STUDENT GROUP THE TOP THREE STUDENT GROUPS, ACHIEVING AT THE APPROACHES AND ABOVE PERFORMANCE LEVEL ARE ASIAN. AT 94% WHITE AT 90% AND TWO OR MORE RACES AT 85% AS MENTIONED ON THE PREVIOUS SLIDE. FORT BEN ISD PERFORMED THE STATE AND REGION IN THESE AREAS. AND I DO WANT TO MAKE A NOTE. ALL THOSE SPECIAL ED IS AT 52% FOR IT BEING OUTPERFORMED THE STATE AND REGION WITH APPROACHES AND THE REGION OF ACHIEVED A 50% AND THE STATE OF 40 49% FOR SPECIAL ED. SO STAR MEETS GRADE LEVEL OR ABOVE PERFORMANCE IN THE MEETS CATEGORY INDICATES THAT STUDENTS HAVE A HIGH LIKELIHOOD OF SUCCESS IN THE NEXT GRADE, OR COURSE, BUT MAY STILL NEED SOME SHORT TERM TARGETED ACADEMIC INTERVENTION. STUDENTS IN THIS CATEGORY GENERALLY DEMONSTRATE THE ABILITY TO THINK CRITICALLY AND APPLY THE ASSESSED KNOWLEDGE AND SKILLS IN FAMILIAR CONTENTS, CONTEXT. FORT BEND DID OUTPERFORM AGAIN THE STATE AND REGION LEVEL AND THEN I WOULD LIKE TO POINT OUT. UM ALTHOUGH WE DID PERFORM HIGH.

I WANTED TO SAY THAT THE THREE LOWER AREAS SPECIAL ED AT 27% IN FORT BEND, WE'RE STILL HIGHER THAN THE REGION AT 26% AND THE STATE AT 25. FOR ECONOMICALLY DISADVANTAGED FORT BEND WAS 41% THE REGION WAS 39% AND THE STATE WAS 38. AND THEN FOR EMERGENT BILINGUAL EEL FORT BEND, PERFORMED AT 45% THE REGION AT 37% AND THE STATE AT 36% AND ALL ALL THOSE NUMBERS AREN'T ON THE SLIDE. I THOUGHT IT WAS IMPORTANT TO POINT THAT OUT. PERFORMANCE IN THIS CATEGORY.

MASTERS INDICATES THAT STUDENTS ARE EXPECTED TO SUCCEED IN THE NEXT GRADE OR COURSE WITH LITTLE OR NO ACADEMIC INTERVENTION. STUDENTS IN THIS CATEGORY DEMONSTRATE THE ABILITY TO THINK CRITICALLY, AND APPLY THE ASSESSED KNOWLEDGE AND SKILLS IN VARIED CONTEXT, BOTH FAMILIAR AND UNFAMILIAR STUDENTS AT AT ACHIEVING AT THE MASTER'S LEVEL ARE PERFORMING AT THE HIGHEST LEVEL ON STAR LIKE THE APPROACHES AND MEET BEEN OUTPERFORMED THE STATE AND REGION IN ALL CONTENT AREAS. THE TOP TOP THREE STUDENT GROUPS ACHIEVING IT. MASTER'S PERFORMANCE LEVEL ARE ASIAN. AT 51% WHITE AT 35% AND TWO OR MORE RACES AT 33. AND EVEN IN OUR MOST IN OUR EVEN IN OUR LOWEST PERFORMING GROUPS, WE OUTPERFORM THE REGION AND STATE IN ALL AREAS. ONE AREA UM, FORT BEND PERFORMED 8% WITH SPECIAL ED IN THE REGION WAS ALSO 8% AND THE STATE WAS 8% BUT ALL OTHERS WE PERFORMED ABOVE THE REGION AND THE STATE IN ALL AREAS. SO THIS SLIDE IS ABOUT ACADEMIC GROWTH BY CONTENT AREA. THE GROWTH SCORE AWARD IN SCHOOL PROGRESS PART A ACADEMIC GROWTH FOR IMPROVED IMPROVING PERFORMANCE YEAR OVER YEAR. THE NUMBERS ON THE CHART REPRESENT PERCENTAGE OF STUDENTS THAT MAINTAINED OR IMPROVED THEIR STAR PERFORMANCE LEVELS IN 2023 IN COMPARISON WITH 2022 STUDENTS ARE INCLUDED IN THE PERFORMANCE LEVEL ACHIEVED IN THE PRIOR YEAR. SO AN EXAMPLE OF THIS WOULD BE A IN 2022, A FOURTH GRADER STUDENT PASS HIS STAR AT THE HIGH APPROACHES PERFORMANCE LEVEL IN EL, A THE SAME STUDENT IN 2023

AS 1/5. GRADER SCORES AS MEETS PERFORMANCE LEVEL, RESULTING IN THE STUDENT ACHIEVING ACADEMIC GROWTH IN EL, A READING. ALL RIGHT, AS WE LOOK AT THE ACADEMIC GROWTH HERE ON THIS SLIDE IT, ISN'T IT. IT'S COMPARING 22 TO 23 BY ALL GRADES . BOTH SUBJECTS ALL GRADES, EL A READING, AND THEN ALL GRADES, MATHEMATICS. AND IT'S IMPORTANT TO REMEMBER THAT 2022 GROWTH SCORES WERE THE FIRST TIME YOU KNOW THE FIRST STAR SCORES AFTER COVID AND SO ALL DISTRICTS SAW AN INCREASE IN GROWTH BACK IN 2022. IN THE 2023. THE ACADEMIC GROWTH SCORE IN FORT BEND WAS LOW. I MEAN, IT WAS LOWER ACROSS THE STATE IN REGIONS SO ALL STATE AND REGION HAD A HAD A LOWER GROWTH SCORE IN 2023 AND IN FORT BEND, ISD. WE ALSO SAW THIS JUST DECREASE. AND I WOULD SAY, HOWEVER, EVEN WITH A LOWER GROWTH SCORE, FORT BEND OUTPERFORMED THE REGION AND STATE IN ALL OF THESE CATEGORIES. BEFORE WE LEAVE THE ACADEMIC PORTION OF THE TAPE REPORT. I DO WANT TO REMIND OUR BOARD AND OUR PUBLIC THAT THERE WERE TWO MAJOR CHANGES IN 2020 2223. IF YOU RECALL THE STAR REDESIGN, AS WELL AS THE ACCOUNTABILITY SYSTEMS WERE BOTH CHANGES, AND WE'VE TALKED ABOUT THIS, BUT STARTING LIKE IN THE LATE SUMMER, AND THEN AGAIN IN THE FALL, WE HAD BOARD PRESENTATIONS ABOUT THIS. OK THIS NEXT SLIDE IS ABOUT ATTENDANCE AND DROPOUT RATE. THE 2021 ATTENDANCE RATE WAS LOWER THAN PREVIOUS YEARS AGAIN. THIS LOW ATTENDANCE RATE BACK IN 2122 . THEY'RE TWO YEARS BEHIND, IN SOME SENSE, SO THE 2122 WAS THE FIRST SCHOOL YEAR AFTER COVID THAT WE WERE FULLY FACE TO FACE AND THERE WERE NO SPECIAL CIRCUMSTANCES FOR ATTENDANCE.

EXCUSAL SO YOU CAN SEE THAT 93.9% WAS LOWER UM THAN PREVIOUS YEARS. THE ANNUAL DROPOUT RATE FOR 7TH AND 8TH. WE SAW NO CHANGE COMPARED TO THE PREVIOUS YEAR, AND THE UM ANNUAL DROPOUT RATE AND THAT WAS FOR 7TH AND 8TH. AND THEN FOR NINTH AND 12TH. WE EXPERIENCED A SLIGHT 0.2% DECREASE THAN THE PREVIOUS YEAR. SO THIS SLIDE IS ABOUT THE FOUR YEAR COHORT LONGITUDINAL GRADUATION RATE. THIS RATE CONSISTS OF STUDENTS WHO FIRST ATTENDED NINTH GRADE IN THE 2018 19 SCHOOL YEAR, AND THEY ARE FOLLOWED WITH AN EXPECTED GRADUATION RATE IN 2022. THIS REPRESENTS GRADUATES OF FBI C, WHO RECEIVED THEIR HIGH SCHOOL DIPLOMA IN FOUR YEARS OR FEWER BY AUGUST, 22. OVERALL FORT BEND SAW A SLIGHT DECREASE COMPARED TO 2021. WE WENT FROM HELLO? YES FOR THE AMBIENCE. OK I'M OLD. I CAN'T SEE. THERE WE GO, OK? UM. THERE WAS A SLIGHT DECREASE. UM, COMPARED TO 2021 YOU SEE, WE WENT FROM 94.7 OVERALL TO 94% IN 2022. AND THE DATA IS FAIRLY CONSISTENT. SOME STUDENT GROUPS SHOW AN IMPROVEMENT OF 1% IN SOME A DECREASE OF 1% OVERALL, SO YOU CAN SEE ALL THE DIFFERENT STUDENT GROUPS AND HOW THEY PERFORMED ON THIS PARTICULAR.

INDICATOR. OK FORT BENIA SD GRADUATION RATES AGAIN HERE ARE ABOVE THE STATE AND REGIONAL AVERAGES BY 5% RESPECTIVELY ON THIS SLIDE. WE LOOK AT DIFFERENT STUDENT GROUPS. UM, THE REPORTED GRADUATION DATA IS FOR THE CLASS OF 2022. THE STUDENT GROUPS WITH THE HIGHEST GRADUATION PERCENTAGES ARE ASIAN 98. AND TWO OR MORE RACES AND WHITE AT 96% THE LOWEST THREE REPORTED STUDENT GROUPS ARE SPECIAL EDUCATION AT 89% AMERICAN INDIAN AT 85% EMERGENT BILINGUAL AT 83.

83% OK, THIS IS THE COLLEGE CAREER AND MILITARY READINESS AND THE MOST RECENT DATA FOR CCMR MEASURES ARE FROM THE 2122 SCHOOL YEAR. FORT BEN ISD IS 5% PERCENT BELOW THE REGION AVERAGE AND 8% BELOW THE STATE AVERAGE BACK IN 2122. AND WHILE WE RECOGNIZE THIS IS AN AREA OF GROWTH FOR OUR DISTRICT SINCE 2022 THE SCHOOL THAT SINCE THE 2022 SCHOOL YEAR WE HAVE DEVELOPED A NUMBER OF STRATEGIES TO DISCUSS THE CCMR. WE'VE INCREASED TRAINING FOR PRINCIPALS AND DISTRICT LEADERS TO ENSURE ALL ALL DEPARTMENTS AND CAMPUSES UNDERSTAND CCMR, AND WE CAN, UM, YOU DEVELOP PLANS TO IMPROVE SO THIS IS SO THIS IS ALL THE DIFFERENT STUDENT GROUPS. REPORT 50.3% OF THE DISTRICT IS NOW IS ECONOMICALLY DISADVANTAGED AS OF THE 2223 TAPER AND 41 POINT.

HEAVEN OR CONSIDERED AT RISK. AND THERE'S ADDITIONAL INFORMATION BY STUDENT PROGRAMS SUCH AS SPECIAL ED, GIFTED AND ALL OF THOSE THAT ARE LISTED AS WELL. THIS SLIDE SUMMARIZES THE INFORMATION IN THE TAPER REPORT ABOUT FBI SD STAFF. THE INFORMATION LOOKS AT TOTAL STAFF STAFF BY DIFFERENT CLASSIFICATION, TEACHERS BY ETHNICITY AND GENDER. ALL KINDS OF YOU KNOW HOW MANY DEGREES WERE HELD IN ALL OF THOSE THINGS ? THE SUMMARY ON THIS SLIDE COMPARES FBI SD. WITH THE STATE IN ALL AREAS. FORT MANIA SD IS A VERY DIVERSE DISTRICT. OUR AF OUR AFRICAN AMERICAN TEACHER ETHNICITIES ARE CLOSELY ALIGNED TO THE PERCENTAGE OF STUDENTS.

HISPANIC AND ASIAN TEACHER ETHNICITIES ARE BELOW COMPARED TO STUDENT OUR STUDENT DE DEMOGRAPHICS IN THOSE AREAS AND WHITE TEACHER ETHNICITIES ARE ABOVE STUDENT DEMOGRAPHICS IN THOSE AREAS. THE LARGEST PERCENTAGE PERCENT OF STAFF WITH YEARS OF EXPERIENCE IS 11 THROUGH 20 YEARS OF EXPERIENCE IN THIS EXPERIENCE RANGE FORT BEN SD IS 2.3% POINTS ABOVE THE STATE AVERAGE. THIS SLIDE. THIS SLIDE REVIEWS FORMAN ISD STAFF BY JOB CATEGORY COMPARED TO THE STATE FORT BENIA. SD IS ALIGNED WITH THE STATE AVERAGE IN MOST CATEGORIES BUT SLIGHTLY BELOW THE STATE AVERAGE WITH CENTRAL ADMINISTRATION AND EDUCATIONAL AIDS. THE DISTRICT'S ANNUAL REPORT WILL INCLUDE THE TAPER IN EACH CAMPUS IMPROVEMENT PLAN. THIS SLIDE IS A REMINDER OF THE REQUIREMENTS THAT EACH CAMPUS HAS A CAMPUS IMPROVEMENT PLAN OR AC. DETERMINATION STATUS WAS NEEDS ASSISTANCE, WHICH WAS THE SAME AS THE PREVIOUS YEAR. THE DETERMINATION STATUS IS BASED ON RESULTS, DRIVEN ACCOUNTABILITY AS WELL AS OTHER FEDERALLY REQUIRED ELEMENTS, AND ONE NOTE HERE IS THAT WE WERE 1/10 OF A POINT AWAY. FROM BEING BASICALLY MEETS REQUIREMENTS. WE'RE VERY WE'RE WE'RE GETTING VERY CLOSE. THE NEXT SLIDE. HERE WAS GOOD NEWS, AND WE REPORTED THIS LAST LAST TIME AS WELL. THE DISTRICT WAS NOT IDENTIFIED AS SIGNIFICANT DISPROPORTIONATE FOR THE 2023 RD A DUE TO REASONABLE PROGRESS. BUT THEY'RE HERE ON THE SLIDE FOR THE PUBLIC AGAIN. THE TEXAS EDUCATION CODE REQUIRES SCHOOL DISTRICTS TO REPORT THE NUMBER RATE AND TYPE OF VIOLENT OR CRIMINAL INCIDENTS THAT OCCURRED ON EACH DISTRICT CAMPUS. THIS PORTION OF THE TAPERED INCLUDES CERTAIN VIOLENT OR CRIMINAL DISCIPLINE INCIDENTS, FORT BEND MAINTAINED A RATIO OF 0.03% WHICH IS BELOW THE THRESHOLD FOR THE T A WATCH LIST. AND ALSO THE SAME RATE AS LAST YEAR. ALL RIGHT. IN MAY 2021, THE BOARD OF TRUSTEES APPROVED THE HOUSE BILL THREE STUDENT OUTCOME GOALS TO BE ACHIEVED BY JUNE OF 2024.

THESE STUDENT OUTCOME GOALS DEFINE ANNUAL TARGETS FOR STUDENT PERFORMANCE AND LITERACY , MATHEMATICS AND COLLEGE AND CAREER READINESS. THE HB THREE STUDENT OUTCOME PLAN INCLUDES A BOARD MONITORING CALENDAR IF YOU RECALL LAST MONTH OR LAST BOARD MEETING, MISS HUBBARD REVIEWED CURRENT DATA WITH YOU REGARDING PROGRESS ON THESE GOALS. THE DISTRICT MET ONE OUT OF THREE HOUSE BILL GOALS. THIS SLIDE ALSO HIGHLIGHTS THE PERCENTAGES OF CAMPUSES THAT MET THE 2023 HOUSE BILL TARGET FOR EACH GOAL. UM THERE ARE THERE'S A BETTER A BIGGER NEED A BIGGER NEED OF STRONGER, HIGHER EDUCATION PREPARATIONS AS WE'VE SEEN IN THOSE NUMBERS, AS WELL AS IN DEPTH RESOURCES TO ADDRESS SOME OF THE SHORTFALLS RESOURCES TO ADDRESS SOME OF THE, UM ISSUES WITH EDUCATORS AND PRINCIPLES BEING MOVED FROM CAMPUS TO CAMPUS, WHICH ALSO IS AN ISSUE. I WOULD LIKE TO SEE YOU GUYS DEVELOP A PLAN OF ACTION TO MAKE SURE THAT OUR PRINCIPLES THAT ARE THRIVING ON THEIR CAMPUSES REMAIN ON THEIR CAMPUSES VERSUS BEING MOVED TO OTHER CAMPUSES AS WELL AS DOING A BETTER JOB. OF ADDRESSING BEHAVIORAL MATTERS ON SPECIFIC CAMPUSES THROUGHOUT THE MISSOURI CITY AREA AND SURROUNDING CAMPUSES. I ALSO ASKED THAT YOU REVIEW CURRENT LEGISLATION THAT WILL ADDRESS THESE ISSUES, UH, FOR TRUANCY LIKE SENATE BILL 1630, AS WELL AS BEHAVIOR ISSUES IN HOUSE BILL 3917 AGAIN. THEY'RE THEY'RE NOT DOING WELL. UM WHEN WE, UH WE USE AN APP CALLED AN HAR APP. A LOT OF PEOPLE CAN LOOK UP PROPERTIES. BUT BENEATH ALL THE STATS OF THE HOUSE, IT SHOWS THE SCHOOL RATINGS AND IT LOOKS VERY BAD WHEN YOU'RE IN WHEN YOU'RE YOU DOWN TO WILLOW RIDGE OR YOUR ZONE TO HIGHTOWER AND YOUR SCHOOL RATINGS ARE NOT THAT WELL , SO WHATEVER PRO WHATEVER THINGS WE'RE DOING NOW IT'S NOT WORKING. AND IF WE CAN JUST WORK ON SOMETHING THAT CAN HELP US BECAUSE IT'S NOT ONLY AFRICAN AMERICANS, IT'S ALSO HISPANICS AND THOSE TWO COMBINED. MAKE 50% OF THE DISTRICT.
