AND, DEVELOPING A PROCESS FOR, FOR GUN SAFETY AND STORAGE INFORMATION SO THAT EVERYBODY'S, AWARE OF WHAT PROGRAMS ARE OUT THERE, HOW TO COMMUNICATE ABOUT THEM, AND HOW HOW TO TREAT AND WORK AROUND, FIREARMS, MODELING RESPONSIBLE BEHAVIOR, THINGS LIKE THAT. YOU KNOW, HOW TO GET MENTAL HEALTH RESOURCES, AND THEN ACTUALLY SOME INFORMATION ABOUT THE REAL NUMBERS THAT WE DEAL WITH ON ON THE DISTRICT LEVEL. ALL RIGHT. THANK YOU GUYS. YOU SHOULD BE ABLE THAT. AND IT JUST, SHOWS THE PROCESS. SO FOR TIER ONE, IN THAT MULTI-TIERED SYSTEMS OF SUPPORT, THAT LEVEL ONE, IT PROVIDES, THAT'S USUALLY OUR COUNSELORS. AND WE HAVE ALSO, OTHER TEAM MEMBERS IN THE DISTRICT WHO PROVIDE TIER ONE, BUT MAINLY THE COUNSELORS. THEY PROVIDE SERVICES TO ALL STUDENTS IN THE ON THE CAMPUSES AND THAT COULD BE THROUGH THEIR GUIDANCE, LESSONS. AND MISS MCCUNE WILL EXPLAIN MORE ABOUT THAT. AND THEN USUALLY ABOUT 85% OF THOSE STUDENTS, ARE SUCCESSFUL AT TIER ONE. AND IF THEY'RE NOT THOSE 15% OF THOSE STUDENTS ARE REFERRED TO TIER TWO, THE COUNSELORS ALSO ASSIST WITH TIER ONE, AND THE SOCIAL WORKERS COME IN AT THAT TIME TO PROVIDE ADDITIONAL SUPPORTS AT TIER TWO LEVEL, USUALLY ABOUT ABOUT 10% OF THOSE STUDENTS ARE SUCCESSFUL IN A LEVEL TWO, BUT IF NOT, THOSE STUDENTS ARE REFERRED FOR OUR LEVEL THREE, WHICH IS OUR TIER THREE INTENSIVE AND INDIVIDUALIZED THERAPY. AND THAT'S WHERE OUR MENTAL HEALTH THERAPISTS COME INTO PLAY AND PROVIDE SERVICES IN OUR COMMUNITY PARTNERS. SO THAT'S OUR THREE LEVELS. IT JUST, IDENTIFY. IT ASSISTS US TO IDENTIFY THOSE STUDENTS WHO NEED ADDITIONAL SUPPORT. AND, THE TEAMS THAT PROVIDE THOSE SUPPORTS. AND SO MISS MCCUNE WILL START WITH THE COUNSELORS. HELLO, EVERYONE. GOOD AFTERNOON.

IT'S GOOD TO SEE YOU ALL, I WAS A SCHOOL COUNSELOR AT SARTARTIA MIDDLE SCHOOL BECAUSE BEFORE I CAME INTO THIS ROLE AS THE SCHOOL COUNSELING COORDINATOR. AND SO IT'S SO REFRESHING TO SEE SOME OF MY FORMER STUDENTS IN, IN THE COMMITTEE. SO THANK YOU ALL FOR BEING HERE, I WANT TO SHARE WITH YOU SPECIFIC TO SCHOOL COUNSELING, SINCE WE ARE THE TIER ONE AND TIER TWO SUPPORTS, THESE ARE SOME OF THE THINGS THAT WE'VE SEEN THAT ARE OUR LARGEST STUDENT NEEDS, RIGH.

SO THIS IS WHERE OUR SCHOOL COUNSELORS COME IN, AND THEY DO SOME OF THOSE, CONVERSATIONS ABOUT TEST ANXIETY. MAYBE THEY TALK ABOUT CAREER PLANNING WITH THE STUDENTS, SCHOOL SAFETY. SO AT THE BEGINNING OF EACH SCHOOL YEAR, WE DO A NEEDS ASSESSMENT WHERE WE GET THE INFORMATION BACK FROM THE STUDENTS TO SEE WHAT THE NEED OF THE CAMPUS IS. AND THEN OUR SCHOOL COUNSELORS DESIGN A YEAR LONG PROGRAM IN ORDER TO MEET THAT NEED. NOW THERE IS AN OPEN ENDED QUESTION IN OUR NEEDS ASSESSMENT THAT SHOWS THAT STUDENTS CAN WRITE IN SOMETHING ELSE. MAYBE THEY WANT TO CONNECT WITH THEIR SCHOOL COUNSELOR ABOUT SOMETHING. MAYBE IT'S BULLYING. MAYBE IT'S SUBSTANCE ABUSE. BUT THAT'S NOT SOMETHING THAT WE ASK AS A BLATANT QUESTION ON THE NEEDS ASSESSMENT. BUT IT IS A WAY FOR OUR SCHOOL COUNSELORS TO, LIKE I SAID, ASSESS THE NEED OF THEIR CAMPUS AND MAYBE HAVE A SPECIFIC STUDENT SO THAT WE GET THAT FIRST LINE OF DEFENSE, THAT FIRST REFERRAL PROCESS TO GO IN AND DECIDE IF THAT STUDENT NEEDS TIER TWO OR TIER THREE REFERRALS. SO I WANT TO SHARE THIS WITH YOU AS WELL. SCHOOL COUNSELORS. WE ARE A RESPONSE TEAM, RIGHT? BUT THAT'S ONLY ONE PIECE OF WHAT YOUR SCHOOL COUNSELOR CAN DO FOR YOU. WE ALSO DO SYSTEM SUPPORT SO YOU CAN READ THAT. I WON'T READ THAT LITTLE BITTY WRITING TO YOU. WE ALSO DO INDIVIDUAL PLANNING. SO THAT'S KIND OF WHAT WE DISCUSSED. MAYBE IT'S CAREER PLANNING. YOUR SCHOOL COUNSELOR CAN DO ALL OF THOSE THINGS. BUT AGAIN, WE'RE ALSO KIND OF KNOWN AS THE RESPONSE TEAM, RIGHT? SO THAT'S WHAT WE'RE DISCUSSING TODAY. SO RESPONSIVE SERVICES WILL BE WHERE WE'RE KIND OF MEETING THE NEED OF THE STUDENTS WHERE THEY ARE. THE OTHER THING THAT WE DO TO TRY TO BE MORE PROACTIVE IN OUR IN OUR SUPPORTS OF THE SCHOOL CAMPUS, IS THAT WE GO IN AND WE DO GUIDANCE CURRICULUM. AND AS PART OF THAT, WE ACTUALLY BROUGHT FORWARD IN A PUBLIC HEARING AT THE JULY, BEFORE THE JULY BOARD MEETING, AN OPPORTUNITY FOR FOLKS TO SHARE ANY THOUGHTS AROUND THE ORGANIZATIONS THAT WE BROUGHT FORWARD AT THAT TIME, THE TEAM HAD PUT FORWARD PRIMARY AND SECONDARY RECOMMENDATIONS, AND SO WE BROUGHT FORWARD AT THAT TIME THE PRIMARY RECOMMENDATIONS. BUT KNOWING THE NEED AND KNOWING HOW WE'RE GOING TO SUPPORT THE CAMPUSES AND GETTING TO ENGAGE WITH THE PROVIDERS, WE'VE BEEN ABLE TO DISCERN THAT WE'RE GOING TO NEED TO ENGAGE WITH OUR SECOND TIER PROVIDERS THAT WERE APPROVED THROUGH THE RFP AS WELL. SO WE'RE GOING TO GO THROUGH THE PARTS OF THE PUBLIC HEARING SO THAT WE COVER THE PIECES, AND THEN WE'LL GIVE YOU AN OPPORTUNITY FOR SHARING ANYTHING OR ASKING ANY QUESTIONS. SO UNDER CHAPTER 38 OF THE TEXAS EDUCATION CODE, IF WE'RE GOING TO EXPAND OR CHANGE SERVICES, WE NEED TO BRING IT FORWARD FOR A PUBLIC HEARING. AND AS FAR AS DOING THAT, IT'S ANYTHING THAT WASN'T IN PLACE AS OF JANUARY 1ST, 1999. SO WE'RE DOING THAT AS PART OF WHAT WE ARE REQUIRED TO DO UNDER FFA LEGAL, AS WELL AS CHAPTER 38 OF THE TEXAS EDUCATION CODE. SO ANYTIME WE WANT TO MAKE ANY CHANGES TO HEALTH CARE SERVICES, WHETHER MENTAL, BEHAVIORAL, SOCIAL, EMOTIONAL, PHYSICAL, WE NEED TO BRING THOSE FORWARD. THAT'S WHY WE'RE HERE, ANY INDICATION OF HOW A CHILD'S MEDICAL RECORD WILL BE SHARED? WHO WOULD HAVE ACCESS TO THAT? PARENTS INCLUDED, THAT INFORMATION IS INCLUDED IN PUBLIC HEARING. ANYTHING REGARDING FUNDS, GRANT FUNDS IS INCLUDED IN THIS MEETING. AND THEN MAKING SURE THAT WE HAVE SECURITY MEASURES IN PLACE FOR PRIVACY OF THOSE RECORDS FOR OUR STUDENTS. A FOUNDATIONAL PIECE OF WHAT WE DO IS ACTUALLY, PROFILE OF A GRADUATE. AND KAYLA AND DAVINA WENT INTO OUR MULTI-TIERED SYSTEMS OF SUPPORT. SO I WON'T TAKE AS MUCH TIME ON THAT. BUT ESSENTIALLY, IN OUR TIER ONE, OUR CHARACTER EDUCATION, WHICH FALLS UNDER OUR PROFILE OF A GRADUATE, WHICH THE BOARD ADOPTED BACK IN 2017, IT LAYS OUT ESSENTIALLY OUR VISION, OUR NORTH STAR, FOR HOW WE WANT TO MAKE SURE OUR STUDENTS GRADUATE IN ORDER TO ENSURE OUR STUDENTS GRADUATE AS THE CITIZENS WE WANT TO HAVE WALKING IN OUR COMMUNITY, HELPING AND SUPPORTING EACH OTHER. THAT'S WHERE THE PROFILE OF A GRADUATE STEMS FROM, MAKING SURE THAT ANYTHING WE DO IS ALIGNED, INCLUDING OUR SOCIAL EMOTIONAL LEARNING CURRICULUM, WHICH WE ACTUALLY REFER TO AS OUR DISPOSITIONS OF LEARNING AND BEHAVIOR. THAT'S PART OF OUR PROFILE OF A GRADUATE THAT ALSO MAKES UP PART OF THE BASE OF TIER ONE OF THE MULTI-TIERED SYSTEMS OF SUPPORT. BECAUSE FOUNDATIONALLY, IF WE CAN CREATE AND HELP STUDENTS LEARN HOW TO BE GOOD CITIZENS, THEN WE'RE HELPING WITH THAT FOUNDATION AND HELPING THEM LEARN THINGS LIKE ADVOCATING FOR THEMSELVES AROUND SOCIAL, EMOTIONAL, PHYSICAL WELL-BEING, MENTAL HEALTH THOSE PIECES ARE INCLUDED WITHIN THOSE PROFILE OR DISPOSITIONS OF LEARNING AND BEHAVIOR. TIER TWO GOES INTO, AS KAYLA POINTED OUT, THE ADDITIONAL LEVEL OF SERVICE THAT MIGHT BE NEEDED IN THE CASES OF STUDENTS WHOSE NEEDS AREN'T MET ON THAT FOUNDATIONAL LEVEL THROUGH THE SCHOOL COUNSELORS OR THAT CHARACTER EDUCATION THROUGH PROFILE OF A GRADUATE. SO TIER TWO MIGHT BE OUR SCHOOL COUNSELORS. IT MIGHT BE OUR SOCIAL WORKERS. AND THEN WHEN WE GET TO TIER THREE, WE'RE ACTUALLY SUPPORTING STUDENTS WHO ABOUT 5 TO 10% MIGHT NEED ADDITIONAL SUPPORT. THEY MIGHT HAVE HAD SOMETHING TRAUMATIC HAPPEN, BUT ADDITIONALLY IT MIGHT BE THAT THEY JUST HAVE HIGHER NEEDS AND THEY COULD BE TEMPORARY NEEDS, OR IT COULD BE

LONG TERM. BUT STUDENTS CAN GET SERVICES THROUGH OUR MENTAL HEALTH PARTNERS OR OUR MENTAL HEALTH THERAPISTS. ACTUALLY KAYLA AND DAVINA ALREADY TALKED ABOUT THAT. SO THE PARTNERS THAT WE'RE WE'VE ALREADY SPOKEN ABOUT ARE CLEAR. HOPE INVACARE DAYBREAK COUNSELING, DEPELCHIN AND T CHAT AND THEN THE TWO OTHER SERVICE PROVIDERS ARE SAFE PLACE AND HAZEL HEALTH. THEY WERE BROUGHT FORWARD IN THE RFP THAT WAS APPROVED IN JULY. THE IDEA IS LIKE I SAID, WE JUST WANT TO MAKE SURE THAT WE BRING FORWARD OUR SECOND TIER SERVICE PROVIDERS THAT WEREN'T BROUGHT FORWARD IN JULY, AND IT WAS JUST THAT WE DIDN'T THINK WE WOULD NEED TO ENGAGE INITIALLY WITH THESE PARTNERS. AND NOW REALIZE THAT WE DO. AS FAR AS ACCESS TO INFORMATION, OUR PARENTS AND ANY LICENSED PROFESSIONALS THAT ARE PROVIDING THE SERVICES UNDER CONSENT FROM THE PARENTS WOULD HAVE ACCESS TO THE MEDICAL RECORDS, MEDICAL RECORDS ARE CONFIDENTIAL. IT'S NOT SOMETHING THAT CAN BE SHARED ACROSS THE SCHOOL ENVIRONMENT AS FAR AS OUR HIPAA COMPLIANCE AND FERPA COMPLIANCE. OUR PARTNERS SIGN, DSA'S DATA PROTECTION AGREEMENTS, AND THEY ALSO USE SECURE ELECTRONIC RECORDS. SO IT HELPS PROTECT THE STUDENT'S RECORDS ELECTRONICALLY AS WELL AS IT FALLS INTO THE PRIVACY PRACTICES THAT OUR STAFF ARE TRAINED IN UNDER HIPAA AND FERP.

OUR HEALTH, PHYSICAL HEALTH PARTNERS, WE ALSO SHARED IN THE PUBLIC HEARING IN JULY AND THOUGHT THAT WOULD BE SOMETHING THAT SHAQ MIGHT WANT TO HEAR ABOUT. SO WE ALSO WANTED TO BRING IT FORWARD HERE, EVEN THOUGH IT WAS ALREADY BROUGHT UP. SO WE PARTNER BEYOND OUR CLINICAL, NURSES AT THE CAMPUSES THAT LORI SHARED IN OUR SOUNDBYTES, THE IDEA BEING THAT STUDENTS MIGHT NEED ACCESS TO EYEGLASSES, THAT A NURSE MIGHT NOT BE ABLE TO ACCESS UNLESS THEY HAVE A PARTNER. AND SO TO SUCCEEDS PROVIDES US THAT PARTNER THAT ALLOWS FOR STUDENTS TO RECEIVE EYEGLASSES IF THEY NEED THEM. BECAUSE A STUDENT THAT CAN'T SEE IN CLASS IS GOING TO DEFINITELY GET BEHIND IF THEY CAN'T PAY ATTENTION, THEY CAN'T SEE, THEY DON'T KNOW WHAT'S GOING ON. THEY'RE NOT GOING TO BE ABLE TO ACCESS THE CURRICULU. ANOTHER PARTNER IS PROJECT SAVING SMILES BECAUSE I DON'T KNOW ABOUT YOU, BUT IF YOU'VE EVER HAD A TOOTHACHE OR ANYTHING HURT IN YOUR MOUTH, YOU CAN'T PAY ATTENTION TO MUCH BECAUSE IT JUST DOESN'T FEEL GOOD. JUST LIKE A TUMMY ACHE. AND THAT'S WHERE IBN-SINA COMES IN. THEY ARE OUR MEDICAL PROVIDER, SUPPORT PARTNER AND THEY ARE ACCESSIBLE FOR FAMILIES IN THE DISTRICT. IT IS AT THE RIDGEMONT CLINIC AS WELL AS THEY HAVE A PRIVATE PRACTICE OFF SITE THAT OUR FAMILIES CAN ACCESS. THEY DO USE MEDICAID. THEY ALSO ALLOW FOR A TIERED, PAY PROCESS BASED ON INCOME. TITLE FOUR FUNDS VOCA GRANT PRIVATE INSURANCE, MEDICAID AND SELF-PAY ARE ALL POSSIBILITIES FOR PAYMENT, THOUGH ALMOST EVERYTHING THAT IS DONE THROUGH OUR SERVICES IS EITHER MEDICAID OR PRIVATE INSURANCE, A SLIDING SCALE BASED ON INCOME AND OUR VOCA GRANT, WHICH IS PROVIDED THROUGH RESOURCES THAT THE GOVERNMENT PROVIDES.
