STOP THE DAMAGE THAT WE'RE CURRENTLY CAUSING WITH EARLY HIGH SCHOOL START TIMES.
SO PLEASE, LET'S TALK ABOUT THIS AGAIN. THANK YOU. THANK YOU. NEXT UP, MARILYN MOORE.
GOOD EVENING TO THE BOARD AND TO DOCTOR SMITH. MY NAME IS MARILYN MOORE, PRESIDENT OF FRIENDS OF THE SUGAR LAND 95. AND I WOULD ASK THE OTHER MEMBERS IF THEY WOULD STAND FOR A MINUTE. THANK YOU. THIS IS MY FOURTH TIME APPEARING BEFORE THE BOARD. THE FIRST TIME WAS SEPTEMBER 11TH OF 2023. TO INTRODUCE OUR ORGANIZATION AND TO REQUEST TO BE YOUR COMMUNITY ORGANIZATION PARTNER FOR THE SUGAR FOR THE SUGAR LAND 95 MEMORIAL PROJECT. ON BEHALF OF THE FRIENDS OF THE SUGAR LAND 95, I SIGNED AN AFFILIATE AGREEMENT WITH THE DISTRICT ON AUGUST 29TH OF 2024.
IT IS WITH EXCITEMENT THAT WE WILL FINALLY, POTENTIALLY BECOME THE OFFICIAL COMMUNITY ORGANIZATION WITH YOUR AFFIRMATIVE VOTE TONIGHT, WE LOOK FORWARD TO LAST TO A LASTING PARTNERSHIP WITH THE DISTRICT FOR THE BUILDING OF THE OUTDOOR LEARNING AREA, THE CEMETERY UPGRADE AND POTENTIAL AND PERPETUAL CARE OF THE SITE, WHICH WILL BE A RESPECTFUL, SOLEMN PLACE OF LEARNING, REMEMBERING, REFLECTION AND HEALING. MISSUS CARSON AND DOCTOR SMITH, I WANT TO THANK YOU ALL FOR MEETING WITH US FOR LISTENING AND ENGAGING. FRIENDS OF THE SUGAR LAND, 95 AND MOVING FORWARD EXPEDITIOUSLY WITH THE AFFILIATE AGREEMENT. WE ARE GLAD YOU'RE HERE. EVERYTHING DONE ON THIS PROJECT IS HISTORY MAKING BECAUSE OF THE UNIQUENESS OF THE PROJECT AND THE LOCATION OF A CEMETERY ON A SCHOOL CAMPUS, THE BLUEPRINT FOR OTHER ENTITIES INVOLVED IN HISTORIC PRESERVATION IS BEING LAID RIGHT HERE, WITH THE POTENTIAL FOR ECONOMIC DEVELOPMENT IN SUGAR LAND, WITH LOCAL, NATIONAL AND INTERNATIONAL VISITORS. THE FRIENDS OF SUGAR LAND 95 WANT TO CONTINUE THE LEGACY STARTED BY MY LATE HUSBAND, REGINALD MOORE.
THE FIRST FRIEND OF THE SUGAR LAND 95. AS WE ADVOCATE, EDUCATE, INFORM AND PARTNER WITH FORT BEND SCHOOL DISTRICT AND OTHER ORGANIZATIONS TO BRING THIS PROJECT TO FRUITION. SOME OF OUR MEMBERS HAVE BEEN WORKING WITH THE DISTRICT FOR AT LEAST FIVE YEARS ON THIS PROJECT, AND ONCE THE AGREEMENT IS SIGNED, WE ARE READY TO GET TO WORK ON THE NEXT PHASE OF THE PROJECT.
FUNDRAISING BEGINNING WITH FUNDS ALLOCATED BY FORT BEND COUNTY COMMISSIONER ANDY MEYERS, WE HAVE BEEN WAITING OVER A YEAR FOR A MINIMUM OF $1.5 MILLION TO BEGIN THE PROJECT AND LOOK FORWARD TO COMMISSIONER MEYERS AND THE DISTRICT CLOSING THE DEAL. SECONDS. THANK YOU. THANK YOU, MISS MOORE. NEXT UP IS CHERYL JOHNSON. HELLO. I'M HERE ON SPEAKING ON BEHALF OF A GROUP OF PARENTS THAT. SORRY, I'M NOT REAL GOOD AT PUBLIC SPEAKING. BUT WE JUST WANTED TO RAISE AN
[00:40:01]
ISSUE WITH THE ARTS PROGRAM AT ELKINS HIGH SCHOOL. I KNOW THAT I WAS HAPPY TO SEE THAT THERE IS SOME HIRING GOING ON IN THE SPECIAL ED DEPARTMENT, BUT IN PARTICULAR, THE ARTS PROGRAM SEEMS TO NOT BE FUNCTIONING AS IT, AS IT SHOULD BE FOR OUR STUDENTS. AND IT'S PRETTY DISHEARTENING FOR A PARENT TO, WHO IT'S BEEN HER PLAN TO THAT'S BEEN IN FORT BEND ALL HER CHILDREN'S LIFE THAT TO GET TO THAT PART AND TO THINK ALL THESE YEARS THAT, YOU KNOW, FOR THE NEXT TWO YEARS OR SO, SHE'LL BE IN A LIFE SKILLS PROGRAM THERE. THEY'LL BE HELPING HER GET JOB AND JOBS. AND FOR SOME OF THE STUDENTS THERE, IT'S A PERFECT PROGRAM FOR THEM. BUT APPARENTLY, FROM WHAT I'M HEARING IN MY MEETINGS AND FROM WITNESSING AND OTHER PARENTS AND MY STUDENT WHO'S THERE, SHE, IT'S NOT FUNCTIONING THAT WAY AT ALL. AND IT'S A REALLY A BIG CONCERN ON A GROUP OF PARENTS THAT WE'VE ALL KIND OF GOTTEN TOGETHER TO SHARE EXPERIENCES.AND, I'M JUST REACHING OUT TO SEE IF, YOU KNOW, WE CAN LOOK INTO THESE PROGRAMS FOR THESE KIDS BECAUSE NOW, YOU KNOW, SHE'S A JUNIOR THIS YEAR. BUT NOW, AS A PARENT, MY WHOLE, OKAY, THE NEXT TWO YEARS AFTER HIGH SCHOOL WHERE SHE'S SUPPOSED TO GO AND WE SIT IN THE ART MEETINGS AND THE TEACHERS ASK STAFF, WHAT ARE YOU GOING TO DO WHEN YOU GRADUATE? I'M SORRY FOR SAYING HER NAME. AND, AND I'M LOOKING AT THEM LIKE, WHAT DO YOU MEAN? YOU KNOW, WHAT DO YOU WHAT DO YOU THINK SHE'S GOING TO BE DOING? YOU KNOW, SHE SHE CAN'T READ. SHE CAN'T. THIS AND, IT'S NOT A BEHAVIOR ISSUE. SHE'S A, SHE'S A SHE'S A PERFECT CANDIDATE FOR THAT PROGRAM. IT'S JUST OUR PROGRAM, ISN'T THERE? AND IT'S NOT WORKING THAT WAY. SO WE'RE FORCED TO GO LOOK OUTSIDE OR EVEN POSSIBLY MOVE OUT OF THE DISTRICT OF OTHER SCHOOLS THAT WE KNOW OF THAT HAVE PROGRAMS THAT ARE WORKING THAT THAT WAY, SO I THINK I'VE MADE MY POINT ON THAT. AND THEN THE OTHER THING I KIND OF THAT'S BEEN BROUGHT TO MY ATTENTION IS I'M NOT SURE IF FORT BEND IS STILL INVESTIGATING ENOUGH AS THEY USED TO ABOUT OUTSIDE STUDENTS COMING INTO OUR DISTRICT 30S ZONED HERE. I THINK THAT'S TAKING PLACE AGAIN. AND I KNOW A COUPLE YEARS AGO IT WAS A BIG IT WAS A BIG ORDEAL. AND YOU GUYS WERE DOING A REALLY GOOD JOB AT LOOKING INTO THAT. AND I THINK WE'RE KIND OF FALLING SHORT ON THAT END AS WELL. SO THANK YOU FOR LISTENING. THANK YOU. NEXT UP ARE OUR INFORMATION ITEMS. WE WILL START WITH OUR INTRUDER DETECTION REPORT.
[8. A. Intruder Detection Report]
DOCTOR SMITH YES MA'AM. THANK YOU, MADAM PRESIDENT. CHIEF RYDER WILL BE PRESENTING THE REPORT THIS EVENING. GOOD EVENING, MADAM PRESIDENT. TRUSTEES AND DOCTOR SMITH, AS THE 2425 SCHOOL YEAR HAS GOTTEN UNDERWAY. SO OF OUR INTRUDER DETECTION AUDITS AS MANDATED BY THE TEXAS EDUCATION AGENCY. AND THESE AUDITS TEST WHETHER AN UNAUTHORIZED PERSON CAN GAIN ENTRY INTO OUR SCHOOLS. AND IT HELPS US IDENTIFY WAYS THAT WE CAN BETTER SECURE OUR OUR CAMPUSES AND KEEP OUR STUDENTS AND STAFF SAFE. AS A REMINDER, AND AN ASSESSOR WILL COME TO OUR CAMPUS UNANNOUNCED. THEY WILL TRY TO GET INTO THE SCHOOL THROUGH 2 OR 3 DIFFERENT DOORS.IF THEY CAN. THEN THAT CONSTITUTES A FINDING. AT THAT POINT, THEY WILL GO TO THE MAIN OFFICE. THEY WILL CHECK IN THROUGH OUR ESTABLISHED CHECK IN PROCEDURES, THEY WILL LOOK AT THE MANDATORY DOOR LOGS THAT WE HAVE TO DO AT LEAST ONCE A WEEK. IF THOSE DOOR LOGS ARE NOT IN ORDER, IF THEY ARE NOT COMPLETE OR IF THEY'RE NOT ACCESSIBLE, THAT ALSO CONSTITUTES A FINDING.
AND THEN LASTLY, THEY WILL WALK THE ENTIRE EXTERIOR OF THE CAMPUS WITH AN ADMINISTRATOR, AND THEY WILL CHECK EVERY SINGLE EXTERIOR DOOR TO ENSURE THAT THEY'RE CLOSED. THEY'RE LOCKED AND THEY'RE FUNCTIONING PROPERLY. IF ONE OF THOSE DOORS IS OPEN, FOUND OPEN, PROPPED OPEN, OR ABLE TO BE OPENED, THAT ALSO CONSTITUTES A FINDING A FINDING WILL THEN TRIGGER A NUMBER OF PROCEDURES FOR US AS A DISTRICT TO DO AND TO REPORT BACK TO TIA IN ORDER TO SHOW THAT WE'VE FIXED THOSE FINDINGS. SO AS I COME TO YOU EACH MONTH AND GIVE YOU A REPORT ON THESE INTRUDER DETECTION AUDITS, THAT'S WHAT WE'RE TALKING ABOUT. SO I'M HAPPY TO REPORT THAT. SO FAR THIS YEAR WE HAVE HAD SIX INTRUDER DETECTION AUDIT REPORTS. AND WE HAVE HAD ZERO FINDINGS AT ALL SIX CAMPUSES. AND THAT'S THE END OF MY REPORT. THANK YOU. CHIEF, DO WE HAVE ANY QUESTIONS FROM THE TRUSTEES? OH, SORRY, I WAS DOING IT. THE OLD FASHIONED WAY. PUT MY LITTLE TENT UP. ALL RIGHT, MR. HAMILTON, GO AHEAD, I JUST WANT TO COMMEND YOU ON THAT. SO
[00:45:04]
THAT'S A THAT'S A HUGE ORDEAL. SO, LAST YEAR, WHEN THIS BEGAN, WE IT'S UNDERSTANDABLE THAT WE HAVE A FEW EACH TIME JUST WITH A DISTRICT. OUR SIZE AND A LOT OF FACILITIES NOT BEING BRAND NEW AND JUST ISSUES WITH DOORS BEING PROPPED OPEN AND THE NUMBER OF STUDENTS WE HAVE, THE NUMBER OF EMPLOYEES WE HAVE, ALL THAT KIND OF STUFF. AND SO TO GET TO ZERO FOR CONSECUTIVE MONTHS, THAT'S THAT'S WORTH COMMENDING YOU ON. SO THANK YOU. THANK YOU MR. ROSEBOROUGH, ALSO FOR YOUR WORK ON THAT, SO GREAT JOB. YEAH. THANK YOU. AND I WOULD SAY IT'S NOT ME. IT'S, IT'S BART ROSEBOROUGH. IT'S OUR EMERGENCY MANAGEMENT COORDINATOR, DENNIS RIVAS. IT'S OUR STAFF. OUR PRINCIPALS. WE ARE EDUCATING THEM EVERY CHANCE WE GET. AND SO THEY'RE HEARING THE MESSAGE AND OUR STUDENTS, OUR STUDENTS ARE ACTUALLY GOING AND CHECKING THE DOORS AS WELL. SO IT'S A IT'S A TOTAL TEAM EFFORT. BUT THANK YOU FOR THAT. THANK YOU, MR. HAMILTON. MR. GARCIA, I JUST WANT TO ECHO THAT SAME SENTIMEN, WE'VE HAD THIS CONVERSATION MANY TIMES. I'VE SERVED ON THE SAFETY SECURITY COMMITTEE, PREVIOUS YEARS AND SEE THE WORK THAT Y'ALL DO, SEE THE WORK THAT MR. ROSEBOROUGH DOES. AND I JUST WANT TO SAY THANK YOU FOR KEEPING THE STUDENTS SAFE, KEEPING STAFF SAFE. AND, AND THAT'S IT. AND JUST KEEP, KEEP, KEEP GOING. KEEP DOING WHAT YOU'RE DOING. THANK YOU. THANK YOU, MR. GARCIA. AND THANK YOU, CHIEF RYDER. THANK YOU. NEXT UP[8. B. Student Achievement Calendar Update]
IS OUR STUDENT ACHIEVEMENT CALENDAR UPDATE. DOCTOR SMITH, YOU HAVE SOMEONE? YES. THANK YOU, MADAM PRESIDENT. AND THEN MISS JONES WILL FOLLOW UP BRINGING ONE OF HER STAFF MEMBERS UP. MISS MELISSA HUBBARD. THANK YOU. GOOD EVENING, PRESIDENT THOMSON.BOARD MEMBERS. DOCTOR SMITH, IN YOUR BOARD, IN YOUR BOARD BOOK THIS EVENING, WHAT YOU WILL NOTICE IS KIND OF A CALENDAR OUTLINE FOR THE YEAR, RELATED TO STUDENT ACHIEVEMENT PRESENTATIONS. THIS IS BASED ON LOOKING AT PREVIOUS YEARS CERTAIN CONTENT WHERE WE COULD SHARE ACADEMIC REPORTING TO YOU, WE MADE A FEW STRATEGIC CHANGES BASED ON THE ASSESSMENT CALENDAR AND SOME FEEDBACK THAT WE HAD RECEIVED. APPRECIATE THE, COLLABORATION AND FEEDBACK THAT WE'VE RECEIVED FROM MRS. JONES IN THIS PROCESS, AND SO WE WANT TO ENSURE THAT WE HAVE TIMELY AND RELEVANT REPORTING TO YOU ALL RELATED TO THAT STUDENT ACHIEVEMENT PIECES. SO YOU'LL NOTICE ON PAGE 12 THAT OUTLINE FOR THE YEAR. THANK YOU, MISS HUBBARD. AND MISS JONES IS OUR STUDENT ACHIEVEMENT LIAISON. SO DO YOU HAVE SOMETHING TO ADD I'LL THROW IT TO YOU OKAY. YOU DON'T HAVE TO. BUT SO I DIDN'T SAY THIS, AND I WAS SUPPOSED TO SEND AN EMAIL TO THIS STUDENT ACHIEVEMENT TEAM. DOCTOR JORDAN, MISS HUBBARD, IT WAS DOCTOR STEPHENS. HE'S BACK THERE. WE HAD A ROCKING STUDENT ACHIEVEMENT MEETING, AND I JUST WANTED TO COMMEND ALL OF YOU I LEFT, I WAS SMILING ALL DAY. I WAS LIKE, I WANTED TO BRAG TO SOMEBODY, BUT I DIDN'T HAVE ANYONE TO BRAG TO ABOUT HOW WELL OUR STUDENT ACHIEVEMENT, MEETING WENT AND JUST ALL THE GOOD THINGS THAT ARE GOING TO BE HAPPENING. AND ALSO FOR THIS CALENDAR, IT PROVIDES A COMPASS FOR THE BOARD TO KNOW WHAT'S COMING AND WHAT TO EXPECT AND TO KEEP. KEEP OURSELVES ACCOUNTABLE AND WITH FULL TRANSPARENCY TO THE PUBLIC OF HOW WE ARE MAKING STRIDES TO INCREASE ACADEMIC ACHIEVEMENT IN FORT BEND ISD. SO I JUST WANTED TO SAY SHOUT OUT TO STUDENT ACHIEVEMENT COMMITTEE BECAUSE I WAS JUST LIKE, I DIDN'T EVEN WANT TO GET OFF THE MEETING, BUT I WAS LIKE, OKAY, I JUST WANTED TO LET YOU GUYS KNOW YOU GUYS DID A REMARKABLE JOB. THE OTHER DAY. SO THANK YOU. AND THANK YOU FOR SERVING OUR KIDS. THANK YOU, MISS JONES. MISS HANNON. YES, AND THANK YOU TO THE STAFF THAT'S WORKING WITH MISS JONES. AND THANK YOU TO MISS JONES FOR CARRYING THE TORCH ON FROM LAST YEAR, TRYING TO CREATE A CONSISTENT ACHIEVEMENT CALENDAR WHERE WE CAN HAVE SOME EXPECTATIONS OF LOOKING AT STUDENT OUTCOMES, I JUST HAVE SOME QUESTIONS. SO THEY COULD EITHER THEY COULD BE FOR MISS HUBBARD OR MISS JONES, WHOEVER WOULD LIKE TO HAVE THOS, LAST YEAR WE HAD SORT OF A TIERED CALENDAR THAT SHOWED THIS IS WHAT'S COMING IN FRONT OF THE BOARD. THIS IS WHAT'S GOING TO BE EXPECTED IN UPDATE IN IN LIKE OUR WEEKLY UPDATES, BECAUSE THERE THERE ARE SOME, SOME PIECES THAT I JUST WANT TO MAKE SURE THAT WE'RE NOT MISSING AS A BOARD IN TERMS OF, THE INTERVENTIONS AND THE MULTI-TIERED SYSTEMS OF SUPPORT
[00:50:05]
OUR KIDS ARE GETTING. AND ONE OF THOSE IS, OUR CAMPUSES AND TARGETED IMPROVEMENT. I'M NOT SURE IF THAT IS THERE IS A PLAN FOR ANY INFORMATION THAT WE'RE LOOKING SPECIFICALLY AT THOSE CAMPUSES, BUT, I DON'T SPEAK FOR THE REST OF THE BOARD, BUT I SPEAK FOR MYSELF THAT I THINK THAT'S IMPORTANT FOR US TO LOOK AT SO THAT THAT WOULD BE ONE OF MY QUESTIONS ABOUT TARGETED IMPROVEMENT CAMPUSES, ANOTHER ONE OF MINE THAT I THINK IS REALLY IMPORTANT, IS THE STUDENT ENGAGEMENT SURVEY INFORMATION THAT WE BECAUSE I THINK THAT'S SUCH YOU KNOW, THERE ARE THERE ARE NUMBER ONE CLIENTS AND I'M NOT SURE IF WE DID WE, ISSUE THAT SURVEY LAST YEAR AT THE DID WE DID WE DO THE STUDENT ENGAGEMENT SURVEY. YES, WE DID PROVIDE A STUDENT ENGAGEMENT. SO SO THAT NONE OF THESE HAVE TO BE ANSWERED RIGHT NOW. BUT IT'S THEY'RE JUST SOME FOOD FOR THOUGHT BECAUSE THEY, THEY ARE CLEARLY IMPORTANT. I THINK WHEN LOOKING AT OUR, OUR STUDENTS, AND STUDENT OUTCOMES. AND THEN THE OTHER ONE, I GUESS MAYBE IT CAN FALL WITHIN ALL OF THE OTHER ASPECTS, BUT I NOTICED AND I UNDERSTAND WHY THE SPECIAL EDUCATION IS ON THERE WITH OUR OUR REFERRAL, CATCH UP THAT WE'RE DOING, BUT I ALSO WANT TO REMEMBER THAT WE HAVE SOME OTHER SPECIAL POPULATIONS THAT IT'S IMPORTANT TO LOOK AT, WHICH WE'VE REALLY IMPROVED OVER THE YEARS LOOKING AT THAT DATA. BUT IT WOULD BE OUR BILINGUAL, OUR ESL AND OUR GT, STUDENTS. SO I'M NOT I'M NOT SURE. ANSWER YOUR QUESTION. MAYBE THAT COULD BE I CAN ANSWER YOUR QUESTION RIGHT NOW. THANK YOU, MISS JONES. OKAY, SO, I KNOW THAT PRESIDENT TOLSON AND I HAVE BEEN WORKING ON ANOTHER CALENDAR ABOUT, WHAT THE BOARD IS GOING TO PRESENT EVERY MONTH, AND SO. AND CORRECT ME IF I'M WRONG. STUDENT ACHIEVEMENT AT THE AGENDA REVIEW. THEY'RE GOING TO PROVIDE. THE STUDENT ACHIEVEMENT COMMITTEE IS GOING TO PROVIDE AN INFORMATION SESSION OR INFORMATION ITEM ON WHAT YOU'RE ASKING FOR, AS WELL AS I WILL GIVE AN UPDATE ON STUDENT ACHIEVEMENT ON A MONTHLY BASIS. SO SOME OF THE INFORMATION, SOME OF THE THINGS THAT YOU'RE ASKING FOR AS FAR AS TARGETED IMPROVEMENT, YOU'RE GOING TO GET SOMETHING ON IT ON A MONTHLY BASIS. SO IT WOULD BE RATHER REDUNDANT TO PUT IT HERE WHEN YOU'RE JUST GOING TO GET IT EVERY MONTH AND POSSIBLY THOUGH, BUILD OUT A CALENDAR WHERE THE BOARD CAN WHERE THE BOARD CAN SEE WHEN THAT IS COMING. AND HOPEFULLY, YOU KNOW, ANNUALLY A TARGETED IMPROVEMENT WON'T WON'T HAPPEN WAY INTO THE FUTURE. HOPEFULLY WE'LL TAKE CARE OF THAT. AND THAT THAT LIKE TARGETED IMPROVEMENT DATA WON'T COME. BUT WHEN, FOR INSTANCE, WHEN COULD WE EXPECT TO SEE THAT COME TO US? SO I'LL JUMP IN REAL QUICK. AND SO MISS JONES AND I HAVE BEEN WORKING TOGETHER AND ACTUALLY I KIND OF CAME IN AND TWEAKED THIS A LITTLE BIT BASED ON WHAT I KNOW IS COMING IN SOME AGENDAS AND WHAT I HAVE TO BE CAREFUL OF WHEN DOCTOR SMITH AND I WORK TOGETHER IS BALANCING SOME OF THE THINGS THAT WE HAVE TO GET TO, LIKE OUR OUR AUDIT COMMITTEE RECOMMENDATIONS AND THEN OUR SPECIAL ED UPDATE AND THEN WHEN ARE THEY GOING TO GET THE DATA SO THAT THEY CAN PRESENT IT TO US. SO THAT'S WHAT WE'RE WORKING ON IN THE FUTURE. SO YOU'LL BE GETTING REGULAR UPDATES. YOU'LL BE GETTING REGULAR DATA AND INFORMATION AND THE BOARD UPDATES. BUT FOR EXAMPLE, ONE OF THE REASONS IF YOU'LL LOOK IN DECEMBER, IT SAYS LITERACY TBD. AND REALLY MY THOUGHT PROCESS WAS, WELL, WHAT WE WOULD DO IS DO A STUDENT ACHIEVEMENT UPDATE COUPLED WITH AN INFORMATION ITEM THAT COULD BE ANY NUMBER OF THESE THINGS THAT YOU JUST, YEAH, ANY NUMBER OF THINGS. I'M SORRY, MR. TOLSON. WHAT IS. IT'S ON PAGE NINE. YOUR CALENDAR IS ON PAGE NINE. OKAY. I'M SORRY, I'M ON PAGE. I'M ON PAGE 12. YEAH. IF YOU LOOK AT BOTH NINE. OH, OKAY.I'M SO SORRY. I WAS LOOKING ON PAGE 12, WHICH WAS A DIFFERENT. YEAH. SO WE'VE GOT BOTH OF THEM.
YEAH YOU'VE GOT, WE'VE GOT A COMMITTEE ITEM COUPLED WITH AN INFORMATION ITEM. AND MOST OF THE NEXT COUPLE OF MONTHS LIKE OCTOBER AND NOVEMBER ARE SORT OF ALREADY WE ALREADY HAVE SOME AGENDAS IN THE WORKS. AND SO THAT'S WHAT YOU'RE SEEING. SO WE'RE GOING TO GET OUR LITERACY BEGINNING OF THE YEAR UPDATE, IN NOVEMBER. BECAUSE THAT'S WHEN OUR DATA IS GOING TO BE AVAILABLE. AND THEN DECEMBER REALLY WE DIDN'T DIG IN TOO MUCH ON WHAT DATA WOULD BE PRESENTED
[00:55:07]
IN DECEMBER BECAUSE WE SORT OF WERE WAITING TO SEE, OKAY, WHAT WOULD BE THE BEST INFORMATION TO BRING TO THE BOARD AND THE TARGETED IMPROVEMENT CAMPUSES ARE A REALLY GOOD CANDIDATE FOR THAT. AND YES, WE CAN CONTINUE BUILDING THAT OUT, BUT ONE I DID MAKE SORT OF THE DECISION TO CUT OFF AFTER DECEMBER BECAUSE WE HADN'T REALLY SAT WITH THE TEAM AND DISCUSSED, OKAY, WHEN IS DATA GOING TO BE AVAILABLE AND HOW CAN WE BUILD OUT THE INFORMATION ITEMS. SO THAT IS THAT IS GOING TO COME TO YOU? WE I JUST DIDN'T WANT TO PUT SOMETHING IN HERE THAT WASN'T FULLY SORT OF VETTED AND BUILT OUT. BUT I DID WANT TO GIVE YOU A HEADS UP OF WHAT'S COMING IN THE NEXT COUPLE OF MONTHS AND SORT OF WHAT YOU CAN EXPECT THIS TO LOOK LIKE GOING FORWARD.RIGHT. AND THEN BY THE END OF THIS YEAR, WE OUGHT TO HAVE A PRETTY GOOD IDEA OF WHAT SHOULD BE WHEN AND NEXT YEAR SHOULD BE A LOT EASIER. AND THAT'S GREAT BECAUSE THAT WAS MY GOAL. LAST YEAR IS BY YEAR THREE, WE HAVE A SOLID RIGHT THING AND I DON'T WANT TO BE HERE TILL MIDNIGHT EITHER. AND SO I UNDERSTAND THE, YOU KNOW, WE HAVE TO SORT OF RATION OUR TIME AND WHAT WE CAN LOOK AT WITH STUDENT OUTCOMES. I JUST, I JUST I DO HOPE THAT WE CAN ONCE YOU GET HERE AND WE FLUSH IT OUT, THAT WE CAN SEE ANNUALLY THAT WE GET DATA IN A TIMELY WAY. BECAUSE IF, FOR INSTANCE, THE STUDENT ENGAGEMENT DATA, IF WE'RE NOT LOOKING AT STUDENT ENGAGEMENT DATA UNTIL THE SPRING, WHEN OUR KIDS ARE ALREADY TAKING THE NEXT STUDENT ENGAGEMENT DATA SURVEY, THEN THAT'S NOT VERY TIMELY. OKAY, I'M GOING TO MAKE NOTE OF THAT RIGHT NOW. AND THAT'S PROBABLY A GOOD CANDIDATE FOR US IN DECEMBER AS LONG AS THE TEAM. YEP. FOR US TO TAKE A LOOK AT THAT IN DECEMBER. SO THAT'S GOOD FEEDBACK. AND, AND ONE OF THE THINGS I TRY TO DO, MISS JONES AND I WERE DISCUSSING IS WHEN I'M BUILDING AN AGENDA, I TRY TO WEIGHT OUR INFORMATION ITEMS FOR OUR REGULAR BOARD MEETINGS BECAUSE WE HAVE A CONSENT AGENDA. INSTEAD OF PUTTING TOO MUCH, TOO HEAVY ON OUR REVIEW MEETINGS BECAUSE WE DO A LOT OF CONVERSATION, SO I GOTCHA.
THAT'S PROBABLY WHAT YOU'LL SEE GOING FORWARD. OKAY. THANK YOU FOR THE CONVERSATION AND THANK YOU FOR YES, KEEP ON KEEPING ON TRYING TO GET US A CALENDAR THAT WE CAN THEN CARRY ON INTO THE FUTURE. YEAH. AS A TEACHER IN ME STRUCTURE. THANK YOU. OKAY. BUT I HAVE ONE MORE. I HAVE ONE. GO AHEAD, ASK. APRIL 2025. I'M LOOKING AT THAT CALENDAR AND I SAW THAT PRIOR TO THAT WE'RE GOING TO HAVE A SPED UPDATE IN JANUARY. AND THEN OUR NEXT SPED UPDATE IS GOING TO BE IN JUNE. I PERSONALLY WOULD LIKE A SPED UPDATE IN APRIL. YEAH. AND SO THAT'S WHAT I WAS SAYING. SO HONESTLY, ANYTHING AFTER DECEMBER ON HERE OKAY IS WE'RE GOING TO HAVE WE'LL HAVE SOME CONVERSATION ABOUT. YEAH, I REALLY HAVEN'T SAT DOWN AND DOCTOR SMITH AND I HAVEN'T REALLY DISCUSSED TIMING FOR WHAT'S GOING TO HAPPEN AFTER DECEMBER. SO WE'LL, WE'LL YEAH, WE CAN DISCUSS THAT AND THEN I'LL CIRCLE BACK WITH YOU AND. OKAY. THAT SOUNDS GOOD OKAY. ALL RIGHT. THANK YOU. THANK YOU BOTH FOR THE CONVERSATION. I APPRECIATE IT. THANK YOU, MISS
[9. Consent Agenda]
HUBBARD. OKAY. NEXT UP IS OUR CONSENT AGENDA. DOES ANYONE HAVE ANYTHING TO REMOVE FROM THE AGENDA? MISS HANNAN? YES, PLEASE, COULD I PULL NINE G. AND COULD I ALSO PULL NINE? I MISS JONES. J THREE AND FOUR. OKAY. MAY I HAVE A MOTION? GO AHEAD, GO AHEAD. MADAM PRESIDENT, I MOVE THAT THE BOARD APPROVE CONSENT AGENDA ITEMS A THROUGH F ITEM H ITEMS J ONE AND TWO ITEMS J FIVE THROUGH EIGHT. AS PRESENTED. SECOND. THAT'S RIGHT. WE HAVE A MOTION BY MR. GARCIA AND A SECOND BY MISS HANNAN. I THINK IT WAS RIGHT. YEP PLEASE VOTE. DO WE HAVE DISCUSSION? HEARING NONE. PLEASE VOTE.MOTION PASSES UNANIMOUSLY. MAY I HAVE A MOTION FOR ITEM NINE? G MADAM PRESIDENT, MAY I MAKE A
[9.G. Fiscal and Budgetary Strategy: Consideration and approval of the District's Fiscal and Budgetary Strategy.]
[01:00:05]
MOTION? I WOULD LIKE FOR US TO LIMIT OUR, DISCUSSIONS TO THREE MINUTES, ON THE DAIS AND AFTER EVERYONE HAS SPOKEN AND AROUND THAT, IF WE DECIDE TO HAVE CONTINUED DISCUSSION, WE'D VOTE ON THE SECOND ROUND AND THAT WE CAN ALSO YIELD OUR COMMENTS TO ONLY ONE OTHER BOARD MEMBER. ALL RIGHT. WE HAVE A MOTION BY MISS JONES FOR THREE MINUTE LIMITATION AND ONLY ONE ROUND OF DISCUSSION. WE GO TO A SECOND ROUND. WE HAVE TO VOTE ON FOR THAT SECOND ROUND OF DISCUSSION.OKAY. AND THEN TIME CAN BE YIELDED TO ANOTHER TRUSTEE. DO I HAVE A SECOND? YES. SECOND. I HAVE A MOTION BY MISS JONES AND A SECOND BY MR. SHOAFF. DO WE HAVE DISCUSSION? MR. GARCIA, DID YOU HAVE DISCUSSION? OKAY. ALL RIGHT. HEARING NONE, PLEASE VOT. MR. TIMER, MOTION PASSES, 5 TO 1. ALL RIGHT. MAY I HAVE A MOTION FOR ITEM NINE? G MADAM PRESIDENT, I MOVE THE BOARD.
APPROVE ITEM NINE G AS PRESENTE. MAY I HAVE A SECOND? I HAVE A MOTION BY MR. GARCIA AND A SECOND BY MISS HANNAN. DO WE HAVE DISCUSSION, MISS HANNAN? YES. THANK YOU. AND THIS ITEM, NINE G IS THE FISCAL AND BUDGETARY STRATEGY. AND SO I WANT TO THANK STAFF BECAUSE STAFF, I BELIEVE YOU ANSWERED A QUESTION IN THE BOARD. UPDATE ON FRIDAY. AND SO I'M SORRY I DIDN'T READ THE BOARD UPDATE UNTIL TODAY, SO I COULDN'T I COULDN'T ISSUE MY QUESTION. AND IT WAS PERTAINING. AND ANYBODY THAT HAS IT, IT'S PAGE SEVEN OF THE STRATEGY AND 51 OF THE, THE BOARD PACKET. IF YOU HAVE A PAPER COPY AND IT'S JUST REGARDING, AND I'M NOT GOING TO I'M NOT GOING TO VOTE THIS DOWN. BUT I DO WANT TO POINT OUT TO MY COLLEAGUES THAT POLICY CODE FMG REGARDING STUDENT ACTIVITIES AND TRAVEL, AND THIS IS ABOUT LIMITING EXPENDITURES LIKE THIS IS THE STRATEGY. IF WE HAVE AN ISSUE WHERE WE ARE LIMITED IN FUNDS, RIGHT. AND SO ONE OF THE STRATEGIES SAYS FOREGO EXTRACURRICULAR FIELD TRIPS. BUT WHEN YOU READ FMG IT'S NOT REALLY WORDED AS EXTRACURRICULAR FIELD TRIPS. THERE ARE THREE TYPES OF TRAVEL. THEY'RE ALL OVERNIGHT. ONE SAYS FOR INSTRUCTIONAL PURPOSES. AND IT DOES SAY FIELD TRIPS AND EXCURSIONS. THE OTHER ONE SAY ACTIVITY OF SCHOOL SPONSORED SANCTIONED CLUBS OR ORGANIZATION. APPROVAL OF THE TRIP SHALL BE FROM THE SUPERINTENDENT OR OR DESIGNEE, AND THEN THE THIRD TYPE OF OVERNIGHT TRAVEL IS REGARDING UIL AND OTHER SANCTIONED COMPETITIONS. SO I JUST BRING THIS UP TO MY COLLEAGUES BECAUSE THIS STRATEGY, HOPEFULLY WE WON'T EVER NEED IT. BUT I, I FEEL LIKE THERE'S A LITTLE BIT OF A LEGAL, I DON'T KNOW WHAT THAT MEANS LEGALLY, WHEN I, WHEN I GO BACK TO LOOK AT FMG. SO IF ANYBODY WANTS TO TAKE A STAB AT JUST CLARIFYING THAT FOR ME OR, AGAIN, I'M NOT GOING TO VOTE IT DOWN, BUT I SURE HOPE THAT WE MAYBE RETHINK AND REVISE HOW THAT'S WRITTEN THE NEXT TIME THE STRATEGY WE HAVE TO APPROVE IT, MR. GWIN? YES, MA'AM. AND I WILL SAY THAT THIS AGAIN, THIS POLICY DOES COME TO THE OR STRATEGY DOCUMENT DOES COME TO THE BOARD ANNUALLY. AND SO WE DO HAVE THE OPPORTUNITY TO CLARIFY THAT LANGUAGE TO SOME DEGREE GOING FORWARD, SO THAT IT BETTER ALIGNS WITH THE ACTUAL POLICY THAT'S OUT THERE. OKAY, I WILL REITERATE TOO, WE HAVE GONE THROUGH THE PROCESS ONCE BEFORE WHERE WE HAVE MADE REDUCTIONS AND EVERY EFFORT WAS MADE TO AVOID IMPACTING ANYTHING ASSOCIATED WITH STUDENTS. OKAY. AND I'M NOT TRYING TO GET INTO MANAGEMENT BECAUSE THAT'S NOT MY JOB, BUT MY JOB IS POLICY. AND JUST TO MAKE IT MORE CLEAR FOR WHOEVER MIGHT HAVE TO BE THE PERSON TO, YOU KNOW, SAY, WE CAN'T DO THAT. IT TO ME, IT WOULD JUST MAKE SENSE TO REFER BACK TO THE POLICY AND ACTUALLY, WHICH ONE ARE YOU GOING TO, YOU KNOW, ARE YOU GOING TO CUT YOU'LL SANCTION TRIPS, THAT KIND OF THING TO BE CLEAR, TO BE CLEAR ON THE LANGUAGE IN THE STRATEGY. THANK YOU, MISS HANNON. SO I'M GOING TO ASK MR. WILBANKS TO MAYBE TAKE A LOOK AT THAT POLICY, AND LET'S MAKE SURE THAT IT ALIGNS WITH THIS STRATEGY. AND MAYBE THAT'S SOMETHING THAT THE POLICY COMMITTEE COULD TAKE A LOOK AT THE NEXT TIME YOU GUYS MEET.
OKAY AND WHATEVER THE RECOMMENDATION IS FINE. BUT LET'S LET'S TAKE A LOOK AT THAT
[01:05:04]
OKAY. THANK YOU, PLEASE VOTE. THE MOTION PASSES UNANIMOUSLY. MAY I HAVE A MOTION FOR ITEM[9.I. Sugar Land 95 Memorial Project: Consideration and approval of an Affiliate Agreement with the 501(c)3 nonprofit organization Friends of the Sugar Land 95, for ongoing community engagement and stewardship activities related to the Sugar Land 95 Memorial Project.]
NINE? I, MADAM PRESIDENT, I MOVE THE BOARD. APPROVE. ITEM NINE. I, AS PRESENTED. I SECOND, WE HAVE A MOTION BY MR. GARCIA AND A SECOND BY MISS HANNON. DO WE HAVE DISCUSSION? YES, WE HAVE DISCUSSION. MISS HANNON, YES. THANK YOU, MISS TOLSON. SO THE REASON I PULLED THIS IS BECAUSE I, I, I REALLY WANT TO ENCOURAGE THE BOARD TO SUPPORT THIS. I APPRECIATE, MARILYN MOORE AND HER PERSISTENCE AND THE FRIENDS OF THE SUGAR LAND 95, AND IT IS MY DESIRE, MY DEEP DESIRE. AND I THINK THAT IS HOW THE RESOLUTION IS WORDED. THAT FORT BEND ISD, WORK IN CONCERT WITH THE FRIENDS OF SUGAR LAND, 95 SO THAT WE CAN BRING THE LEARNING CENTER OR WHATEVER THAT THAT MOVEMENT FORWARD IS. I KNOW THAT THAT WE HAVE AN INVESTMENT IN THE PLANS FOR, SOMETHING AND AT THE WITH MASS DESIGN. SO WE HAVE SOME, SOME MONEY THAT WE HAVE INVESTED AND IT IS AGAIN, MY DESIRE THAT, THAT I HOPE THAT WE, WE WORK DILIGENTLY AND COOPERATIVELY AS A DISTRICT AND A NONPROFIT ORGANIZATION TO DO THE VERY BEST WE CAN FOR THE SUGAR LAND 95. THANK YOU, MISS TARZAN. THANK YOU, MISS HANNAN. MISS JONES, I HAVE NO RESERVATIONS ABOUT THIS PROJECT, AND I JUST WANTED TO, CONGRATULATE THE FRIENDS OF SUGAR LAND 95, BECAUSE I WILL BE VOTING FOR IT. FOR IT. AND MOVING FORWARD. AND, HOPEFULLY IT WILL CREATE A GREAT PARTNERSHIP AS WELL AS, WE RE-IGNITION OF HISTORY AS WELL. THANK YOU, MISS JONES, SO I'M GOING TO REITERATE THAT I AM, I AM THRILLED TO BE ABLE TO, SORT OF BOOKEND, SO TO SPEAK, THIS BECAUSE I WAS THE BOARD PRESIDENT WHEN THE DISCOVERY WAS MADE, AND NOW I GET TO BE THE BOARD PRESIDENT WHEN THIS MOU IS BEING PRESENTED, IT HAS BEEN A LONG TIME COMING TO HAVE SOMETHING IN PLACE, AS A PARTNERSHIP FOR YOU GUYS TO BE ABLE TO RECEIVE FUNDING AND HELP WITH MEMORIALIZATION AND PRESERVATION AND ALL THOSE THINGS. SO I'M REALLY HONORED TO BE ABLE TO SEE THIS THROUGH, WITH THAT, I WILL SAY, PLEASE VOTE. OKAY AND THE MOTION PASSES UNANIMOUSLY. MAY I HAVE A MOTION[9.J.3. Athletic Trainer Equipment and Related Items: Consideration and approval for the purchase of athletic trainer supplies, equipment and related items from multiple vendors for an amount not-to-exceed $1,500,000 and authorization for the Superintendent to negotiate the agreements through September 2029.]
FOR ITEM NINE J3? MADAM PRESIDENT, I MOVE THE BOARD, APPROVE ITEM NINE J3 AS PRESENTED A SECOND, WE HAVE A MOTION BY MR. GARCIA AND A SECOND BY MISS JONES. DO WE HAVE DISCUSSION, MISS JONES? YES, ALTHOUGH I AM GOING TO VOTE FOR THIS ITEM, AND I SAW THAT MY ANSWER WAS NOT THAT MY QUESTION WAS NOT QUITE ANSWERED IN THE BOARD. UPDATE SO LET ME CLARIFY MY QUESTION HERE. MY QUESTION IS I WANT TO KNOW WHAT IS BEING PURCHASED, WHAT ITEMS ARE BEING PURCHASED OUT OF THE GENERAL FUND FOR THIS ITEM AND OUT OF THE BOND FUND? THAT'S WHAT I WANTED TO SEE, NOT JUST WELL, WE'RE IT'S I THINK YOU SAID 50% OF BOND AND 40 SOMETHING PERCENT OF I THINK WAS THE OPERATING FUND. SO ALL I'M ASKING YOU TO DO IS JUST ITEMIZE IT AND SEE WHAT IS BEING PURCHASED. FROM WHERE? THAT'S ALL I'M ASKING, AND I APOLOGIZE. WE DID MISREAD THAT QUESTION ENTIRELY. AND WE CAN PROVIDE THAT INFORMATION IN TERMS OF NOT ONLY WHICH FUND SOURCE IS BEING USED, BUT ALSO THE TYPES OF ITEMS BEING. YES, AND THEY'RE GOING TO GET THEIR EQUIPMENT. I JUST WANT TO SEE WHERE IT'S FALLING UNDER. SO THANK YOU. MISS JONES. PLEASE VOTE. MOTION PASSES UNANIMOUSLY. MAY I HAVE A MOTION FOR ITEM NINE? J[9.J.4. Special Event Production, Rental Equipment and Related Items: Consideration and approval for the purchase of Special Event Production, Rental Equipment, and related items from multiple vendors for an amount not-to-exceed $520,760 and authorization for Superintendent to negotiate and execute the agreements through September 2029.]
[01:10:03]
FOR MADAM PRESIDENT, I MOVE THE BOARD. APPROVE. ITEM 9J4 AS PRESENTED. SECOND, WE HAVE A MOTION BY MR. GARCIA AND A SECOND BY MISS HANNAN. DO WE HAVE DISCUSSION, MISS JONES? YES, WE HAVE DISCUSSION. SO I AM STRUGGLING WITH VOTING FOR THIS ONE PARTICULAR ITEM. AND SO I LOOKED AT THE BOARD DATE UPDATE AGAIN, AND I SAW THE ANSWER. AND UNFORTUNATELY IT DIDN'T REALLY ANSWER MY QUESTION. SO I'M GOING TO HAVE TO ASK AGAIN. WHAT I WANT IS A COST ESTIMATE. HOW MUCH WILL IT COST FOR US TO OUTRIGHT PURCHASE THESE ITEMS RATHER THAN RENTING AN OUTSOURCING IT? I WANT TO SEE WHICH IS CHEAPER AND WHICH IS NOT. CAN WE LIKE WE HAVE WHAT WIRELESS MICROPHONES? WHY DO WE NEED TO RENT THAT WHEN WE CAN JUST HAVE IT, YOU KNOW, STASH SOMEWHERE STASHED AWAY SOMEWHERE? SO WHEN I LOOK AT IT FROM THIS POINT OF VIEW, IT'S LIKE WE'RE DOING THIS EVERY YEAR OVER AND OVER. WHEREAS WE COULD ALREADY HAVE IT. AND SO PUT IT IN A CLOSET WHEREVER AND WHEN WE NEED IT. WE GET IT. SO THAT'S WHAT I'M ASKING. I'M NOT. I JUST WANT TO SEE A COST COMPARISON HERE. IF WE ALL OUTRIGHT BOUGHT IT AND THE SAVINGS VERSUS CONTINUING OUTSOURCING THESE ITEMS, AND IF I CAN PROVIDE SOME INSIGHT INTO THE RESPONSE THAT WE PROVIDED, THIS ONE IS A LITTLE MORE COMPLICATED THAN THE ATHLETICS ONE. AND FOR THIS REASON, MY UNDERSTANDING AND MY COLLEAGUE MRS. SMITH, CAN. MR. GWEN, DO YOU MIND JUST PULLING YOUR YOUR MIC A LITTLE BIT CLOSER, PLEASE? THANK YOU. I'M UP HERE IN THE CLOUD SOMEWHAT, BUT. OKAY. I APOLOGIZE FOR THAT, THIS ONE'S A LITTLE MORE COMPLICATED THAN THE INITIAL ONE. AND SO I MAY HAVE TO RELY ON ON MRS. SMITH TO PROVIDE SOME ADDITIONAL INSIGHT. BUT PART OF THE COMPLICATION FOR THIS IS, IS IF WE TAKE ON THESE ADDITIONAL DUTIES THAT ARE REQUIRED FOR WHAT I'LL CALL REMOTE TYPE EVENTS. SO THE HIGH SCHOOL GRADUATIONS, WHEN WE DO THE BOARD MEETINGS, AT THE LISTENING TOUR THAT'S COMING UP, WE WOULD REQUIRE ADDITIONAL STAFF IN ORDER TO DO THAT. AND BY ADDING THOSE ADDITIONAL STAFF, THE COST OF THAT IS ROUGHLY BASED ON AN ESTIMATE OF ABOUT $180,000. THAT WOULD BE TWO ADDITIONAL STAFF MEMBERS. THE $180,000 FOR THOSE STAFF MEMBERS ON AN ANNUAL BASIS IS MORE EXPENSIVE THAN THE ACTUAL COSTS THAT WE'RE PAYING ANNUALLY ON THE CONTRACT. OKAY, SO FROM THAT PERSPECTIVE, JUST THE ADDITIONAL STAFFING WOULD ADD MORE COSTS THAN THE OUTSOURCING. THIS DOES NOT INCLUDE THE EQUIPMENT. AND SO THAT'S WHY YOU DON'T SEE A LINE ITEM DETAIL. WE DID AN INITIAL LOOK AT THIS. AND THE ESTIMATE THAT CAME BACK WAS AND AGAIN THIS IS NOT GOING THROUGH A DETAILED BUT ROUGHLY $100,000 TO ADD THE EQUIPMENT. SO WE WOULD HAVE THE ONE TIME COST OF 100,000, PLUS THE ANNUAL COST OF ABOUT $180,000. AND THAT'S ADDING POSITIONS ROUGHLY AT THE COORDINATOR LEVELS. AND SO CAM, WHO TAKES THE PICTURES? THIS IS SOMEONE ROUGHLY AT THE EQUIVALENT OF THAT STAFF LEVEL HELPING TO MANAGE THOSE EVENTS. WHEN WE DO THEM REMOTELY. AND AGAIN, BASED ON THE JUST IN TIME APPROACH THAT THE CONTRACT PROVIDES, WE'RE NOT HAVING TO TAKE ON THOSE STAFF MEMBERS ON AN ONGOING BASIS. WE CAN USE THEM AS WE NEED THEM. OKAY OKAY. BUT I STILL WOULD LIKE TO SEE HOW MUCH THIS EQUIPMENT AND EVERYTHING ELSE COSTS VERSUS US RENTING AND OUTSOURCING, BECAUSE IF WE CAN HAVE IT, WE IF WE HAVE IT, WE DON'T HAVE TO RENT IT BECAUSE WE HAVE IT. SO AND THAT CUTS COSTS SIGNIFICANTLY. SO BUT I DO UNDERSTAND THAT SOME OF THESE ITEMS YOU HAVE TO OUTSOURCE, BUT THOSE THAT WE DON'T HAVE TO, THAT'S WHAT I'M LOOKING AT IT FROM THAT POINT OF VIEW, THAT IF WE CAN KEEP IT PUT IN A CLOSET WHEREVER WE NEED TO DO, RATHER THAN KEEP PAYING FOR IT OVER AND OVER, BECAUSE I'M LOOKING AT IT LIKE WE'VE PAID FOR IT THREE TIMES OVER RATHER THAN JUST THAT ONE TIME. SO SO I JUST WANT TO CLARIFY, BECAUSE I THINK WHAT YOU'RE SAYING IS THAT THE COST INCLUDED IN THE COST IS NOT JUST THE EQUIPMENT, BUT THE STAFFING. THAT'S NEEDED TO.OKAY. YEAH, IT'S THE STAFFING THAT'S NEEDED ALSO TO RUN THE EQUIPMENT OR TO HELP US, IN PUTTING THESE VARIOUS EVENTS ON. SO THE TRADE OFF IS THAT WE WOULD HAVE IF WE BOUGHT OUR OWN EQUIPMENT, WE WOULD NOT GET THE STAFF THAT COMES WITH IT. THAT WOULD HELP US RUN THE EVENT. SO WE'D HAVE TO HIRE STAFF, WHICH ON AN ANNUAL BASIS IS MORE EXPENSIVE THAN IF WE JUST OUTSOURCE IT. THAT IS CORRECT. OKAY SO ONE OF THE IMPORTANT THING IS THAT WE DON'T HAVE THE EXPERTISE IN PRODUCTION. THAT'S WHAT IS REALLY MAKES THE EVENT GO WELL SINCE HAVING TO HIRE THE STAFF. YES, SIR. YES. SO PART SO THAT'S WHAT I WANTED TO CLARIFY IS THAT IT'S NOT JUST THE EQUIPMENT, IT'S THE EXPERTISE THAT COMES WITH THE EQUIPMENT. WHICH IS WHY YOU GAVE US THE
[01:15:05]
COST OF HAVING TO HIRE THE EXPERTISE PLUS PLUS BUY THE EQUIPMENT AND THE HIRING OF THE EXPERTISE IS AN ONGOING EXPENSE. CORRECT. OKAY. I JUST WANTED TO ASK THAT CLARIFY. SO WITH THIS ONE AS WELL, SINCE WE'RE SAYING THAT WE'RE OUTSOURCING THE ITEMS, YOU KNOW, I'M GOOD AT ITEMIZING STUFF. I WANT TO SEE HOW MUCH THEY'RE CHARGING US FOR LABOR, FOR MANPOWER, THAT KIND OF THING AS WELL. YES, MA'AM. WE CAN PULL THAT. THANK YOU. THANK YOU, MR. GWEN. THANK YOU, MISS JONES. PLEASE VOTE. ITEM PASSES. ITEM PASSES 5 TO 1. WE WILL NOW CONVENE IN CLOSED[10. Convene in closed session]
SESSION. AND THE TEXAS OPEN MEETINGS ACT. THE GOVERNMENT CODE CHAPTER 551, UNDER THE FOLLOWING SECTIONS THAT ARE LISTED IN OUR AGENDA. AND FOR THE PURPOSES OF A PRIVATE CONSULTATION WITH THE BOARD'S ATTORNEY ON ANY OR ALL SUBJECTS OR MATTERS AUTHORIZED BY LAW[11. Reconvene in Open Session]
GERMANIC HERITAGE MONTH. THE TIME IS 7:48 P.M. THIS MEETING IS HEREBY CALLED. RECONVENED. IS THAT RIGHT, MR. BUSH? WE'RE RECONVENED. IN ORDER TO CONSIDER ITEM 13 A, THE 2020 FOR AD[13.A. 2024 Ad Valorem Tax Rate Adoption: Consideration and approval of a resolution adopting the combined Ad Valorem tax rate of $0.9869 per $100 of valuation for the Fort Bend Independent School District for the 2024 tax year.]
VALOREM TAX RATE ADOPTION, WHICH JUST PASSED UNANIMOUSLY. BUT MAY I HAVE A NEW MOTION? MR. GARCIA, I MOVE THE BOARD. I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF 0.9869, WHICH IS EFFECTIVELY A 9.47% INCREASE IN THE TAX RATE. I MOVE THAT THE 2024 TOTAL TAX RATE OF 0.9869 BE ADOPTED, WITH 0.7169 FOR MAINTENANCE AND OPERATIONS AND 0.27 FOR DEBT SERVICE. SECOND, WE HAVE A MOTION BY MR. GARCIA AND A SECOND BY MISS HANNON. DO WE HAVE DISCUSSION? HEARING NONE, PLEASE VOTE. DO YOU HAVE DISCUSSION? YES SORRY, MR. HAMILTON, I DIDN'T CATCH THAT. IT WAS A 9% INCREASE. IS THAT ACCURATE. SO THE TAX RATE FOLLOWED THE TRUTH AND TAXATION CALCULATIONS. AND SO THE TAX RATE ITSELF IS GOING DOWN. BUT BECAUSE OF PROPERTY VALUE GROWTH, THE WAY THAT THE LANGUAGE IS REQUIRED TO READ SHOWS THAT IT IS A 9.87% INCREASE IN THE TOTAL TAX RATE, IS WHAT HE SAID. SO THE TAX RATE ITSELF IS STAYING THE SAME. IT'S GOING DOWN BY 0.00 $0.02. OKAY THANK YOU. PLEASE VOTE. MOTION PASSES UNANIMOUSLY. MAY
