WE STARTED TODAY AT CORNERSTONE ELEMENTARY TO SURPRISE NOT ONLY ONE BUT TWO IMPACT AWARD WINNERS FOR NOVEMBER. TEACHER JENNIFER SAMA, HAIL AND SPECIAL EDUCATION TEACHER LEAH SAM MCHALE, OUR SISTERS IN LAW AND WE'RE CHOSEN FOR THEIR GUIDANCE, KINDNESS AND CONSISTENT SUPPORTED THE STUDENTS, PARENTS AND CORNERSTONE COLLEAGUES. A LOT IS DONE BEHIND THE SCENES TO KEEP THESE AWARDS A SURPRISE, BUT OUR COVER WAS ALMOST BLONDE THIS MORNING BY ONE OF THE RECIPIENTS GPS TRACKING, SHE WONDERED WHY IT WAS SHOWING HER HUSBAND WAS ON CAMPUS. WE ALL ATTENDED THIS AND IT WAS A SWEET SUCCESS OVER 750 PEOPLE ATTENDED AND MORE THAN HALF OF THEM WERE FORT BEND SD STAFF. THE CAKE AUCTION ALONE RAISED MORE THAN 32,000, AND THE TOTAL FOR THE NIGHT RAISED WAS 56,000. IT'S ALWAYS SUCH A FUN EVENT, AND IF YOU DIDN'T MAKE IT THIS YEAR PLAN TO GO NEXT YEAR SUGAR SHINDIG IS ONE OF THE SEVERAL WAYS THAT ARE AMAZING FOUNDATION RAISES MONEY TO SUPPORT STUDENTS AND STAFF AND FOUR SEND UM, PART OF EXCITING BUSINESS NEWS, MOVING US FORWARD IN THE HARVEST GREEN EDGE ELEMENTARY SITE. AS YOU KNOW, WE PLAN IN THE FUTURE TO BUILD AN ELEMENTARY SCHOOL IN THIS COMMUNITY. BUT FIRST WE HAD TO MAKE SURE THAT EXTENSIVE ARCHAEOLOGICAL DIGGING AND RESEARCH TOOK PLACE AT THE SITE TO BE ABSOLUTELY CERTAIN THAT THERE WERE NO HUMAN REMAINS ON THE PROPERTY. SUGARLAND MIDDLE SCHOOL WAS THE WINNER, TAKING HOME SEVEN A AND EIGHT A DIVISION CHAMPS. WE ALSO WANT TO CONGRATULATE THORNTON, HODGES BEND AND BAINES. I'M A JUNIOR ELKINS HIGH SCHOOL AND I'M HERE TODAY TO VOICE CONCERNS ABOUT FBI STUDIES POLICY FOR CLASS RANKING FOR STUDENTS IN PROGRAMS OF CHOICE. SO THE CURRENT POLICY AS YOU KNOW, STATES THAT STUDENTS IN THE CLASS OF 2024 TO 2027 MUST BE RANKED WITH THEIR WITH THEIR ZONE SCHOOLS, WHILE STUDENTS IN THE CLASS OF 2028 AND BEYOND ARE RANKED WITH THE SCHOOL OF ATTENDANCE, SO THE MOTIVATION BEHIND THIS POLICY CHANGE OF RANKING STUDENTS WITH THEIR ZONE CAMPUS WAS BECAUSE PARENTS WERE CONCERNED THAT STUDENTS NOT ZONED TO THE SCHOOL, BUT TAKING TOP 10 RANKS. BUT THIS POLICY HAS ACTUALLY ONLY MADE THINGS WORSE. BECAUSE NOW STUDENTS STUDENTS RANKS ARE BEING TAKEN BY STUDENTS WHO DO NOT EVEN ATTEND THIS SCHOOL. SO ONE MAJOR REASON WHY THIS POLICY IS UNFAIR IS BECAUSE THERE ARE VERY DIFFERENT, OF COURSE, SELECTION PROCEDURES BETWEEN SCHOOLS, FOR EXAMPLE, HIGHTOWER HAS EIGHT COURSES A YEAR AS OPPOSED TO THE USUAL SEVEN. CLEMENT HAS AN ACCELERATED COMPUTER SCIENCE TRACK AND DOLLARS HASN'T ACCELERATED PHYSICS TRACK. SO COMPARING STUDENTS FROM THESE SCHOOLS IS LIKE COMPARING APPLES AND ORANGES, AND I DO NOT BELIEVE IT WOULD BE FAIR TO RANK THESE STREAMS TOGETHER. ADDITIONALLY STUDENTS IN PROGRAMS OF CHOICE HAVE THE FLEXIBILITY OF SELECTING SCHOOLS TO MAINTAIN MAINTAIN A HIGH G P A. FOR EXAMPLE, IF AN ACADEMY STUDENTS BELIEVE THAT THEY WOULD BE BETTER OFF AT AT THEIR ZONE SCHOOL, THEY HAVE THE FREEDOM TO TRANSFER BACK WHILE STUDENTS NOT IN AN ACADEMY DO NOT HAVE THIS FLEXIBILITY. SO F D I C HAS ALREADY RECOGNIZED THE UNFAIRNESS OF THIS POLICY, AS EVIDENCED BY THEIR CHANGES TO THE CLASS OF 2020 BEYOND. HOWEVER I FAIL TO SEE WHY THIS CHANGE CANNOT BE APPLIED TO THE CLASS OF 2024 TO 2027. SO WHAT ARE MY PROPOSED CHANGES? PROPOSED CHANGES ARE TO RANK STUDENTS WITH THEIR CAMPUS OF ATTENDANCE. THE REASONS ARE THAT THIS WILL LEAD TO BETTER EQUALITY IN STUDENT IN COURSE, SELECTION FOR STUDENTS WHO ARE RANKED TOGETHER AND GRADUATION SPEAKERS THAT BETTER REPRESENT THEIR CLASS, SO THERE WON'T BE A VALEDICTORIAN OR SALARY.

WE DON'T BELIEVE THE SCHOOL DISTRICT BECAUSE THEY POINT TO WORK DONE BY JOHNSON DEVELOPMENT AND TARRAGON CONSULTANTS WHO, ALONG WITH THE HARVEST GREEN HOMEOWNERS ASSOCIATION THAT TELFAIR HOMEOWNERS ASSOCIATION AND NULAND DEVELOPMENT AND OTHER DEVELOPERS HAVE GIVEN HUNDREDS OF THOUSANDS OF DOLLARS TO THE FORT BEND EDUCATION FUND FOUNDATION. THIS AMOUNT DOES NOT INCLUDE OTHER DONATIONS TO THE SCHOOL DISTRICT AND DONATIONS TO THE CAMPAIGNS TO THE ELECT OF THE ELECTED SCHOOL BOARD OF FOUR BEEN ICED TEA IN THE AMOUNT OF MONEY THAT HAS BEEN DONATED BY THOSE WHO WOULD PROFIT FROM DEVELOPING THE LAND. UM WOULD, UH OUTWEIGHS THE, UM EXCUSE ME, SIR. LISTENERS PARTNER, MEANING THE MASSIVE AMOUNT OF MONEY WILL BE DONATED BY THOSE WHO WOULD PROFIT FROM DEVELOPING THE LAND. THERE WOULD NOT BE ANY BOUNDARIES. AH FOR ME AND MY COMMUNITY. AND SO ALL OF THAT WAS USED AS THE CORE THE COURSE OF THIS EVALUATION. SO THIS SLIDE TALKS ABOUT THE SPECIAL ED GROWTH IN FORT BEND SINCE 2014 15 SCHOOL YEAR, AND AS YOU CAN SEE, AS OF THE DATE OF THIS REPORT, THE DISTRICT WAS CLOSE TO 14. SOME OF THAT IS BECAUSE OF THE REMOVAL OF THE T 8.5% CAP AS YOU REMEMBER THAT HAPPENED BACK IN 2017 ALSO JUST DISTRICT WIDE GROWTH. THERE ARE CHANGES ALSO TO THE WAY THAT TEXAS IDENTIFIED AND SERVES STUDENTS WITH DYSLEXIA, AND WE STARTED DOING THAT APPROACH A COUPLE OF YEARS BACK. AND THEN, OF COURSE, COVID 19 AND THE YOU KNOW, JUST INTERRUPTIONS TO SCHOOL DID CAUSE MORE REFERRALS FOR SPECIAL EDUCATION. SO THIS SLIDE IS ABOUT THE SPECIAL EDUCATION GROWTH AND I THINK, WHAT'S YOU KNOW WHAT'S IMPORTANT TO LOOK AT THIS IS THAT WE'RE LOOKING AT FROM 2015 TO CURRENT. YOU'RE LOOKING AT THE DIFFERENT ELIGIBILITY CATEGORIES, SO UM, THE FIRST ONE IS THE LEARNING DISABILITY CATEGORY AND AS YOU CAN SEE, BACK IN 2015, IF YOU LOOK AT THE TOTAL SPOT POPULATION OF SPECIAL ED STUDENTS, ONLY 18% OF THOSE STUDENTS WERE IDENTIFIED AS LEARNING DISABILITY HAD ABOUT LEARNING DISABILITY. BUT NOW WE'RE AT 32% WHICH IS REALLY MORE IN LINE WITH WHERE MOST DISTRICTS ARE AND WHERE WE SHOULD BE. UM THE AIR IN THE AREA OF AUTISM. WE WERE AT 20% THEN AND NOW WE'RE AT 23. OTHER HEALTH IMPAIR SO ANOTHER HEALTH IMPAIRMENT ARE LIKE KIDS THAT HAVE 80 HD FALLS UNDER THAT, BUT THEN ALSO, OTHER MEDICAL CONCERNS SOMETIMES FALL UNDER THAT WENT FROM 21% TO A DECREASE OF 12% SPEECH IMPAIRED REMAINED PRETTY CONSISTENT AT 13% INTELLECTUALLY DISABLED WENT FROM 15% TO 9. I WILL SAY THERE WERE ONLY TWO OTHER DISTRICTS. THEY COMPARED THAT TO AT THE TIME BECAUSE THAT THAT WAS THE INFORMATION THEY HAD AVAILABLE. THE DISTRICT IS ALSO IDENTIFIED AS SIGNIFICANT, DISPROPORTIONATE DUE TO DISCIPLINE FOR AFRICAN AMERICAN STUDENTS SERVED WITH SPECIAL EDUCATION AND THIS REQUIRES THE DISTRICT TO RESERVE 15% OF SPECIAL FEDERAL FUNDING TO ADDRESS THE ISSUES, WHICH DOES PUT A FURTHER STRAIN ON BUDGETS.

AND THEN THE FUNDING FOR CSC, WHICH IS THE EARLY SPECIAL SPECIAL EDUCATION CHILDHOOD EDUCATION PROGRAM IS BASED ON THE NUMBER OF OUR STUDENTS ARE ON CAMPUS CSC THREE YEAR OLDS ARE TYPICALLY ON CAMPUS 3.5 HOURS, WHICH DOES NOT ALLOW FOR FULL FUNDING. THE LAST ONE ON THIS LOT IS EFFECTIVE STAFFING PRACTICES. SPECIAL EDUCATION STAFFING MODEL IS BASED ON BEST PRACTICE BEST PRACTICES. AND SO THERE WAS RECOMMENDATIONS PROVIDE THOSE SERVICES AND A CENTRAL LOCATION GEARED TOWARDS MORE ADULTHOOD, AND THEY WOULD AND TAKE THEM OFF OF THEIR HOME CAMPUSES. UM ANOTHER EFFICIENCY WAS TO CONSIDER PRIORITIZING THE STUDENTS THAT ARE SERVED IN AT A DISTRICT PLACEMENTS AND THOSE KIND OF NONPUBLIC DAY SCHOOLS THAT WE TALKED ABOUT AND HAVING THEM RETURN TO BE SERVED AT THE STEP PROGRAM, WHICH IS OUR SPECIAL ED CENTRALIZED PROGRAM, AND THERE WAS A SUGGESTION TO EXPAND THAT PROGRAM AND BRING MORE STUDENTS BACK AS AN EFFICIENCY.
