WE LAUNCHED CALENDAR DEVELOPMENT IN OCTOBER, AND WITH THE GOAL OF BRINGING YOU A PROPOSED CALENDAR IN JANUARY, WHICH IS A MONTH EARLIER THAN NORMAL. AND THAT WAS THAT DECISION WAS MADE BASED UPON STAKEHOLDER FEEDBACK AT THE END OF THE LAST PROCESS THAT IT WOULD BE HELPFUL TO HAVE THE CALENDAR EARLIER. THERE IS QUITE A BIT OF BIT OF LEARNING, INCLUDING SOME CALENDAR MATHEMATICS THAT PEOPLE NEED TO UNDERSTAND SO THAT THEY CAN TRULY ENGAGE IN FEEDBACK FOR THE CALENDAR. ALSO IN OCTOBER, WE BEGAN STAKEHOLDER ENGAGEMENT THROUGH FOCUS GROUPS WITH PARENTS, COMMUNITY MEMBERS AND STAFF STAKEHOLDER CORPS TEAMS FROM CENTRAL OFFICE DISTRICT STAFF. AND THEN WE WENT INTO OUR DISTRICT PLANNING AND ADVISORY COMMITTEE AND OF COURSE, TEACHER FORUM AFTER THAT FEEDBACK. WE DESIGNED DRAFT CALENDARS, SEVEN OF THEM USING GUIDELINES THAT CAME OUT OF THE PROCESS WE POSTED IN DECEMBER. THOSE THREE OF THOSE CALENDARS FOR PUBLIC COMMENT, A SURVEY ALLOWING STAKEHOLDERS TO PROVIDE FEEDBACK TO THE THREE CALENDARS. AND THEN WE MET TO REVIEW THAT DATA, AND WE HAD SOME FUN DISCUSSIONS. I SEE SOME OF MY CALENDAR COMMITTEE MEMBERS HERE. WE ALL HAD A FRONT RUNNER INDIVIDUALLY, BUT WE HAD TO TAKE THE STAKEHOLDER FEEDBACK INTO CONSIDERATION TO BRING YOU THE PROPOSED CALENDAR TONIGHT FOR APPROVAL ON THE ON THE 22ND. SO I DO WANT TO TAKE A LITTLE BIT OF TIME TO REALLY HELP YOU UNDERSTAND THE PURPOSE OF EACH STAKEHOLDER GROUP. I'M REALLY PROUD TO SEE SOME OF THOSE MEMBERS OF THE GROUP HERE TONIGHT, BECAUSE THEY CAN REALLY TELL YOU ABOUT HOW HARD IT WAS FOR US. SO STARTING WITH FOCUS GROUPS, THIS IS THE FIRST TIME IN MY INVOLVEMENT IN THE CALENDAR, AND I'VE BEEN INVOLVED IN THE DEVELOPMENT OF THE CALENDAR SINCE TRAVIS HIGH SCHOOL OPENED IN SOME CAPACITY AS TEACHER, AS LEADER IN THE DISTRICT ARE NOW KIND OF FACILITATING THE PROCESS. THIS IS THE FIRST TIME THAT I KNOW OF THAT. WE ACTUALLY WENT TO FOCUS GROUPS BEFORE WE STARTED DESIGN OF DRAFT CALENDARS, AND WE DID THAT BECAUSE THERE ARE FEATURES OF THE CALENDAR THAT ARE MOST COMMENTED ON EVERY YEAR. AND WE LIKE TO CALL THOSE CONFLICTING PRIORITIES BECAUSE THEY'RE COMPETING PRIORITIES. SO WE WANTED TO GO TO OUR STAKEHOLDERS FIRST. AND THE WAY THAT WE WENT ABOUT IDENTIFYING THOSE PARENTS, COMMUNITY MEMBERS AND DISTRICT STAFF IS THAT THIS YEAR, FORT BEND ISD POSTED A CENTRAL APPLICATION FOR STAKEHOLDER ENGAGEMENT. THERE WERE 75 PEOPLE WHO SAID THEY WERE INTERESTED IN GIVING FEEDBACK ON THE SCHOOL CALENDAR. WE INVITED ALL OF THEM TO THE FOCUS GROUPS AND WE HAD ABOUT 50% SHOW UP. SO THOSE FOCUS GROUPS PROVIDED US INPUT ON FOUR KEY AREAS, AND WE'LL BE GIVING YOU SOME MORE DATA AROUND THAT A LITTLE BIT LATER. THEN WE MOVED IN WITH OUR CORE TEAMS, OUR DISTRICT LEADERS FROM CENTRAL OFFICE PRINCIPALS AND TEACHERS, [00:15:02] AND FOR OUR TEACHER CORE TEAM. THIS YEAR WE USED OUR TEACHER FORUM, WHICH I'M NOT SURE IF YOU KNOW, BUT THAT'S OUR FORMER TEACHERS OF THE YEAR AT THE DISTRICT LEVEL. AND THEIR ROLE WAS TO IDENTIFY GUIDELINES THAT WE COULD COMMIT TO THAT WOULD BE REPRESENTED ACROSS THE CALENDARS THAT WE PUSH FORWARD FOR PUBLIC COMMENT. AND THEN WE WENT TO OUR CALENDAR COMMITTEE, AND WE MET FOUR TIMES. AND THE CALENDAR COMMITTEE IS COMPRISED OF STUDENTS. THIS IS OUR SECOND YEAR THAT WE'VE HAD STUDENTS, AND WE HAVE TWO HERE TONIGHT THAT WE'LL RECOGNIZE IN A FEW MINUTES. THE LAST PORTION OF OUR STAKEHOLDER ENGAGEMENT IS A COMMUNITY WIDE SURVEY THAT'S POSTED, AND WE NORMALLY POST THAT SURVEY OVER TWO WEEKS. AND THIS YEAR WE HAD ABOUT 7700 RESPONDENTS TO THAT SURVEY. THAT'S ABOUT 1000 LESS THAN LAST YEAR. JUST IN CASE YOU'RE WONDERING, AND IT IS IMPORTANT TO NOTE THAT WE POSTED THAT SURVEY JUST AFTER THE THANKSGIVING BREAK. NORMALLY, BECAUSE WE ADOPT A CALENDAR A LITTLE LATER. IT'S POSTED IN JANUARY, SO THAT MAY OR MAY NOT HAVE HAD SOMETHING TO DO WITH THE PARTICIPATION RATE. HOWEVER, 7000 IS ONE OF LIKE THE TOP THREE HIGHEST SINCE I'VE BEEN INVOLVED IN THE PROCESS, SO IT'S STILL A STRONG PIECE OF FEEDBACK. AND THOSE WERE BASED UPON POSITIVE AND NEGATIVE COMMENTS. YOU CAN PROBABLY PREDICT THOSE AREAS, THE START OR END DATE OF SCHOOL. THE IDEA OF TEACHER PLANNING, HAVING SO MANY DAYS OFF DEDICATED TO TEACHER WORK RELIGIOUS OBSERVANCES WHEN OR WHICH OBSERVE OBSERVANCES TO MAKE. AND THEN THE IDEA OF ADDING ADDITIONAL MINUTES TO THE OPERATIONAL HOURS IN THE SCHOOL DAY. FROM THERE, WE BUILT THE STAKEHOLDER GROUPS THAT I JUST WENT OVER, AND WE ESTABLISHED OUR TIMELINE FOR APPROVAL. AND WE ARE STILL ON A ONE YEAR CALENDAR APPROVAL CYCLE. I DO WANT TO NOTE TO YOU THAT MANY STAKEHOLDERS HAVE RECOMMENDED THAT WE MOVE, LIKE OTHER DISTRICTS, TO A TWO YEAR CYCLE OF APPROVAL TO GIVE FAMILIES AND PARENTS MORE TIME TO PLAN ALONG WITH STAFF. THIS YEAR WE ALSO RESEARCHED OTHER CALENDARS. THE MOST, THE MOST ASKED QUESTION IS WHY CAN'T WE DO WHAT X DISTRICT DOES IN THEIR CALENDAR, AND IT IS ALMOST ALWAYS TIED TO HOLIDAYS. WHY CAN'T WE HAVE A FALL BREAK? WHY CAN'T WE START AT THIS POINT AND END AT THIS POINT? AND SO WE TOOK SOME TIME TO RESEARCH THOSE OTHER CALENDARS, AND WE EVEN LET THE CALENDAR COMMITTEE LOOK AT THEM AND TALK ABOUT DESIGN COMPONENTS THAT THEY MIGHT WANT TO SEE IN OUR SCHOOL CALENDAR. THEN WE WENT TO FOCUS GROUPS. AGAIN, BACK TO THE CONFLICTING PRIORITIES. I'LL SHOW YOU SOME DATA ON THAT ON THE NEXT SLIDE ONTO OUR CORE TEAMS TO ASK THEM ABOUT THE GUIDELINES. AND THEN WE DRAFTED CALENDARS AND WE DRAFTED SEVEN CALENDARS. THIS YEAR WE POSTED FOR PUBLIC COMMENT, AND THEN WE TOOK A MEETING AND WE LOOKED AT THE DATA AND WE COULDN'T WE COULDN'T COME. WE LOOKED AT THE DATA. WE HAD A HARD TIME BECAUSE WE KNEW WHAT WE WANTED, BUT WE SAW WHAT THE STAKEHOLDERS WANTED. AND SO I STAND WITH CONFIDENCE THAT WHAT WE ARE PROPOSING TO YOU IS REPRESENTATIVE OF THE LARGEST GROUP OF STAKEHOLDERS AND THE SUPPORT IN THIS DISTRICT. [00:20:09] AND SO WE'RE HERE TONIGHT TO TELL YOU A LITTLE BIT MORE ABOUT THAT. I'M A FORMER MATH TEACHER, SO I WOULD BE REMISS IF I DIDN'T TRY TO TEACH YOU SOME CALENDAR MATH WHILE WE'RE HERE TOGETHER TONIGHT. THE CALENDAR DOES REQUIRE A 75,600 OPERATIONAL MINUTES. AND THAT'S FROM THE FIRST BELL TO THE LAST BELL. THAT DOES INCLUDE LUNCH AND TRANSITION TIME FOR STUDENTS TIA RECOMMENDS THAT COASTAL COUNTIES HAVE MORE THAN A BANK OF 840 MINUTES BECAUSE THEY'VE TOLD US THEY'RE NOT GOING TO SIGN OFF ON A WAIVER IF WE NEED TO CLOSE DUE TO WEATHER. WHAT MAKES THIS HARD IS THAT WE NEED 187 CONTRACT DAYS, DAYS THAT TEACHERS ARE PRESENT AT WORK WHILE ALSO HITTING 75,600 MINUTES. AND THIS CALENDAR DOES BRING AN ADDITIONAL FIVE OPERATIONAL MINUTES. SO EACH DAY COUNTS AS 435 MINUTES. AND WE ACTUALLY DO SOME MATH IN THE CALENDAR COMMITTEE SO THEY CAN LEARN THIS. AND THEN BECAUSE WE'RE A DISTRICT OF INNOVATION, WE ARE ABLE TO START PRIOR TO THE FIRST MONDAY IN AUGUST. AND WHAT THAT REALLY ALLOWS YOU TO DO IS BALANCE YOUR SEMESTERS. AND SO WE WERE ABLE TO USE THAT TIME TO REALLY DESCRIBE THE WORK OF TEACHING AND WHY IT'S IMPORTANT FOR TEACHERS TO HAVE NOT JUST LEARNING TIME, BUT ALSO TIME TO DO PLANNING. AND SO YOU CAN SEE THAT BETWEEN 58 AND 71 SAID THE TIME IS SUFFICIENT. AND ABOUT A FOURTH SAID THEY MIGHT NEED MORE TIME NOW THAT WE KNOW WHAT THAT IS. MOVING DOWN TO THE ORANGE HERE, YOU SEE WHERE WE ASK FOCUS GROUPS ABOUT THE START AND END DATE OF SCHOOL. AND EVERY YEAR THERE'S THIS ONGOING KIND OF DIALOG WE NEED TO START LATER. IT'S TOO EARLY OR WE NEED TO END BEFORE MEMORIAL DAY. AND THOSE ARE CONFLICTING PRIORITIES BASED UPON THAT CALENDAR MATH. AND YOU CAN SEE THAT OUR FOCUS GROUPS CAME THROUGH STRONG BY TELLING US THAT IF WE CHOOSE ONE OVER THE OTHER, WE'RE EITHER GOING TO MAKE 47% OF PEOPLE HAPPY OR 53% OF PEOPLE HAPPY. SO THERE'S ALMOST AN EVEN SPLIT THERE AROUND WHICH OF THOSE IS MOST IMPORTANT TO THE STAKEHOLDER GROUPS? THE NEXT THING THAT WE DID IS WE WANTED TO TALK ABOUT THE OBSERVATION OF RELIGIONS. YOU KNOW, THAT FORT BEND ISD VALUES THE DIVERSITY IN THIS COMMUNITY, AND THERE ARE MANY RELIGIONS THAT ARE CELEBRATED ACROSS THIS COMMUNITY. AND SO I WANT YOU TO HEAR THE QUESTION THAT WE ASKED. WE ASKED THEM TO THINK ABOUT TWO WAYS THAT WE COULD LOOK AT RELIGIOUS OBSERVANCES. WE COULD OBSERVE AS MANY AS POSSIBLE, INCLUDING MIDWEEK HOLIDAYS, BECAUSE WE KNOW THAT THERE ARE SOME RELIGIONS THAT THE TIME OF THE YEAR FLOATS BASED UPON A DIFFERENT CALENDAR. RIGHT? SO WE KNOW THAT THOSE MOVE THROUGHOUT THE YEAR BY SEVERAL DAYS OR THEY WOULD OBSERVE THOSE RELIGIOUS OBSERVANCES THAT TIED DIRECTLY TO A WEEKEND. AND SO YOU CAN SEE THE DATA HERE, THAT 84% OF PARENTS AND 88% OF STAFF SAID, WE ARE WILLING TO RECOGNIZE THAT DIVERSITY, AS LONG AS IT ALIGNS WITH THE WEEKEND, MIDWEEK HOLIDAYS THEY WERE AVERSE TO BECAUSE OF THE STRAIN THAT IT PUTS ON PARENTS AND ALSO THE DISRUPTION TO LEARNING. AND SO THAT WAS THEIR FEEDBACK. AND THEN I WAS A LITTLE NERVOUS ABOUT THIS BECAUSE THIS WAS THE MOST COMMENTED ON THING FROM THE YEAR PRIOR. WE ASKED THEM, WE TAUGHT THEM FIRST WHAT ADDING FIVE MINUTES TO THE OPERATIONAL DAY DOES AS FAR AS FLEXIBILITY. AND WE ASKED THEM TO THINK ABOUT ADDING 5 TO 15 MINUTES TO THE OPERATIONAL DAY. AND YOU COULD SEE THAT 74 TO 77% OF FOCUS GROUPS SAID YES. AND SO WHAT I WANT YOU TO KNOW IS WE SHARED THIS DATA WITH EVERY CORE TEAM WHO ULTIMATELY DECIDED THE GUIDELINES THAT THEY WOULD PUSH FORWARD TO THE CALENDAR COMMITTEE. AND THAT'S ALL OF THESE OTHER THINGS THAT YOU SEE HERE. SO YOU CAN SEE THAT TEACHERS PRIORITIZED THEIR PLANNING. THAT WAS THEIR NUMBER ONE. AND THAT MAKES SENSE BECAUSE THEY KNOW THE IMPACT IT HAS ON STUDENTS. PRINCIPALS PRIORITIZED A HOLIDAY EVERY FOUR WEEKS. THEY SAID THAT ATTENDANCE DATA IS BETTER FOR STUDENTS AND TEACHERS WHEN THEY HAVE A HOLIDAY APPROXIMATELY EVERY FOUR WEEKS. AND THEN YOU CAN SEE THAT CENTRAL OFFICE STAFF THEY PRIORITIZED AS NUMBER ONE THE TRADITIONAL HOLIDAY STRUCTURE. AND THERE'S SOME ALIGNMENT PIECES THAT RELATE TO OUR DUAL CREDIT AND OTHER ITEMS, NOT JUST THE FACT THAT THOSE ARE HOLIDAYS. SO USING THIS DATA, THE CALENDAR COMMITTEE CAME UP WITH THESE GUIDELINES. [00:25:03] AND SO WHAT YOU SEE HERE IN RED ARE THE GUIDELINES THAT WE COMMITTED. EVERY CALENDAR THAT WAS PUBLISHED FOR PUBLIC COMMENT WOULD HAVE WE WOULD HAVE TEACHER PLANNING ONE WEEK AT THANKSGIVING SPRING BREAK, TWO WEEKS AT WINTER BREAK, DEDICATED PROFESSIONAL LEARNING BEFORE SCHOOL AND THROUGHOUT THE SCHOOL YEAR A HOLIDAY EVERY MONTH. HOPEFULLY WE WERE WORKING TOWARDS EVERY FOUR WEEKS. WILLINGNESS TO ADD BETWEEN 5 AND 15 MINUTES TO THE SCHOOL DAY, ENDING THE FIRST SEMESTER BEFORE WINTER BREAK AND NO MIDWEEK HOLIDAYS. WE LOOKED AT CALENDARS WITH A WEEK LONG FALL BREAK AND A LONGER WEEKEND FALL BREAK. WE LOOKED AT CALENDARS THAT GOT OUT BEFORE MEMORIAL DAY, THEN THAT ADDED UP TO TEN MINUTES TO THE SCHOOL DAY. ULTIMATELY, THREE WERE DETERMINED TO GO FORWARD FOR PUBLIC COMMENT, AND WHAT YOU CAN SEE IS THAT THE THREE CALENDARS THAT WENT FORWARD FOR PUBLIC COMMENT HAVE GREEN IN EVERY AREA. WE DID CHOOSE TO POST ONE CALENDAR THAT DID NOT ADD MINUTES TO MINUTES TO THE SCHOOL DAY. AND WE DID HAVE TWO CALENDARS THAT ONLY COULD HIT THAT HOLIDAY EVERY FIVE WEEKS. WHERE YOU SEE THE DIFFERENTIATION IN CALENDAR IS IN THOSE CONFLICTING PRIORITIES THAT WE TALKED TO OUR FOCUS GROUPS ABOUT. CALENDAR B HAD 51% AND CALENDAR C HAD 42%. AND THE COMMITTEE LOOKED AT A LOT OF OTHER DATA JUST IN THAT. BUT THAT KIND OF GIVES YOU A BROAD PICTURE OF THE FACT THAT TONIGHT WE ARE BRINGING TO YOU WHAT WAS KNOWN IN THE SURVEY AS CALENDAR B AS THE PROPOSED INSTRUCTIONAL CALENDAR. AND I'LL JUST TAKE A FEW MINUTES TO GO OVER SOME OF THE FEATURES. SO THIS CALENDAR DOES HAVE A TRADITIONAL THE TWO DAYS OF REQUIRED PROFESSIONAL LEARNING IN THE TEACHER CONTRACT AT THE FRONT. WE HAVE TEACHER PLANNING THERE, AND WE HAVE THE FIRST DAY FOR STUDENTS ON AUGUST 8TH, WITH MAY 29TH BEING THE LAST DAY FOR STUDENTS. THERE WAS I DIDN'T MENTION THIS, BUT IN THE FOCUS GROUPS WE TALKED ABOUT ENDING BEFORE MEMORIAL DAY, AND THEY DID ADVISE THAT THEY WERE WILLING TO END IN MAY.
