THE TIME IS NOW 6:52 P.M.

AND THIS MEETING IS HEREBY CALLED TO ORDER.

WE HAVE THE PRESENCE OF A QUORUM ATTENDING BOTH IN PERSON AND ON A VIDEO CONFERENCE.

NOTICE OF THIS MEETING HAS BEEN POSTED ONLINE AND AT THE FORT BEND ISD ADMINISTRATION BUILDING FOR AT LEAST 72 HOURS.

WE'RE GOING TO START WITH INFORMATION ITEMS, AND I'M GOING TO TURN THIS OVER TO DR.

WHITBECK. YES.

[2. Superintendent Update]

THE VERY FIRST THING IS OUR SUPERINTENDENT UPDATE.

SO I BELIEVE, MS.. WILLIAMS, ARE YOU ASSISTING WITH.

OKAY. SO I REALLY JUST WANT TO FOCUS ON ONE THING BECAUSE AFTER ALL, IT IS THE CULMINATION OF THE WORK THAT WE ALL DO, AND THAT IS GRADUATION THAT WE JUST HELD AT THE TOYOTA CENTER.

WE GRADUATED 6104 STUDENTS.

IT WAS QUITE.

AND SO HERE'S SOME FUN SHOTS OF OUR STUDENTS.

JUST SOME RECAPS.

SHAKING HANDS WITH ADMINISTRATORS, BOARD MEMBERS, JUST REALLY, I THINK EMBRACING THE WHOLE EXPERIENCE.

AND WE SAW JUST A LOT OF SMILING FACES THAT YOU SEE CAPTURED HERE AMONGST OUR KIDS.

I WANTED TO SHARE THAT THE CLASS OF 22 HAS WON, EARNED $186 MILLION IN SCHOLARSHIPS.

AND THAT'S TRULY REMARKABLE.

HERE'S A FEW MORE OF IT.

JUST KIND OF FOCUSING ON THE KIDS AT THE MOMENT AND HOW THEY FEEL.

THERE'S A LITTLE EXCITEMENT RIGHT THERE AND YOU CAN SEE JUST THAT THUMBS UP, THAT HAPPINESS, THAT SMILE, THAT HOOP.

WE SAW EVERYTHING. A LITTLE BIT OF EVERYTHING AS THEY CROSS THE STAGE, THROWING UP THEIR THEIR CAPS AT THE VERY END.

JUST REALLY MONUMENTAL.

I WANT TO TAKE A MOMENT AND ALSO REFLECT ON PARENTS, BECAUSE THIS IS AS I LOOK AT THE WE WE COULD NOT HAVE SOLD ENOUGH IPHONES OR VIDEOS AND THEN LOOK AT THE FACE SIGNS. THAT'S ALWAYS A FUNNY THAT YOU SEE.

NOW THERE ARE SO FUN, BUT THE PROUD BOARD OF TRUSTEES, THANK YOU FOR BEING THERE AND BEING A PART OF IT AS YOU HAND IT OUT.

DIPLOMAS TO OUR STUDENTS.

IT WAS A VERY BUSY 11 CEREMONIES IN TWO DAYS FOR THE BOARD OF TRUSTEES AND FOR OUR TEAM, BUT WE WOULDN'T HAVE IT ANY OTHER WAY.

SO THERE YOU CAN SEE JUST THAT.

AND THEN OF COURSE, ME, I HAD A FUN TIME BEING ABLE TO GIVE A HIGH FIVE TO EVERY PRINCIPAL AS WE WOULD COME TOGETHER, CROSSING DOWN THE AISLE.

SOME OF THEM I HAD TO JUMP UP A LITTLE HIGH, BUT IT ALL WORKED.

AND JUST EACH OF THEM, IT'S THEIR MOMENT TO LEAD THEIR STUDENTS OUT.

AND AS A AS A FORMER HIGH SCHOOL PRINCIPAL, I CAN TELL YOU IT'S LIKE THE GREATEST FEELING ON EARTH.

AND I WILL TELL YOU, THE SUPERINTENDENT CAME PRETTY CLOSE AND THERE'S AN EXECUTIVE TEAM THERE WHO SPENT THE ENTIRE TWO DAYS AS WELL WITH YOU.

AND SO JUST IN CLOSING, A FEW MORE EXCITING THINGS TO TO SHOWCASE OUR ROTC THAT WERE THERE, TO GIVE US THE POMP AND CIRCUMSTANCES, OUR CHOIRS, SOME UNDERCLASSMEN, AS WELL AS GRADUATES, OUR BAND AND ORCHESTRAS, ADDING THAT PERSONAL TOUCH BACK TO GRADUATIONS THAT WE'VE MISSED DURING COVID.

AND SO IS A GREAT VENUE AT THE TOYOTA CENTER.

THERE YOU CAN SEE THERE WAS PLENTY OF ROOM FOR THE GRADUATES, FOR THEIR FAMILIES.

THEY HAD NO TICKET LIMIT.

AND THERE YOU CAN SEE, I BELIEVE THIS IS DULLES THERE AT THE END.

OR IS IT AUSTIN? I'M NOT SURE WHICH ONE THAT IS.

ANYWAY, IT'S EXCITING TO SEE THE STUDENTS AND THAT CULMINATION.

SO I THINK THAT'S OUR LAST SLIDE.

SO GRADUATION 6104 CHECK.

EXCITING. SO THANK YOU ALL FOR FOR BEING SUCH AN EXCITING PART OF IT FOR US ALL.

YES. GRADUATIONS WERE AWESOME IN 6104.

PRETTY AMAZING. WE'RE GOING TO THANK YOU FOR THE UPDATE, DR.

WHITBECK, AND ALL THAT.

YOU'RE DUE TO LEADING FORT BEND ISD.

[3. Review]

WE'RE GOING TO MOVE INTO OUR REVIEW PORTION OF THIS MEETING.

FIRST UP IS ITEM A REVIEW AND CONSIDERATION OF A RESOLUTION ON THE COMMITTED FUND BALANCE RESOLUTION.

DO WE HAVE ANY DISCUSSION? MRS. HANNAN.

YES. THANK YOU.

MRS. MALONEY, MY QUESTION ACTUALLY IS A COMBINATION OF A AND B, IF THAT'S OKAY, THAT I ADDRESS THEM BOTH.

SO I WOULD JUST APPRECIATE BETTER UNDERSTANDING OF THE MAINTENANCE AND REPAIR WHERE YOU'RE REMOVING $6.4 MILLION FROM THE MAJOR MAINTENANCE AND REPAIR COMMITTED FUND BALANCE.

AND THE REASON I'M ASKING ABOUT IT IS, IS TWOFOLD, REALLY.

I WANT TO UNDERSTAND WHICH MAJOR MAINTENANCE CAN ACTUALLY BE PAID FOR OUT OF BOND CONTINGENCY.

BECAUSE I THINK THAT'S SPELLED OUT THERE.

AND THEN I ALSO JUST WANT TO ASK IF THE 6.4 MILLION IS EITHER COMING OUT OF BOND CONTINGENCY OR THE GENERAL FUND.

[00:05:08]

WHILE I'M THRILLED IN THE NEXT ITEM THAT WE ARE REALIZING SOME UNEXPENDED.

MONEY'S WHERE WE HAVE SOME SAVINGS.

I ALSO NOTICED THAT THE FACILITIES AND MAINTENANCE WE EXCEEDED THE BUDGET.

AND YOU'RE ASKING FOR A BUDGET AMENDMENT IN THAT FOR 7.4 MILLION.

SO I DON'T KNOW IF THAT WAS TOO MANY QUESTIONS AT ONCE.

WHAT CAN WE USE BOND CONTINGENCY FUNDS FOR IN MAINTENANCE? AND I GUESS JUST, YOU KNOW, WILL WE WILL WE HAVE ENOUGH IN THE GENERAL FUND AND BOND CONTINGENCY? BECAUSE LOOKING AT WHAT WE SPENT THIS YEAR, THAT'S A MILLION OVER THE 6.4.

YES. I MEAN, YOU'LL HAVE TO KEEP TRACK OF ME AND MAKE SURE I GET ALL OF THE ANSWERS.

BUT I THINK I CAN PROVIDE INFORMATION ON THAT.

SO TO TO ROLL BACK THE THE PURPOSE OF MAJOR MAINTENANCE IS TO.

TO ENSURE THAT WE HAVE FUNDS AVAILABLE TO REPAIR ANY SIGNIFICANT DAMAGE THAT OCCURS TO OUR FACILITIES THROUGH SUCH ITEMS AS A HURRICANE OR ANY MAJOR MAINTENANCE ISSUES LIKE AN AC BREAKDOWN, ETC., THAT MAY OCCUR.

AND SO IF YOU GO BACK PRIOR TO 2014 OR STARTING AT 2014, THE DISTRICT DID NOT HAVE BOND CONTINGENCY AVAILABLE AND CERTAIN LIFE CYCLE DEFICIENCIES WOULD HAVE TO BE FUNDED OUT OF THE GENERAL FUND.

AND SO IF YOU GO BACK PROBABLY ABOUT LONGER THAN I'VE BEEN HERE, AND EVEN PRIOR TO THAT, THE DISTRICT WAS SETTING ASIDE FUNDS TO ADDRESS THOSE MAJOR ITEMS. AND SO WHAT I WOULD SAY IS THAT, HISTORICALLY SPEAKING, WE DIDN'T HAVE BOND CONTINGENCY AVAILABLE TO DIRECT TOWARDS MAJOR MAINTENANCE ITEMS. NOW THAT WE HAVE THAT, IT PROVIDES US SOME FUNDING, FLEXIBILITIES AND WAYS THAT WE MAY NOT HAVE HAD IN THE PAST.

AND SO MOST ALL ITEMS THAT WE IDENTIFY FOR MAJOR MAINTENANCE WOULD BE LIKELY BOND ELIGIBLE.

AND SO WE DON'T ANTICIPATE THAT WILL HAVE A NEGATIVE IMPACT ON THE GENERAL FUND.

IT WOULD REQUIRE US AGAIN TO MAKE SOME ADJUSTMENTS TO WHAT WE WOULD ANTICIPATE USING BOND CONTINGENCY FOR.

BUT OVERALL SPEAKING, IT'S A IT'S A BENEFIT TO THE GENERAL FUND AS IT RELATES TO THE OVERALL EXPENDITURES AND THE MAJOR OR I'M SORRY, IN THE FACILITIES AREA, THE MAJORITY OF THOSE ITEMS, YES, THERE ARE COSTS INCREASES, BUT THEY'RE NOT ASSOCIATED WITH MAJOR MAINTENANCE.

IT'S JUST THE DAY TO DAY OPERATIONS OF FACILITIES.

AND IN SOME CASES, WE MAY HAVE HAD MORE WORK THAN WHAT WE ANTICIPATED AT THE ONSET OF THE BUDGET.

AND SO BECAUSE THOSE AREN'T MAJOR MAINTENANCE ITEMS, IT'S NOT NECESSARILY HELPING US.

AND THIS YEAR IS PROBABLY MORE OF AN OUTLIER YEAR IN TERMS OF EXPENDITURES AND THAN YEARS PRIOR.

SO. SO THE 7.4 MILLION IS DIFFERENT.

THE FACILITIES THAT'S NOT THAT'S NOT GOING TO BE A CHILLER REPLACEMENT OR ANY TYPE OF A CAR HITS ABILITY AND WE'RE HAVING TO MAKE SO WE SO WE HAVE THAT BUDGETED IN A DIFFERENCE IN.

YES, MA'AM. OKAY.

OKAY. THANK YOU FOR THAT CLARIFICATION.

I APPRECIATE IT. THIS MISS WILLIAMS ON I DON'T SEE AND MISS DAY. DO YOU HAVE ANY QUESTIONS ABOUT IDA MAE? YES. SO I JUST WANT TO CLARIFY WITH ANGIE'S QUESTION.

SO BASICALLY MY UNDERSTANDING WAS THE MAJOR MAINTENANCE REPAIR FILE, THE $6.4 MILLION IS ACTUALLY WE'RE NOT GETTING RID OF LIKE I THINK OUR CONCERN WAS WE STILL HAVE THE FUNDS ELIGIBLE IN FOR THE USE IS JUST WE'RE MOVING THE FROM THE WE DON'T NEED TO RESERVE THAT AMOUNT.

IS THAT CORRECT? MUST SAY I'M SORRY. I GOT, I THINK, THE TAIL END OF YOUR QUESTION, BUT NOT THE BEGINNING.

THAT WAS A LITTLE BIT CHOPPY.

DO YOU MIND REPEATING THAT? I'M SORRY.

NO, I'M. I'M SORRY, I.

I'M SORRY I CAN'T BE THERE IN PERSON TODAY.

SO I JUST I THINK, BASED ON YOUR ANSWER TO THIS, HANNAH'S QUESTION, BASICALLY MY UNDERSTANDING IS WAGES WAIT TO WE DON'T HAVE THE NEED FOR THE RESERVE FOR THE $6.4 MILLION.

WHAT I WOULD SAY IS THAT THERE'S LIKELY A NEED FOR $6.4 MILLION IN POTENTIAL REPAIRS.

LET ME BACK UP. THAT'S PROBABLY A FALSE WAY OF SAYING THAT WE HAVE TYPICALLY SET ASIDE THAT 6.4 MILLION.

WE HAVEN'T ALWAYS USED ALL OF IT.

AND SO WHAT I WOULD SAY IS, YES, I THINK TO YOUR POINT, WE HAVE SOME FLEXIBILITY IN SHIFTING THAT FUNDING OUT OF THE GENERAL FUND BECAUSE WE DON'T ANTICIPATE UTILIZING 6.4 MILLION. DOES THAT ANSWER YOUR QUESTION? ACTUALLY, I JUST WANT TO MAKE SURE IT'S BECAUSE WE'RE DOING THIS TO MAKE SURE WE HAVE A 90 DAYS FUND BALANCE.

[00:10:04]

THAT'S THAT'S BASICALLY I'M JUST MAKING SURE WE DO HAVE THE MONEY FOR THE MAINTENANCE AND REPAIR.

WE'RE NOT DOING THIS JUST BECAUSE WE WANTED TO SHOW WE HAVE THE ENOUGH ON THE BALANCE FOR THE 90 DAYS COMPLIANCE.

YES, MA'AM, I UNDERSTAND. SO WHAT IT IS DOING IS PROVIDING US RELIEF ON OUR 90 DAY FUND BALANCE.

BUT BECAUSE WE HAVE THE BOND CONTINGENCY, IT IS HELPING WITH THAT AS WELL.

AND WE'RE ABLE TO MAINTAIN OUR MAJOR MAINTENANCE.

OKAY. THANK YOU.

AND MR. QUINN, THAT BOND CONTINGENCY.

YOU BET. THANK YOU FOR ASKING THE QUESTION, MS..

DE AND MR. GWINN. THAT BOND CONTINGENCY CAN COME FROM EITHER OR 2014 OR 2018.

IS THAT CORRECT? YES, MA'AM, THAT IS CORRECT.

OKAY. AND HAVE YOU DESIGNATED WHERE YOU WOULD LIKE TO PULL THAT FROM? TYPICALLY, WE WORK WITH OUR OPERATIONS, SO THE DESIGN AND CONSTRUCTION GROUP AND IDENTIFY WHERE IT WOULD BE MOST.

I DON'T ALMOST SAID BENEFICIAL, BUT THAT'S NOT THE WORD.

LOOK AT HOW THE PROJECTS WERE STRUCTURED IN TERMS OF THE BOND LANGUAGE AND IDENTIFY THIS POT OF FUNDING SAID FOR INSTANCE, AC REPLACEMENT AND REPAIR.

SO THAT WAS IN THE 18 BOND.

THEREFORE, WE'RE USING THAT POT OF FUNDING, BUT WE TRY TO ALIGN OUR MAJOR MAINTENANCE AS CLOSELY AS WE CAN TO THE ORIGINAL INTENT OF THE BONDS.

OKAY. THANK YOU FOR THAT.

SEEING NO MORE DISCUSSION ON ITEM A, LET'S MOVE ON TO ITEM B.

ITEM B REVIEW OF 2120 2122 FINAL BUDGET AMENDMENT.

DO WE HAVE ANY DISCUSSION ON THAT? MRS. HANNAN.

OC SEEING NO ADDITIONAL DISCUSSION.

LET'S MOVE RIGHT ALONG TO SEE, REVIEW AND CONSIDERATION OF THE DISTRICT'S FISCAL AND BUDGETARY STRATEGY.

ANY DISCUSSION ON AGENDA ITEM C? OKAY. NO FURTHER DISCUSSION ON THAT.

TO DE REVIEW AND CONSIDERATION OF THE 2020 223 BUDGETS FOR THE GENERAL FUND, DEBT SERVICE FUND AND CHILD NUTRITION FUND.

WOW. WE'RE GOING. GOOD.

MOVING ON. NO DISCUSSION.

E, PLEASE REVIEW AND CONSIDERATION OF THE GRADE SEVEN DIAGNOSTIC INSTRUMENT WAIVER FOR THE 2020 122 SCHOOL YEAR.

ANY DISCUSSION? FAST TRACKING TO F REVIEW AND CONSIDERATION OF A REVISED INTERLOCAL AGREEMENT BETWEEN FORT BEND ISD, FORT BEND COUNTY AND FORT BEND JUVENILE BOARD FOR THE 2020 223 SCHOOL YEAR.

REGARDING THE EXPOSE EXCELLENCE YOUTH PROGRAM.

DO WE HAVE DISCUSSION? YES, MISS DR.

GILLIAM. THANK YOU, MADAM PRESIDENT.

I DO HAVE A FEW QUESTIONS.

WHO IS THE CONTACT FOR THIS? FOR THE EXPOSED EXCELLENCE YOUTH PROGRAM.

BECAUSE OUR DISTRICT CONTACT.

THANK YOU. I CAN ANSWER THAT, DR.

GILLIAM. THAT WOULD BE THE DEPARTMENT OF STUDENT AFFAIRS, AND I WOULD SERVE AS THE DISTRICT CONTACT, WORKING IN CONJUNCTION WITH THE PROGRAM.

OKAY. AND I DO HAVE A FEW QUESTIONS.

SO AS I'M READING THIS, IT HAS CONSIDERATION AND POSSIBLE APPROVAL OF A REVISED AGREEMENT.

SO WHEN WE'RE LOOKING AT THIS IS OUR GAAP, WHEN WE HAVE THE STUDENTS THAT COME, WHEN THEY'RE COMING OUT, HOW DO WE HELP THEM? TRANSITION BACK INTO, I WOULD SAY, REAL LIFE.

SO AND THIS IS JUST GRADUATION CATCHING UP ON CREDITS.

HOW DO WE DO THAT NOW? SO ARE WE TALKING THAT FOR THE EXPOSE EXCELLENCE OR THE JJ OR THE WELL, IT EXPOSE EXCELLENCE PROGRAM, IT STATES.

ADDITIONALLY, THE CASEWORKERS WILL PROVIDE QUARTERLY REPORTS TO APPRIZE IF VISTA PROGRAM IMPACT AND STUDENT SERVICE.

SO HOW DO WE HOW DO WE KNOW THIS PROGRAM IS SUCCESSFUL? SO UNDER THE PROGRAM, THIS WILL BE OUR FIRST YEAR.

FIRST, LET ME SAY THAT THIS WILL BE OUR FIRST YEAR WORKING WITH THE PROGRAM IN STUDENT AFFAIRS.

THEY'VE ADDED THE DROPOUT PREVENTION ASSISTANCE.

THERE ARE NINE CASEWORKERS THAT WOULD WORK WITH THE COUNTY.

SO ALL JUVENILE, WHETHER THEY'RE AT DAP OR JP, THEY ARE REQUIRED TO HAVE A TRANSITION PLAN THAT GOES BACK WITH THEM TO THEIR HOME CAMPUS. AND SO THROUGH THE HOME CAMPUS, WHAT THE HOPES IS, IF THE CAMPUS IS SEEING THAT THE STUDENT IS HAVING DIFFERENT STRUGGLES OR JUST APATHETIC ABOUT CONTINUING SCHOOL, THEN THE COUNSELORS AND THE SOCIAL WORKERS CAN DO A REFERRAL PROCESS WITH THE PROGRAM.

AND THEN THE CASEWORKERS WILL CONTINUE TO PROVIDE MENTORING SERVICES AND EXTERNAL SERVICES TO HELP THEM CONTINUE TO BE SUCCESSFUL AT SCHOOL.

[00:15:08]

AND SO THROUGH THAT TRANSITION, I KNOW THAT THERE IS CERTAIN THINGS THAT THROUGH THE EXPOSED EXCELLENCE PROGRAM THAT THEY OFFER THEIR THAT. BUT IT'S A PRIVATE I LIKE AN EXTERNAL AFTER HOURS PROGRAM, NOT NECESSARILY THROUGH THE DAY WITH JJ.

JP OKAY. CAN YOU I'M SORRY, I DON'T MEAN TO INTERRUPT YOU.

CAN YOU EXPLAIN THAT AGAIN? SO THE LAST PART THAT YOU JUST SAID YES.

SO THERE THE IN ORDER FOR STUDENTS THAT ARE IN FORT BEND ISD TO PARTICIPATE WITH EXPOSE EXCELLENCE PROGRAM, THERE, THERE IS A REFERRAL PROCESS THAT'S DONE THROUGH THE SCHOOLS AND CAN BE DONE THROUGH THE COUNTY, BUT THERE HAS TO BE PARENT PERMISSION.

SO THE SERVICES THAT ARE PROVIDED ARE HELD AT THE JJ AP, BUT THEREFORE SBIC STUDENTS AS WELL THAT ARE NOT BEING SERVICED AT THE JJ P AND THERE'S A REFERRAL PROCESS.

THE SCHOOL COUNSELORS AND THE SOCIAL WORKERS CAN COMPLETE A LINK FOR ANY STUDENT THAT THEY THINK CAN BENEFIT FROM THESE SERVICES.

AND BUT THE FACILITIES OF THE AND THE PROGRAMING THAT IS HELD IS DONE AT THE JJ AEP FACILITY AND NOT NECESSARILY IN OUR SCHOOLS.

OKAY. WELL.

SO THIS HASN'T BEEN DONE IN THE PAST.

SO THIS IS A NEW PROGRAM.

THEY'VE HAD THE THEY'VE HAD IT BEFORE, BUT IT WAS UNDER THE GUIDANCE OF COLLABORATIVE COMMUNITIES.

AND WE'VE JUST IN STUDENT AFFAIRS PARTNERED WITH EXPOSE EXCELLENCE.

OC SO MY INTEREST IN THIS IS I HAD A CONVERSATION OVER THE WEEKEND ABOUT SUMMER SCHOOL AND OUR STUDENTS IN ALTERNATIVE EDUCATION, FERNDALE. HENRY AND HOW ARE WE MAKING SURE THAT THOSE THAT ARE BEHIND THAT THEY'RE ABLE TO GET TO THE SUMMER SCHOOL LOCATIONS BECAUSE WE ONLY HAVE TO CORRECT AS FAR AS HIGH SCHOOL.

SO AND IF THEY DON'T HAVE THE TRANSPORTATION, POSSIBLY THAT'S AN ISSUE.

BUT HOW ARE WE MAKING SURE THAT THE STUDENTS THAT OKAY, THEY THEY THEY HAD A PROBLEM THEY'RE IN THE ALTERNATIVE SCHOOL.

THEY'RE COMING OUT. THEY'RE ABOUT TO GO BACK TO THEIR HIGH SCHOOL OR THEIR MIDDLE SCHOOL OR WHAT HAVE YOU.

HOW ARE WE MAKING SURE THAT TRANSITION IS? AND I'M THINKING THIS IS ALL PART OF THIS AND I MAY BE ALL OVER THE PLACE.

I'M NOT SURE. SO I THINK THAT'S A VERY SEPARATE ISSUE THAN THEY EXPOSE EXCELLENCE PROGRAM.

WHAT THEY EXPOSE EXCELLENCE PROGRAM DOES IT IT'S AN ADDITIONAL LAYER OF SUPPORT TO JUST ADDRESS THE DETERMINANTS THAT KEEP STUDENTS BEING APATHETIC TO WANT TO GO TO SCHOOL.

OKAY. SO IT'S NOT TIED DIRECTLY TO THE DIEPPE PROGRAM, BUT IT'S AN EXTRA LAYER OF SUPPORT FOR STUDENTS.

OKAY. THE EXTRA LAYER, ANY IDEA HOW MANY STUDENTS WILL ACTUALLY BE A PART OF THIS? WHAT DO WE. SO THE GOAL IS RIGHT NOW, THEY'VE SERVICE 105 STUDENTS ACROSS THE COUNTY.

THEY'RE LOOKING TO INCREASE IT TO 150 BECAUSE THE SERVICES THAT ARE PROVIDED, SUCH AS THEY DO MENTORING SERVICES, JOB SKILLS, CREATIVE WRITING, EXPOSING THEM TO FINE ART, SO THEY'RE TAKING THEM TO FIELD TRIPS.

SO THERE ARE A LOT OF EXTERNAL EXPOSURE THAT THEY GET.

SO THE GOAL IS TO INCREASE IT TO 150 FOR NEXT YEAR AND THEY WILL TRACK THOSE STUDENTS.

IT SOUNDS WONDERFUL.

SO HOW MANY FORTMAN STUDENTS WILL IT ESTIMATE? HOW MANY SEATS DO WE HAVE FOR THAT? 150. OKAY.

100. WE HAVE 150.

YES, THERE ARE NINE CASE MANAGERS, SO THEY HAVE INCREASED.

SO IN THE MLHU IT SAYS THEY CAN SERVICE UP TO 100.

BUT PASTOR SINCERE AND HE IS HERE TO ADDRESS ANY ADDITIONAL QUESTIONS.

BUT THEY HAVE NOW EXPANDED TO 150 STUDENTS.

AND IN THE PAST LAST YEAR THEY'VE BEEN IN THE MARSHALL WILLOW RIDGE FEEDER PATTERN.

SO THE GOAL NOW IS TO EXPAND ALL ACROSS FORT BEND ISD.

OKAY. SORRY.

ALSO TO GIVE A POINT OF CLARIFICATION IS THAT THE COUNTY'S EXPOSE EXCELLENCE PROGRAM IS A YOUTH PROGRAM FOR ALL KIDS, BUT IT'S ALSO A PROGRAM THAT IS ALSO TARGETED FOR AT RISK KIDS THAT ARE NOT ON PROBATION.

THEY HAVE NOT BEEN ADJUDICATED.

IT IS A PREVENTION PROGRAM.

AND SO WE PUT MONEY TOWARDS TRYING TO MAKE SURE THAT KIDS DO NOT GO INTO THE SYSTEM.

AND THAT'S WHAT MY CASE MANAGERS DO.

SO WE ALSO HAVE LIKE OUR SUMMER CAMP THIS YEAR WILL BE AT LANDMARK AND SO IT JUST WON'T BE AT THE JJ AEP SITE.

WE CAN USE ANY COUNTY LOCATION TO THROUGHOUT THE COUNTY TO DO PROGRAMING FOR OUR KIDS.

[00:20:06]

THE OTHER THING IS THAT WE ARE LOOKING TO INCREASE THE FORT BEND COUNTY TO 150 KIDS, BUT THE FORT BEND ISD TO 150 KIDS.

BUT WE'RE LOOKING AT INCREASING TO 250 KIDS THROUGHOUT THE COUNTY.

AND SO WE'VE BEEN RAMPING UP.

I JUST HIRED TWO NEW CASE MANAGERS AND WE STARTED ON THE EAST SIDE OF FORT BEND COUNTY WITH 40 SCHOOLS.

AND WE JUST OPENED UP A NEW OFFICE IN THE RICHMOND ROSENBERG AREA.

AND SOON I'LL BE OPENING UP ANOTHER OFFICE IN THE SUGARLAND AREA.

AND AS WE EXPAND AND AS WE GROW IN HIGHER CASE MANAGERS, WE'RE LOOKING TO EXPAND OUR CAPACITY.

WE'RE PROVIDING COMPREHENSIVE CASE MANAGEMENT FOR KIDS, AS WELL AS MENTORING, FIELD TRIPS, SUMMER CAMP TUTORING, AS WELL AS ALL THE OTHER THINGS THAT CAN SUPPORT AND HELP OUR KIDS.

SO IT'S A FREE PROGRAM TO THE COUNTY, TO FORT BEND ISD OR TO ANY ISD, NO MONEY WHATSOEVER.

AND IT'S A FREE PROGRAM.

ALL OF OUR SERVICES ARE FREE.

IT'S FREE FOR OUR PARENTS.

THANK YOU VERY MUCH. THANK YOU.

I HAVE NO MORE QUESTIONS.

THANK YOU. THANK YOU FOR THAT QUESTION.

DR. QUESTION.

YES, MISS WILLIAMS. SO I'M LIKE, I HAVE FEEDBACK.

OKAY. MY QUESTION IS, IS THE EXPOS EXCELLENT YOUTH PROGRAM, IS THAT PROGRAM THAT THE COUNTY OWNS OR IS THIS A SEPARATE PROGRAM? IT IS A PROGRAM THAT IS A COUNTY INITIATIVE.

IT'S A COUNTY PROGRAM.

100% FUNDED BY THE COUNTY.

WHAT AND I UNDERSTAND THAT.

AND THAT'S ONE OF THE PROBLEMS THAT I HAVE.

I HEAR WHAT YOU ARE SAYING AND WHAT YOU ARE TRYING TO DO.

I'M CONCERNED WITH THE FACT THAT THE COUNTY IS GOING TO HAVE TO BEAR THE BURDEN WHEN THE DISTRICT HAS TITLE ONE FUNDING AND OTHER FUNDING THAT WE SHOULD BE TRYING TO HELP WITH THIS PARTICULAR PROGRAM.

AND I DON'T I'M NOT COMFORTABLE VOTING ON THIS.

IF WE ARE LOOKING AT THIS AS JUST JUST A COUNTY INITIATIVE, BECAUSE WE AS A DISTRICT WILL BENEFIT FROM THE WORKS THAT THE COUNTY IS WILLING TO DO FOR US.

AND TO THINK THAT YOU GUYS ARE ONLY GOING TO BE ABLE TO HELP 150 KIDS WHEN WE KNOW WE HAVE MUCH WE HAVE FAR TOO MANY KIDS WHO ARE GOING INTO THE SYSTEM THAT SHOULDN'T BE THERE.

AND I'M JUST HOPING THAT WHEN WE DO HAVE FURTHER DISCUSSION ABOUT SIGNING THIS CONTRACT WITH THE COUNTY, THAT THE DISTRICT CAN LOOK AT EITHER TITLE ONE FUNDING OR SOME TYPE OF OTHER FUNDING THAT WE CAN HAVE TO ASSIST THE COUNTY, BECAUSE THIS IS NOT A COUNTY BURDEN FOR BUSINESSES.

THEY SHOULD BE BEARING SOME OF THESE EXPENSES.

AND THE SECOND THING I WANTED TO DISCUSS, WE TALK ABOUT THE PROGRAM BEING HELD AT THE JJ A.S.A.P.

WHY ARE WE HOLDING THE PROGRAM AT A JUVENILE FACILITY? MR. PRESIDENT.

MALONEY IF I COULD INTERJECT REAL QUICK.

TRUSTEE WILSON TRUSTEE WILLIAMS SHOULD BE ON A VIDEO CONFERENCE TO PARTICIPATE IN THE MEETING UNDER THE OPEN MEETINGS ACT SO SHE COULD BE PLACED ON THE VIDEO CONFERENCE TO COMPLY WITH THE STATUTE.

YES, SIR. THANK YOU, MR. BRUSH, FOR THAT. MS.. WILLIAMS, CAN YOU PLEASE TURN YOUR VIDEO ON? TO BE IN COMPLIANCE.

IS THAT NOT CORRECT? THE VIDEO APPEARS TO BE WORKING THIS DAY AS REMOTE AS WELL AND WE ARE ABLE TO SEE HER.

SO IF YOU WOULD PLEASE BE IN COMPLIANCE WITH THE OPEN TEXAS OPEN MEETINGS ACT AND TURN YOUR CAMERA ON FOR RECORDING.

WE'D GREATLY APPRECIATE THAT COOPERATION.

I DON'T HAVE MY COMPUTER BECAUSE I WAS TOLD THE DISTRICT ZOOM IS DOWN SO THE DISTRICT ZOOM ACCOUNT IS UP AND IS WHAT I'M HEARING.

YES, MA'AM. THE DISTRICT ZOOM IS IS UP AND TO MY KNOWLEDGE HAS BEEN UP.

IT'S UP AND WORKING.

THANK YOU. WOW.

WELL, I'M GOING TO DISCONTINUE MY LINE OF QUESTIONING BECAUSE I GOT A TEXT MESSAGE BEFORE THIS MEETING EVEN STARTED, AND IT STATED THAT WE WERE HAVING PROBLEMS WITH ZOOM TO CALL IN. SO I'M CALLING IN FROM A CELL PHONE SO I CAN'T TURN ON MY CAMERA.

SO I WOULD HAVE TO JUST TAKE THESE QUESTIONS OFFLINE.

SO THANK YOU. THANK YOU, MS..

WILLIAMS. I APPRECIATE THAT.

AND I'M HAPPY TO ANSWER THE QUESTION THUS FAR, AND I CAN CONTINUE TO ANSWER ANY ADDITIONAL QUESTIONS MISS WILLIAMS MAY HAVE.

I, TOO, AGREE WITH THE STATEMENT THAT WE'D LOVE TO EXPAND THE PROGRAM.

[00:25:02]

AND IN FACT, PASTOR SINCERE AND I HAVE HAD CONVERSATIONS ABOUT THAT AT LENGTH.

BUT AT THIS TIME, THIS THE COUNTY IS ONLY ABLE TO HAVE NINE CASE MANAGERS, WHICH THEY HAVE INCREASED FROM FIVE.

SO THE PROGRAM IS GROWING RAPIDLY EACH YEAR.

AND AS THE PROGRAM GROWS EACH YEAR, THE GOAL IS TO BE ABLE TO SERVICE MORE STUDENTS AND WORK WITH MORE SCHOOLS.

BUT WE CAN'T INUNDATE THEM WITH MORE STUDENTS THAN THEY'RE ABLE TO HANDLE WITH CASE MANAGEMENT.

AND AS FAR AS THE FACILITY, THE REASON THAT THE FACILITIES ARE THERE BECAUSE THE PARENTS ACTUALLY PREFER TO RECEIVE SERVICES WITH THEIR CHILDREN IN A LOCATION THAT IS NOT TYPICALLY AT THEIR CAMPUS.

SO THAT IS WHY THEY HAVE CONVERSATIONS WITH THE CASE MANAGER, BECAUSE MANY TIMES THEY WANT TO HAVE THOSE MENTORING SESSIONS IN PRIVATE AT A LOCATION THAT IS A WAY SO THAT IT DOES KEEP THE CONFIDENTIALITY OF THEIR CHILDREN AND THE SERVICES THAT THEY'RE GETTING.

SO THERE ARE A LOT OF EXTERNAL RESOURCES THAT THE COUNTY CAN OFFER THE FAMILY IN CONJUNCTION WITH WHAT THE DISTRICT CAN OFFER.

AND SO THAT IS WHY THAT IS THE LOCATION OF CHOICE.

I JUST HAVE ONE MORE. SANDRA SMITH WATSON, IF YOU WOULD, JUST ALSO MAYBE THIS IS SOMETHING WE CAN PROVIDE FOR THE BOARD.

I THINK THAT THERE IS A PLETHORA OF SERVICES CONNECTED TO AND SIMILAR TO THIS PARTICULAR PROGRAM, BUT NOT EXACT.

YES. THAT ARE THERE TO SUPPORT YOUTH THAT ARE AT RISK.

WE HAVE DROPOUT CASE MANAGERS, WE HAVE TRUANCY OFFICERS.

WE HAVE PEOPLE ON THE GROUND, COUNSELORS SPECIFICALLY FOR AT RISK STUDENTS.

AND SO I THINK IT WOULD BE EASY WOULD NOT BE DIFFICULT FOR US TO PROVIDE THAT LIST FOR THE BOARD.

SO THEY WOULD SEE THAT THE DISTRICT IS DEFINITELY DOING THE LION'S SHARE OF OF SUPPORT FOR STUDENTS AT RISK.

AND THEN I THINK THIS ALSO FALLS IN WHAT I WILL CALL IT TAKES A VILLAGE, MEANING THAT OUR ENTIRE COMMUNITY TO SUPPORT THE CHILDREN IS WHERE YOU KNOW THAT NOTHING, NOTHING BUT GOOD CAN COME FROM THAT COLLABORATION.

AND SO I COMPLIMENT THE COUNTY AND WE HAVE MANY, MANY ORGANIZATIONS OUT THERE THAT ARE SUPPORTING OUR STUDENTS.

AND SO TO ME, IT'S A POSITIVE.

THANK YOU, DR. BECK.

DR. GILLIAM, YOU HAVE ADDITIONAL QUESTIONS? I JUST HAVE THE COMMENT.

IT IS ABSOLUTELY WONDERFUL.

THANK YOU. THANK YOU. THANK YOU.

MENTORING. IF EVERY HIGH SCHOOL STUDENT HAS THREE MENTORS IN THEIR HIGH SCHOOL CAREER, THEY WILL BE SUCCESSFUL.

THAT IS RESEARCH.

SO I'M EXCITED ABOUT IT.

I SUPPORT IT. I THANK THE COUNTY FOR ASSISTING AND HELPING IN LIGHT OF OUR BUDGET DEFICIT.

I THINK IT'S ABSOLUTELY PHENOMENAL.

THANK YOU. THANK YOU.

AND I'LL COMMENT ON THAT AS WELL AND JUST SAY THANK YOU BECAUSE.

WHEN WE WORK TOGETHER AND COLLABORATE, WE CAN ACCOMPLISH GREATNESS.

AND I KNOW, REVEREND SINCERE WITH YOU DOING EXPOSE FOR EXCELLENCE IN YOUR HEART TO SERVE AND OUT THERE ADVOCATING AND GROWING THIS PROGRAM AND THE COUNTY'S SUPPORT SUPPORTING FORT BEND.

WE GREATLY APPRECIATE IT AND THANK YOU AS WELL, MS..

WATSON, FOR FACILITATING THAT COLLABORATION, BECAUSE ALL OF US ON THIS BOARD HAVE A HEART TO SERVE AND YOU GUYS ARE REALLY GETTING AT THE HEART IN THE ROOT OF IT FOR THESE AT RISK KIDS.

AND IT MEANS A LOT, EVEN IF IT IS ONLY 250 IN THAT GROUP.

AND LIKE DR. WHITBECK SAID, TO 50 THERE TO 50, YOU KNOW, KEEP ADDING THE PROGRAMS ON AND ALL OF THE KIDS IN THE NUMBER OF LIVES TOUCHED AND WHATEVER WE CAN DO TO TOUCH ONE MORE. SO THANK YOU.

ABSOLUTELY. WE HAVE TO START SOMEWHERE AND WE'RE ALWAYS BETTER TOGETHER.

CAN I JUST SAY THIS? JUST KEEP IT.

I HAVE MY CAMERA ON THAT.

SO MAY I FINISH MY LINE OF QUESTIONING, PLEASE? WE'RE ONLY A YEAR IN TWO MONTHS OLD.

SO YES, MISS WILLIAMS, THANK YOU SO MUCH FOR TURNING YOUR CAMERA ON AND COOPERATING WITH THE TEXAS OPENS MEETING ACTS ACT.

WE GREATLY APPRECIATE THAT AND FEEL FREE TO ASK YOUR QUESTION.

OKAY. I WAS I ALSO HEARD THAT THIS PROGRAM WAS AFFILIATED WITH A COLLABORATIVE.

WHAT IS IT CALL THE COLLABORATIVE COMMUNITY? IS THAT NOT CORRECT? SO.

YES. YES, MA'AM.

AND THIS IS ONE OF THE REASONS WHY I'M CONFUSED, BECAUSE I REMEMBER I RECALL EARLIER THIS YEAR, MY NONPROFIT STARTED A GROUP WHERE WE WERE GOING TO GO INTO THE CAMPUSES AND WE WERE GOING TO MENTOR KIDS.

WE WERE AS A MATTER OF FACT, MY PROGRAM WAS THEN PLACED ON THE DISTRICT WEBSITE, STATED THAT IT WAS NEEDED.

SO I WANTED TO KNOW WHY IS IT ALL OF A SUDDEN NEEDED NOW WHEN I, AS A TRUSTEE, ATTEMPTED TO DO THE SAME THING AND IT WASN'T, I WAS TOLD THAT WE DIDN'T NEED IT.

[00:30:01]

MS. WILLIAMS WELL, I CAN'T SPEAK TO THAT, BUT WHAT I CAN SAY IS THAT THIS PROGRAM WAS ALREADY IN EXISTENCE LAST YEAR UNDER COLLABORATIVE COMMUNITIES, BUT EXPOSE EXCELLENCE EXPANDED THEIR PROGRAM TO ADD DROPOUT PREVENTION AND INTERVENTION SERVICES.

AND THE REASON I ASK FOR IT TO PARTNER WITH EXPOSE EXCELLENCE AND PASTOR SINCERE IN THE COUNTY WAS BECAUSE WE HAVE THE STUDENT ATTENDANCE SPECIALIST AND IT WORKED IN TANDEM TOGETHER.

SO IT MADE SENSE TO ADD THAT ADDED LAYER OF SUPPORT FOR STUDENTS SO THE PROBLEM DIDN'T INCREASE.

IT'S WHAT I'M HEARING YOU STATE.

IT'S NOT LIKE THE PROBLEM INCREASE.

THAT'S WHY YOU ADDED HIM.

NOW THE PROBLEM DIDN'T INCREASE.

IT JUST MADE MORE SENSE FOR US TO PARTNER TOGETHER IN STUDENT AFFAIRS WITH THIS PROGRAM, SINCE WE DO A LOT OF THE WORK THAT IS OVERLAPPING SO THAT WE COULD WORK TOGETHER TO ASSIST STUDENTS.

GOT IT. GOT IT. OKAY.

I UNDERSTAND THAT PART OF IT.

OKAY. THANK YOU, MS.. WILLIAMS, FOR THAT QUESTION.

AND SEEING THAT THERE'S NO FURTHER DISCUSSION, WE'RE GOING TO MOVE ON TO ITEM G REVIEW AND CONSIDERATION OF THE MEMORANDUM OF UNDERSTANDING BETWEEN FORT BEND COUNTY JUVENILE PROBATION BOARD, FORT BEND ISD, STAFFORD, MSD AND ALIEF FOR THE JUVENILE JUSTICE ALTERNATIVE EDUCATION PROGRAM.

DO WE HAVE ANY DISCUSSION? SEEING NONE.

WE'RE GOING TO MOVE ON TO ITEM H REVIEW AND CONSIDERATION OF PROPOSED REVISIONS TO POLICY B, B G LOCAL.

DO WE HAVE ANY DISCUSSION? SEEING NO DISCUSSION MOVING RIGHT ALONG TO I REVIEW AND CONSIDERATION OF THE 2020 223 BOARD GOALS.

DO WE HAVE ANY DISCUSSION? I THINK WE HAD PLENTY OF DISCUSSION ON THAT PREVIOUSLY.

SO MOVING FORWARD TO J.

REVIEW AND CONSIDERATION FOR APPROVAL OF THE SUPERINTENDENT EVALUATION INSTRUMENT FOR THE 2020 223 SCHOOL YEAR.

DO WE HAVE ANY DISCUSSION? I WANT TO POINT ONE THING OUT AND I WANT TO CONGRATULATE OUR BOARD AND SAY THANK YOU SO MUCH FOR ALL OF THE PARTNERSHIP, COLLABORATION AND HARD WORK TOGETHER TO.

ACCOMPLISH AND WORKING ALSO WITH YOU, DR.

WHITBECK, THANK YOU FOR YOUR LEADERSHIP WITH THAT.

I'M EXCITED ABOUT IT AND I JUST REALLY APPRECIATE AND I'M LOOKING FORWARD TO THIS SCHOOL YEAR AND SEEING ALL THAT CAN BE DONE.

AND HATS OFF TO ALL OF YOU FOR GETTING THIS DONE AND GETTING GETTING US TO THE FINISH LINE.

THANK YOU SO MUCH. HEY.

HEY. I'M SORRY, CHRISTIAN.

I MISSED SOMETHING.

REVIEW A CONSIDERATION FOR A PROPOSED REVISION OF POLICY.

BBG LOCAL.

MR. BRUSH.

CONSIDERING THE BOARD HAS TAKEN NO ACTION, IT'S WITHIN THE DISCRETION OF THE BOARD TO REVISIT THE ITEM.

OKAY. ALL RIGHT, MRS. WILLIAMS, I'LL HAPPILY GO BACK TO ITEM H REVIEW AND CONSIDERATION OF PROPOSED REVISIONS TO POLICY BG LOCAL.

THANK YOU. PLEASE SHARE YOUR DISCUSSION.

YOU BET. THANK YOU.

OKAY. I AM CONCERNED THAT WITH THIS PARTICULAR POLICY, WE ARE PLACING THE DISCRETION OF THE BOARD PRESIDENT TO DECIDE IF A TRUSTEE IS ALLOWED TO TRAVEL.

I'M SORRY. NOW I'M ON THE PAGE.

OKAY. WE'RE STATING THAT THE THE THE TRUSTEE SHOULD NOTIFY THE BOARD PRESIDENT OF THEIR INABILITY TO TRAVEL OR ATTEND AS SOON AS PRACTICABLE.

IT'S AT THE BOARD PRESIDENT'S DISCRETION WHETHER TO EXCUSE THAT POLICY.

I NEEDED TO KNOW WHY ARE WE ALL OF A SUDDEN AMENDING THIS PARTICULAR POLICY? BECAUSE I BELIEVE WE ARE GIVING WAY TOO MUCH POWER TO THE PRESIDENT OF THE BOARD WHEN WE ALL APPLAUD A PART OF THE CORPORATE.

WHY ARE WE AMENDING THIS POLICY? YOU. MISS MALONE, MAY I SPEAK TO THIS POLICY? YES, MISS HANNON. GO AHEAD.

TRUSTEE WILLIAMS, AS A MEMBER OF THE POLICY COMMITTEE, THIS WORK ON BBG LOCAL BEGAN A FEW MONTHS BACK. AND AS YOU'LL READ IN THE MISSION, OR RATHER THE PHILOSOPHY STATEMENT THAT WASN'T THERE PRIOR TO THIS, THE POLICY COMMITTEE PUT SOME EMPHASIS ON THE FIDUCIARY RESPONSIBILITY OF A BOARD MEMBER AND ESPECIALLY A

[00:35:01]

BOARD MEMBER WHO IS TRAVELING.

AND WHAT WE WERE THE MAIN GOAL OF THIS POLICY WOULD BE JUST TO REALLY GIVE THE SCHOOL DISTRICT ENOUGH TIME TO HOPEFULLY RECOVER FUNDS THAT MIGHT HAVE BEEN ADVANCED FOR A HOTEL, FOR AIRLINE FLIGHTS, THAT SORT OF THING. SO THAT'S WHY IT READS, YOU KNOW, TO GIVE ADVANCE AS PRACTICABLE.

AND IT JUST IT GOES TO IN THIS CASE, IT GOES TO REASON THAT IT IT IT NEEDS TO GO THROUGH THE BOARD PRESIDENT BECAUSE THEN YOU'LL SEE AT THE BOTTOM, IF IF IF IF A BOARD MEMBER DOES DISAGREE WITH THE THE SORT OF STOP THAT GETS PLACED ON THEIR ABILITY TO TRAVEL, THEN IT CAN BE ASKED TO GO TO THE FULL BOARD FOR APPEAL. SO IT'S NOT JUST IN THE HANDS OF THE PRESIDENT AND I UNDERSTAND YOUR CONCERN, BUT THAT IS WHY WE, THE POLICY COMMITTEE, ADDED THE APPEAL SECTION WHERE IT COULD THEN BE APPEALED TO THE FULL BOARD FOR FUTURE FOR BEING REINSTATED, FOR TRAVEL. DOES THAT MAKE SENSE? TRUSTEE WILLIAMS AND THE REASON IT DOESN'T MAKE SENSE TO ME IS BECAUSE WE HAD THIS DISCUSSION DR.

BACK MYSELF AND THE PAST BOARD PRESIDENT AND THE SITUATION AND THE SITUATION CAME ABOUT BECAUSE I WAS NOT ALLOWED TO TRAVEL TO TAKE MY CONTINUING EDUCATION CLASSES BECAUSE THE BOARD AND SOME BOARD MEMBERS HAD A VENDETTA AGAINST ME. SO I'M CONCERNED THAT THREE MONTHS LATER, WE'RE REVISITING THIS POLICY.

TO GIVE THE BOY PRESIDENT POWER WHEN WE ALL KNOW WHAT HAPPENED.

WHEN THE BOARD PRESIDENT DIDN'T HAVE THIS POWER, HOWEVER, HE TOOK IN THIS USE THIS POWER TO RETALIATE AGAINST ME.

AND I'M CONCERNED THAT THE NEXT PRESIDENT NOT SAYING THAT I TRUST HIM ALONE, WOULD ENGAGE IN SOMETHING LIKE THIS.

I NEVER I WOULD NEVER THINK SHE WOULD DO SOMETHING LIKE THIS.

BUT IN THE FUTURE, WE MAY HAVE A BOARD PRESIDENT WHO IS PARTIZAN, WHO IS VINDICTIVE, AND THEY COULD EASILY USE THIS POLICY TO HARM A TRUSTEE, IS WHAT I'M CONCERNED ABOUT.

MS.. WILLIAMS? BURBAGE TRUSTEE WILLIAMS I WANT TO REITERATE THAT I HEAR YOU AND I UNDERSTAND YOUR CONCERN ABOUT ABOUT POWER ON THE BOARD. AND, AND WE WE KNOW THAT THE OPEN MEETINGS ACT REQUIRES THAT OUR, OUR OFFICERS DO NOT MAKE DECISIONS AS A AS A AS A THREESOME.

AND SO THE BOARD PRESIDENT WOULD NOT DO THAT EITHER.

AND AGAIN, I TAKE YOU BACK TO THE LANGUAGE FOR APPEAL.

WE PUT THAT IN THERE SPECIFICALLY SO THAT THAT COULD COME TO THE WHOLE BOARD SO THAT IT'S NOT ONE PERSON MAKING THE YOU KNOW, IT'S NOT AN END ALL BE ALL, BECAUSE THEN IT COMES TO THE FULL BOARD IF THAT TRUSTEE DISAGREES WITH WITH WITH THE SUSPENSION OF TRAVEL. SO SO LET'S SAY IT COMES TO THE FULL BOARD, WE CAN PRETEND THAT WE'RE NOT ALL PARTIZAN, BUT, YOU KNOW, WE'RE HUMAN AND EVERYBODY HAS A CLICK OR TWO.

AND IF YOU WANT TO BE VINDICTIVE AGAINST SOMEONE BASED ON A POLITICAL AFFILIATION.

THIS POLICY IS IT'S RIGHT FOR YOU AND THREE OF YOUR FRIENDS TO GO ROGUE ON A TRUSTEE.

SO MY THING IS, I'M GOING TO VOTE AGAINST IT.

I WOULD HOPE THAT WE'RE NOT EXTENDING POWERS BECAUSE WE ARE A BROAD CORPORATE AND IT SPECIFICALLY STATES IN OUR POLICY THAT NO ONE TRUSTEE CAN ACT.

AND IT APPEARS IF A BOARD PRESIDENT IS DENYING A TRUSTEE TO GO AND OBTAIN THEIR CONTINUING EDUCATION CLASSES, THEY GET ON THE DICE IN LIFE AND STATE THAT THAT TRUSTEE DID COMPLETE THOSE CLASSES.

SO I'M JUST SAYING IT'S VERY VINDICTIVE AND I'M GOING TO TAKE THIS OFFLINE BECAUSE IT'S MORE INTUITIVE.

I DON'T THINK MANY OF YOU KNOW ABOUT IT.

BUT THIS IS JUST THIS IS BAD BUSINESS RIGHT HERE, THIS BOARD POLICY.

THANK YOU, MISS WILLIAMS. A BOARD PRESIDENT POWER.

SO I WANT TO SPEAK TO THIS JUST FOR ONE MOMENT ON TWO POINTS SPECIFICALLY WHICH MS..

HANNAN, YOU ALREADY TOUCHED ON.

BUT I JUST WANT TO BULLET TWO POINTS, I GUESS.

THREE. ONE, THE BOARD IS TO PARTICIPATE IN CONTINUING EDUCATION ON BEHALF OF THE DISTRICT, THUS THE TAXPAYER.

NUMBER ONE, THAT WE ARE HERE TO SERVE THE PUBLIC.

[00:40:05]

AND WE WITH THAT, IF PUBLIC FUNDS ARE EXPENDED ON OUR BEHALF, WE HAVE A FIDUCIARY RESPONSIBILITY, WHETHER WE ARE VOTING ON ITEMS OR WHETHER THE PUBLIC IS FUNDING ANY SORT OF CONTINUING EDUCATION, MEANING WE MUST PARTICIPATE IN SAID FUNDS.

IF WE ARE GOING TO FOREGO PARTICIPATION AT ANY POINT IN TIME, WE SHOULD, IN THE PUBLIC'S INTEREST, MAKE CERTAIN THAT WE GET ANY SORT OF REFUNDS FOR THE PUBLIC'S FUNDS.

WITH THAT SAID, THERE MAY BE EXTENUATING CIRCUMSTANCES AND IN THOSE EXTENUATING CIRCUMSTANCES, IT WOULD THEN GO TO THE PRESIDENT.

IF FOR SOME REASON, WHICH IS SAID IN HERE TO BE REASONABLE AND HOPEFULLY WE ARE ALL REASONABLE, I DO NOT BELIEVE PEOPLE HERE ARE JUST POLITICAL WITH THAT.

AND I THINK ALSO THIS DOCUMENT WOULD LIVE ON WHETHER IT'S US ON THE BOARD OR SOMEONE ELSE AND THEN MOVING FORWARD, THE LAST BULLET IS THE POWER PORTION THAT THERE IS NO POWER BECAUSE WITH A BOARD WE ARE A BODY CORPORATE, AS MS..

WILLIAMS MENTIONED, AND IT TAKES A MAJORITY.

SO IF ONE BOARD MEMBER DID NOT AGREE, THEY COULD GO TO AN APPEAL AND THE BOARD WOULD DECIDE ON BEHALF OF THE SCHOOL DISTRICT.

SO I JUST KIND OF WANTED TO LAY THAT OUT THERE THAT THERE'S NO FUNNY BUSINESS GOING ON.

AND THIS IS TO PROTECT THE DISTRICT'S INTEREST IN IN SUPPORTING THE TRUSTEES.

BUT THANK YOU VERY MUCH FOR THE DISCUSSION.

DISCUSSION IS ALWAYS GREAT, AND IT'S GREAT TO HEAR EVERYONE'S POINTS OF VIEWS.

LET'S MOVE ON, THOUGH, TO.

LET'S SEE. ITEM.

WE WERE MOVING SO FAST BEFORE.

KAY. THANK YOU.

REVIEW POSSIBLE ENDORSEMENT OF A CANDIDATE TO REPRESENT REGION FOUR POSITION G AS A DIRECTOR ON THE TEXAS ASSOCIATION OF SCHOOL BOARD, SCHOOL BOARDS, BOARD OF DIRECTORS.

DO WE HAVE ANY DISCUSSION? MRS. HANNAN.

YES. THANK YOU, MRS. MALONEY.

SO I JUST WANT TO MAKE SURE THAT THE FULL BOARD UNDERSTANDS WHAT THIS POSITION IS, AND I KNOW YOU HAVE IT IN YOUR PACKET.

BUT BECAUSE WE ARE LARGE SCHOOL DISTRICTS, HAS B DESIGNATES IN THEIR BYLAWS THAT 12 LARGE SCHOOL DISTRICTS, BASED ON THEIR AVERAGE DAILY ATTENDANCE, HAVE A SEAT AT THE TABLE ON THE TAS B BOARD.

AND SO WHAT THAT LOOKS LIKE CURRENTLY IS FORMER BOARD MEMBER JIM RICE BEING THE PAST PRESIDENT ALSO IS FULFILLING THE LARGE DISTRICT POSITION FOR FORT BEND ISD.

SO WHAT THIS PARTICULAR NOMINATION WOULD WOULD DO IS THAT THE BOARD WOULD NOMINATE ONE OF OUR MEMBERS TO BE A TO FULFILL THAT POSITION.

AND THAT NOMINATION THEN GOES TO THE BE DELEGATE ASSEMBLY IN SEPTEMBER AND THE BOARD MEMBER WHO IS THE NOMINEE WOULD GO THROUGH THAT PROCESS.

IT'S KIND OF JUST A FORMAL PROCESS WHERE THE ASSEMBLY APPROVES THAT AND THEN THEY WOULD START FULFILLING THE OBLIGATION IN DECEMBER.

AND SO I WOULD I WOULD ACTUALLY LIKE TO THROW MY NAME INTO THE HAT TO BE THE.

TO BE TO BE NOMINATED FOR THIS POSITION.

AND, YOU KNOW, A FEW OF THE REASONS THAT IT'S IMPORTANT TO ME IS BECAUSE, ONE, IT IS THEY DO MEET FOUR TIMES YEARLY PLUS SOME SUBCOMMITTEE OBLIGATIONS THAT YOU MAY HAVE TO DO.

AND THAT'S, YOU KNOW, TRAVELING ON A THURSDAY NIGHT AND RETURNING ON A SATURDAY.

AND I DO HAVE I DO HAVE A VERY FLEXIBLE SCHEDULE.

AND I THINK THAT THAT IS IMPORTANT.

AND I'M INTENSELY I'M SURE MOST OF YOU CAN YOU KNOW, BECAUSE OF MY QUESTIONS, I'M INTENSELY.

PASSIONATE AND CONCERNED ABOUT PUBLIC EDUCATION.

AND AND I THINK THAT REPRESENTING OUR SCHOOL DISTRICT AND THE INTERESTS OF OTHER PUBLIC SCHOOL DISTRICTS, IN LIGHT OF WHAT'S WHAT'S HAPPENING IN CHARTER SCHOOLS AND PUBLIC SCHOOLS, LOSING STUDENTS, I, I REALLY FEEL LIKE.

I WOULD BE A GOOD PERSON TO TO THINK ON TO DO THAT.

I THINK YOU ALL KNOW I HAVE A REAL HEART FOR FOR PUBLIC SCHOOLS, AND I BELIEVE I WOULD REPRESENT OUR DISTRICT WELL.

SO THANK YOU, MS.. MALONE, FOR LETTING ME SHARE THAT INFORMATION.

[00:45:04]

THANK YOU, MS.. HANNAN.

SEEING NO FURTHER DISCUSSION.

I HAVE DISCUSSION. OF COURSE.

YES. MISS WILLIAMS, DO WE NOMINATE? WHAT DOES THE NOMINATION START AT THE NEXT BOARD MEETING? OKAY. SO AND MAYBE THIS IS A QUESTION FOR OUR COUNSEL, BUT IF WE CONTACT A BOARD MEMBER NOW TO SEE IF THEY'RE INTERESTED, WILL WE BE VIOLATING TOMA? IF I WERE TO CALL, LET'S SAY IF I CALL RICK AND SAY, HEY, RICK, WOULD YOU LIKE TO BE ON THE BOARD OR HEY, DAVID, WOULD YOU LIKE TO DO IT? ONE SINGLE BOARD MEMBER CONTACTING ANOTHER DOES NOT CONSTITUTE A QUORUM FOR PURPOSES OF THE OPEN MEETINGS ACT.

THE RISK BECOMES IF BOARD MEMBERS CONTACT A BOARD MEMBER WHO THEN CONTACTS ANOTHER BOARD MEMBER, AND THEN IF THAT STITCHES TOGETHER MORE THAN A QUORUM OF THE BOARD, THERE'S POTENTIALLY AN OPEN MEETINGS ACT VIOLATION, BUT A SINGLE BOARD MEMBER CONTACTING A SINGLE OTHER BOARD MEMBER STANDING ALONE DOES NOT PRESENT AN OPEN MEETINGS ACT ISSUE, BUT IT DOES REQUIRE CAUTION TO ENSURE THAT COMMUNICATIONS AREN'T FORWARDED ALONG.

OKAY. THANK YOU.

THANK YOU, MS.. WILLIAMS, FOR YOUR COMMENTS.

AND THANK YOU, MR. RUSH.

MOVING ON TO ITEM L REVIEW AND CONSIDERATION OF PREVIOUS MEETING MINUTES.

DO WE HAVE ANY DISCUSSION? MS.. WILLIAMS OR MS..

STAY. ANY DISCUSSION? NO. OH, YES, MISS HANNON.

MALONE, I JUST HAVE A COMMENT.

BECAUSE WHEN WE VOTE ON THIS NEXT WEEK, WE ARE ON THE BOARD MINUTES ITEM.

IS THAT CORRECT? AND I MAY BE READING IT WRONG, BUT I THINK THE SPECIAL CALLED MEETING MINUTES APPEAR TWICE FROM FEBRUARY TO SEVENTH, AND I THINK WE NEED THE AGENDA REVIEW MINUTES ADDED.

SO IF YOU GUYS WOULDN'T MIND TAKING A LOOK, I THINK WE HAVE SOME DUPLICATES AND WE NEED THE REGULAR AGENDA REVIEW MINUTES IN THERE. OKAY.

THANK YOU, DR. WHITBECK, CAN YOU PLEASE.

THANK YOU. OKAY.

ALL RIGHT. THANK YOU VERY MUCH.

MOVING ON TO ITEM IN REVIEW AND CONSIDERATION OF APPROVAL OF THE DELEGATION OF AUTHORITY TO THE SUPERINTENDENT TO APPOINT AND APPROVE EMPLOYMENT CONTRACTS TO THE END OF AUGUST 15, 2022. DO WE HAVE ANY DISCUSSION? MS.. WILLIAMS, DO YOU HAVE ANY DISCUSSION? NO. OKAY.

MOVING ON TO ITEM IN REVIEW PURCHASES EXCEEDING $50,000 SPECIFICALLY FOR AND NOW WE'LL START WITH ITEM ONE REVIEW AND CONSIDERATION OF PROJECT BUDGET AND CONSTRUCTION SERVICES AGREEMENT FOR EXTERIOR LED LIGHTING.

DO WE HAVE ANY DISCUSSION? SEEING NUNN MOVE ON TO ITEM TWO REVIEW AND CONSIDERATION FOR THE PURCHASE OF THE LEARNING MANAGEMENT SYSTEM PSYCHOLOGY.

DO WE HAVE ANY DISCUSSION? MR. HAMILTON? NO.

OC SEEING NONE.

ITEM THREE REVIEWING CONSIDERATION OF THE PURCHASE OF INSTRUCTIONAL MATERIALS.

DO WE HAVE ANY DISCUSSION? YES. YEAH, I'VE GOT.

YES, MR. HAMILTON. SO I JUST I STATED THIS IN AN EMAIL, BUT JUST WANTED TO SHARE A COMMENT PUBLICLY.

SO EACH OF THE SEVEN TRUSTEES IN OUR OATH TO OFFICE, WE SWORE TO UPHOLD AND PROTECT AND DEFEND THE CONSTITUTION.

AND SO I JUST WANT TO STATE AND HOPEFULLY THERE'S NO NO DISAGREEMENT WITH THIS, THAT WE SHOULD NOT HAVE ANY INSTRUCTIONAL MATERIALS THAT UNDERMINE OR OTHERWISE DISPARAGE THE CONSTITUTION.

AND THAT COMMENTS JUST BASED ON SEVERAL YEARS AGO, I THINK IT WAS 2015, I PARTICIPATED IN THE TEXTBOOK REVIEW AND THERE WAS SOME INFORMATION IN ONE OF OUR US HISTORY TEXTBOOKS THAT WAS DISPARAGING OF THE OF THE CONSTITUTION.

AND SO I JUST WANTED TO COMMUNICATE THAT WE NEED TO MAKE SURE THAT THE SEVEN OF US ARE LIVING OR ARE ACTING IN ACCORDANCE WITH THAT OATH, OATH TO OFFICE THAT WE ALL TOOK. THANK YOU, MR. HAMILTON. MR. GARCIA. I HAVE SOME QUESTIONS ABOUT THE INSTRUCTIONAL RESOURCES ON HERE, WHERE IT'S GOT THE ASTERISKS AND IT SHOWS ON THE NEXT PAGE PREVIOUSLY AWARDED A CONTRACT OF THE SAME SCOPE.

BUT I WAS TRYING TO GO BACK AND FIND MENTIONS OF WHAT THAT SCOPE IS FOR THE ONES THAT AREN'T.

HAVEN'T BEEN PREVIOUSLY APPROVED.

SO THE ASTERISKS OR IF THEY HAVE BEEN PREVIOUSLY APPROVED, THE NON ASTERISKS.

[00:50:01]

ARE THERE A NEW VENDOR FOR THE SCOPE? AND IS IS THERE SOME INFORMATION REGARDING WHAT THE FULL SCOPE OF THAT CURRICULUM IS? SO I'M GOING TO ASK MELISSA HUBBARD TO COME UP.

AND I WILL TELL YOU THAT IF YOU LOOK ON THE TABULATION PAGES, THAT WILL TELL YOU THE CONTENT AREA.

SO EACH OF THE INSTRUCTIONAL MATERIALS, THERE'S A SEPARATE PAGE FOR EACH CONTENT AREA.

YOU'LL NOTICE THAT THE FIRST ONE ON PAGE 100 IS FOR THE ACCELERATED INSTRUCTION.

AND THEN AS YOU FLIP THROUGH, YOU CAN SEE EACH CONTENT AREA.

SO YOU CAN BE ABLE TO TIE BACK THE RESOURCE TO THE SPECIFIC AREA OF INSTRUCTION.

AND THEN MELISSA CAN PROVIDE A LITTLE BIT MORE SPECIFICITY AS WELL.

SO JUST AS MS..

MARTINEZ HAD MENTIONED IN THE TABULATION PIECES, YOU CAN SEE THE THE VENDOR AND WHICH CONTENT AREA IT WAS EVALUATED UNDER. WHEN WE EVALUATE THE CONTENT, WE ARE USING A RUBRIC THAT'S SPECIFIC TO EACH CONTENT AREA IN WHICH WE EVALUATE THOSE RESOURCES.

WE'RE LOOKING AT ALIGNMENT TO THE PEAKS, WHICH IS THE STANDARDS THAT WE ARE SUPPOSED TO TEACH FROM THE STATE.

WE LOOK AT ALIGNMENT TO OUR INSTRUCTIONAL MODEL AND DOES IT SUPPORT THOSE BEST PRACTICES OF INSTRUCTION FOR THAT SPECIFIC CONTENT AREA.

SO WE UTILIZE THOSE TOOLS WHILE WE'RE LOOKING AT THE SAMPLES THAT HAVE BEEN PROVIDED BY THE VENDOR.

AND THEN ONCE THE SCORE IS TABULATED, AS MS..

MARTINEZ MENTIONED, ANYTHING THAT HAD A 70 OR HIGHER AND IF YOU HAVE COLOR ON YOUR BOARD BOOK, IT WOULD BE HIGHLIGHTED IN YELLOW.

THOSE WOULD BE THE VENDORS THAT FALL INTO THE CATEGORY FOR THE CONTENT AREA.

I WOULD LIKE TO ADD AS WELL FOR THOSE VENDORS THAT DID MAKE THE 70 OR ABOVE THE SCOPE OF WORK FOR THE 2223 SCHOOL YEAR WOULD BE IN THE WORKS AND PLANNED.

AND WE WOULD WE WOULD MANAGE THE USE OF THOSE RESOURCES THROUGH CONTRACTS WITH THE PARTICULAR VENDORS, WHICH WOULD INCLUDE OR EXCLUDE SPECIFIC USES OF THE INSTRUCTIONAL MATERIAL.

AND IT'S SIMILAR TO THE NEXT AGENDA ITEM YOU'LL SEE WITH THE PROCUREMENT OF OUR CONSULTING OR PROFESSIONAL CONSULTING SERVICES IN THAT THROUGH PROCUREMENT LAW.

AND I'M GIVING THE NOD TO BRENDA ISSENBERG IN CASE SHE NEEDS TO PROVIDE A SPECIFICITY OR LINE ME OUT THAT WE ARE BOUND BY THAT PROCUREMENT LAW FOR ANY VENDOR THAT MEETS THE QUALIFICATIONS SET FORTH IN THE CRITERIA THAT WE'RE LOOKING AT, THAT THAT IS BROUGHT BEFORE THE BOARD FOR CONSIDERATION.

AND THEN WE MANAGE THE USE OF THOSE INSTRUCTIONAL MATERIALS THAT ARE APPROVED BY THE BOARD THROUGH THAT CONTRACTING PRACTICE, THAT NEXT STEP.

AND AS AS YOU KNOW, THERE ARE QUITE A NUMBER OF VENDORS LISTED HERE BECAUSE THIS IS FOR THE FIVE YEARS OUT.

OKAY. THANK YOU. WELL, I WAS LOOKING ON HERE, AND I NOTICED SILVER'S LEARNING COMPANY.

IT DIDN'T HAVE ASTERISKS, BUT I THOUGHT THAT THAT WAS A PROVIDER OF ONE OF OUR TEXTBOOKS.

SO THAT WAS ONE OF THE REASONS WHY I HAD THE QUESTION, WHY IT WAS A DIFFERENT SCOPE OR SOMETHING I WASN'T SEEING JUST BECAUSE I DIDN'T NOTICE THAT IT HAD THE ASTERISKS AS BEING PREVIOUSLY APPROVED.

BUT THANK YOU.

THANK YOU FOR YOUR COMMENTS.

OKAY. THANK YOU, MR. GARCIA.

MS.. DR.

GILLIAM. YES.

MY QUESTION, MR. HAMILTON. I NEED TO.

I HEARD YOU SAID YOU WANTED SEVEN PEOPLE TO THE SEVEN.

I DIDN'T UNDERSTAND.

I DIDN'T. I REALLY DIDN'T UNDERSTAND YOUR REQUEST.

YEAH, SORRY. SO THE SEVEN OF US EACH TOOK THE SAME OATH OF OFFICE, RIGHT? AND SO I JUST THINK JUST FUNDAMENTALLY, THE DISTRICT IN OUR.

IN ALL OF OUR INSTRUCTIONAL MATERIALS, THEY SHOULD NOT BE DOING ANYTHING THAT GOES AGAINST THE OATH OF OFFICE THAT WE TOOK.

AND SO I WOULD JUST SAY THAT THERE'S A TEXTBOOK THAT HAD A QUOTE FROM FORMER PRESIDENT WOODROW WILSON THAT WAS SOMETHING TO THE EFFECT OF THE CONSTITUTION WAS NEVER MEANT TO BE A STRAITJACKET.

AND I THINK OF ALL THE QUOTES THAT WE COULD THAT WE COULD FIND IN OUR NATION'S HISTORY ABOUT THE CONSTITUTION, THAT WOULD NOT BE ANYWHERE NEAR THE TOP OF THE LIST OF THE BEST ONES. AND IT WAS THAT WAS KIND OF THE ONLY MAJOR QUOTE IN THAT TEXTBOOK.

AND AND I THINK IT'S IT'S JUST KIND OF SETTING THE EXPECTATION THAT WE'RE NOT EXPECTED TO ABIDE BY THE CONSTITUTION.

AND SO WE EACH TOOK THAT OATH TO UPHOLD AND DEFEND THE CONSTITUTION.

SO I THINK WE SHOULD MAKE SURE THAT WE'RE DOING THAT BY BY MAKING IT CLEAR THAT THE THAT THE INSTRUCTIONAL MATERIALS SHOULD REFLECT THAT WE SUPPORT AND DEFEND THE CONSTITUTION.

DR. BECK, CAN YOU HELP ME? I DON'T UNDERSTAND.

I DON'T UNDERSTAND.

AND WE'RE TALKING ABOUT BOOKS.

I DON'T UNDERSTAND.

I THINK WE'RE GOING TO BE MEETING OVER MISSION AND VISION AND DOING ADDITIONAL BOARD TRAINING TOGETHER, AND I THINK WE'LL BE ABLE TO GET SOME CLARITY AROUND THE TABLE AT THAT

[00:55:03]

POINT IN TIME. THANK YOU, MR. HAMILTON. AND THANK YOU, DR.

GILLIAM. MRS. DAY. WHERE DID SHE GO? I SAW SHE HAD A QUESTION.

OKAY. IF MRS. DAY GETS BACK ON LINE WHEN SHE GETS BACK, WE'LL LET HER ADDRESS HER QUESTIONS AS WELL.

MOVING ON TO ITEM NUMBER FOUR REVIEW AND CONSIDERATION OF THE PURCHASE OF PROFESSIONAL DEVELOPMENT CONSULTING SERVICES.

DO WE HAVE ANY DISCUSSION? YES, SIR. GILLIAM. OKAY.

MR. HAMILTON YEAH.

SO THIS THIS KIND OF GOES FOR BOTH OF THESE.

SO THERE ARE TWO COLUMNS THAT SO ONE KIND OF, I GUESS, HAS TO DO WITH THE GENERAL REPUTATION OF THE VENDOR.

AND THEN THERE'S ANOTHER COLUMN THAT HAS VENDOR'S PAST RELATIONSHIP WITH THE DISTRICT, AND THERE ARE SEVERAL VENDORS THAT HAVE EXTREMELY LOW SCORES THERE.

AND I THINK AS A GENERAL RULE, IT'S PROBABLY FINE THAT EACH OF THOSE COLUMNS ONLY COUNT FIVE POINTS.

BUT IT SEEMS LIKE THERE MIGHT BE CAUSE FOR EXTREMELY LOW SCORES TO WARRANT, MAYBE POSSIBLY DISQUALIFICATION.

SO LIKE THERE'S ONE, FOR EXAMPLE, SUMMIT K12 HOLDINGS HAS A 0.5 OUT OF FIVE ON REPUTATION SCORE, AND YET THEY HAVE AN 89.35 OVERALL SCORE.

AND SO I'M JUST WONDERING IF SOMEBODY COULD SPEAK TO WHAT PAGE ARE YOU ON THAT IS ON PAGE 100.

MR. HAMILTON. I CAN PROVIDE YOU WITH THE FORMULAS THAT WE USE THAT WILL HELP EXPLAIN THAT A LITTLE BIT BETTER, IF THAT WOULD BE OKAY THROUGH DOCTOR.

SURE. SURE.

BUT CAN YOU CAN YOU JUST KIND OF GENERALLY SPEAK TO THE REPUTATION IS ACTUALLY THE REFERENCE FORMS THAT WE SEND OUT AND THE REFERENCES GIVE A SCORE TO THOSE VENDORS.

AND WE HAVE A FORMULA THAT AVERAGES THAT OUT.

RIGHT AND PRODUCES THAT FIVE POINTS, SO SCALES DOWN.

SO GENERALLY, I WOULD SAY JUST GOING THROUGH.

SO THERE ARE A LOT OF ANSWERS HERE.

SO. SO GENERALLY IT SEEMED LIKE ONE OR ONLY ONE OR THE OTHER HAD A LOW SCORE, EITHER THE GENERAL REPUTATION OR OUR EXPERIENCE WITH THE VENDOR.

BUT IF, I GUESS, IS THERE A DISQUALIFICATION WITHIN THAT IF BOTH OF THOSE ARE LOW? POSSIBLY. BRENDA, IF I IF I MAY, IF YOU CAN ALSO EXPLAIN TO WITH THAT, PARTICULARLY ON THE REPUTATION OF THE VENDOR, IT IS DEPENDENT ON THE REFERENCES RESPONDING BACK.

SO BRENDA, IF YOU CAN CLARIFY ON THAT POINT.

RIGHT. SO THE FORMULA FOR THE REFERENCES DEPENDS ON HOW MANY WE RECEIVE BACK.

SO YOU DON'T GET THE MAXIMUM SCORE IF YOUR PEOPLE DON'T RESPOND WELL.

SO WE START DEDUCTING POINTS.

AND THAT'S THAT FORMULA THAT I CAN I CAN PROVIDE TO YOU BECAUSE IT'S ONLY FIVE POINTS.

I DON'T THINK THAT ANYONE WOULD EVER BE DISQUALIFIED BASED ON THAT REFERENCE SCORE.

RIGHT. OKAY. OKAY.

THANK YOU. THANK YOU.

MR. HAMILTON, DID WE HAVE ANY OTHER QUESTIONS REGARDING THAT? ITEM NUMBER FOUR.

SEEING NONE. WE'LL MOVE ALONG, BUT ACTUALLY.

OKAY. SHE CAME BACK AND DISAPPEARED AGAIN.

ALL RIGHT. SO LET'S MOVE ON TO ITEM NUMBER FIVE REVIEW AND CONSIDERATION OF THE PURCHASE OF GENERAL GROCERY AND NON-FOOD ITEMS. DO WE HAVE ANY DISCUSSION? SEEING NONE.

ITEM SIX REVIEW AND CONSIDERATION OF THE PURCHASE OF BREAD AND BREAD RELATED ITEMS. DO WE HAVE ANY DISCUSSION? I HAVE A QUESTION SINCE SEEING NONE.

MY QUESTION IS RELATED TO THIS.

THIS PURCHASE PURCHASE, ARE WE CONSIDERING THE INCREASES OF PRICES THAT ARE TO COME, CONSIDERING WHAT'S GOING ON WITH UKRAINE THAT HAVE WE FACTORED THAT IN TO PLAY? INTO THE BUDGET. WHAT I'M SAYING IS THAT WE'RE IN THE ESTIMATED COST.

IS THAT FACTORED IN BECAUSE THERE IS ANTICIPATED SIGNIFICANT INCREASE IN COST FOR THAT ITEM SPECIFICALLY.

YES, BUT WE. BUSH.

WHAT DO.

WE JUST RECEIVED. OH, SORRY.

NEVER DONE THIS BEFORE.

JUST RECEIVED OUR NEWEST PRICING ON THE NEW BID THAT WAS JUST APPROVED BY THE SPA CO-OP, OR WE'RE MEMBERS OF.

AND WE HAVE SEEN A LITTLE BIT MORE INCREASE THAN I THINK EVEN WE ANTICIPATED, BASED ON, AS YOU MENTIONED, SOME OF THE SUPPLY CHAIN ISSUES, DIESEL FUEL, I THINK BEING THE BIGGEST COST OF THE TRANSPORTING.

[01:00:02]

THE BREAD PRICES SEEM TO BE SOMEWHAT STABLE.

THERE'S ONLY ONE PLAYER IN THE HOUSTON AREA AND THAT'S KERR'S BREAD.

SO IF THEY DECIDE NOT TO SUPPLY BREAD, WE WOULD BE GOING TO A COMPLETELY FROZEN PRODUCT FOR ALL BREAD LOAF, BREAD SANDWICH, EVERYTHING. SO AS OF RIGHT NOW, WE THINK OUR BREAD ESTIMATES ARE ARE GOOD BECAUSE THE BID IS FOR A FIVE YEAR OR UP TO FIVE YEARS AND THE PRICING IS LOCKED IN OR IS THERE A VARIABLE COMPONENT TO IT? PRICING FOR THOSE ITEMS ARE LOCKED IN.

SO PRODUCE WOULD CHANGE BASED ON THE COMMODITY MARKET, BUT BREAD AND GROCERIES ARE LOCKED IN UNLESS WE GO OUT AND DO A REBID.

IF WE SEE FUEL PRICES COME DOWN, THEN OTHER PRICES MIGHT DROP WITH IT.

WELL, I THINK THAT'S GREAT THAT IT'S LOCKED IN BECAUSE THEN YOU CAN BUDGET ACCORDINGLY.

THANK YOU SO MUCH. I REALLY APPRECIATE THAT.

ALL RIGHT. MOVING ON, I JUST WANTED TO SEE IF MS..

STAYS BACK. OC NUMBER SEVEN REVIEW AND CONSIDERATION OF THE PURCHASE OF PRODUCE FROM BROTHERS PRODUCE.

DO WE HAVE ANY DISCUSSION? AND SEEING NONE.

WE'LL MOVE ON TO ITEM EIGHT REVIEW AND CONSIDERATION OF APPROVAL TO INCREASE THE EXISTING NETWORK ACCESS MANAGEMENT SYSTEM CONTRACT.

MR. GARCIA.

IS THIS THE THE WIRELESS HOTSPOTS THAT WERE GIVEN OUT? THIS IS THE ACCESS TO SO THAT DEVICES CAN LOG ON TO A WIRELESS SYSTEMS AND WE NEED THIS CLEAR PASS.

OKAY. SO.

AND IT'S YOU NEED LICENSES TO GO WITH THE INDIVIDUAL DEVICES, EACH ONE OF THEM.

OKAY. THANK YOU. THAT'S ALL I.

OKAY. ANY OTHER DISCUSSION? SEEING NONE THAT THAT SUMS UP THE BID ITEMS. THANK YOU VERY MUCH, EVERYONE.

[4. Public Comments on Agenda Items.]

MOVING ON TO ITEM NUMBER FOUR, PUBLIC COMMENTS ON AGENDA ITEMS. AT THIS TIME, I'D LIKE TO INVITE THE PUBLIC TO SPEAK IF THEY'D LIKE TO DO SO.

THOSE THAT HAD SUBMITTED THE BOARD ENCOURAGES AND WELCOMES COMMENTS AND INPUT FROM OUR PATRONS.

PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES AND PLEASE REFRAIN FROM MENTIONING A STUDENT OR EMPLOYEE NAME WHEN VOICING A CONCERN OR COMPLAINT.

AS BOARD POLICY PROVIDES ALTERNATIVE PROCEDURES THROUGH THE GRIEVANCE PROCESS POLICIES GF LOCAL OR GBA LOCAL.

TO SEEK RESOLUTION TO COMPLAINTS.

EACH SPEAKER WILL HAVE 3 MINUTES TO MAKE THEIR COMMENTS ONCE THE SPEAKER STARTS THEIR COMMENTS.

THE BOARD SECRETARY, DR.

SHIRLEY ROSE GILLIAM, WILL ANNOUNCE WHEN THEY HAVE 30 SECONDS REMAINING ONCE, ONCE THE THREE MINUTE TIME LIMIT HAS EXPIRED.

AND WHETHER THE SPEAKER HAS CONCLUDED THEIR COMMENTS, DR.

SHIRLEY ROSE GILLIAM WILL ANNOUNCE THAT THE SPEAKER'S TIME HAS ELAPSED.

I THEN ASK THAT YOU RETURN TO YOUR SEAT SO THAT THE NEXT SPEAKER MAY HAVE THEIR 3 MINUTES TO ADDRESS THE BOARD.

AND WE HAVE FIVE SPEAKERS TONIGHT.

AND THE FIRST ONE I'D LIKE TO WELCOME IS DONNELL JONES.

OKAY. WE'RE READY.

OKAY. MY NAME IS DANIELLE JONES.

I'M A 26 YEAR VETERAN TEACHER BEFORE BEING ID'D.

AND I WANT TO SPEAK ON MORALE OF THE FOUR TEACHERS AND THE TEACHER PAY RAISE.

WHAT I WANT TO DO IS I WANT TO READ FROM THIS SCOOP FROM THE SUPERINTENDENT ON JANUARY 13TH, 2022.

AND I WANT TO READ THAT BECAUSE WHEN I READ THAT IN SCHOOL, WHEN SHE SENT IT TO US, I WAS REALLY EXCITED ABOUT IT.

AND IT SAYS ONE OF THE FIRST THINGS I NOTICED WHEN I BECAME SUPERINTENDENT AGAIN VISITING CAMPUSES IS AN EXTRAORDINARY DEDICATION AND COMMITMENT TO A FORT BEND ISD TEACHERS TO THE WELL-BEING AND THE SUCCESS OF OUR STUDENTS.

AND WE ALL KNOW THE PANDEMIC HAS TAKEN A TOLL ON EDUCATORS IN EVERY CORNER OF THE GLOBE AND IN MANY CASES IMPACTED THE MORALE OF TEACHERS.

I WANT TO ADDRESS THIS ISSUE HERE IN FORT BEND HISTORY BY FIRST DOING THE MOST IMPORTANT THING I BELIEVE LEADERS CAN DO.

THAT'S THE LESSON.

THEN SHE WENT ON TO SAY, TO THAT END, THIS, THIS THIS WEEK, THE DISTRICT WILL LAUNCH A THOUGHT AND EXCHANGE SURVEY TO GATHER INPUT FROM TEACHERS ON THEIR CURRENT WORKING CONDITIONS AND HOW THE DISTRICT CAN BETTER SUPPORT THEM.

WE WILL ALSO CONDUCT FOCUS GROUP WITH TEACHERS AND WE WILL USE THE FEEDBACK TO DETERMINE KEY ACTIONS AND COMMUNICATE NEXT STEPS.

SHE ALSO SAID, I'M COMMITTED TO REFINING THE CLIMATE, CULTURE AND MORALE IN THE DISTRICT SO THAT WE CAN RETAIN AND RECRUIT THE BEST AND THE

[01:05:09]

BRIGHTEST EDUCATORS.

TEACHERS ARE TRULY THE BACKBONE OF THE DISTRICT.

OUR CHILDREN DESERVE NOTHING, NOTHING LESS.

I WAS REALLY, REALLY EXCITED ABOUT THAT WHEN I READ THAT.

AND BUT.

WHEN I. WHAT FATHER WAS I COULDN'T EVER FIND.

THE. I KEPT LOOKING FOR THE PAY RAISES AND LATER ON, IN THE END, I WAS WANTING TO MYSELF. IF YOU GIVE THE TEACHER A 2% RAISE.

WHERE IS THAT? THE COMMITMENT FOR A TEACHER WITH A 2% RAISE? THAT'S NOT GOING TO BE THE BETRAYAL OF A TEACHER WITH A 2% RAISE WHEN ALL THE OTHER SURROUNDING DISTRICTS ARE GIVING 5 TO 6, SEVEN, 6.5, 7%, AND YOU'RE GIVING A TEACHER 2% RAISE.

IT'S NOT GOING TO BE THE MORALE OF MANY TEACHERS.

AND ALSO THERE'S NO RETENTION BONUS.

WE WORKED THROUGH THE PANDEMIC WITH NO BONUS.

30 SECONDS.

OKAY. I JUST DON'T THINK THAT THAT'S GOING TO BE SOMETHING THAT'S GOING TO RAISE THE MORALE OF TEACHERS.

AND ALSO, I JUST I WROTE DOWN A GOOD EXAMPLE OF A OF A SURROUNDING DISTRICT THAT HAS A GOOD PLAN.

YOU MIGHT WANT TO LOOK AT THE SPRING AS THE PLAN.

THANK YOU. ALSO, IF I GOT ONE MORE SECOND, WHEN I WENT TO CHURCH AND ONE OF THE PEOPLE IN MY CHURCH STATED THAT YOU WANT TO.

OKAY. SORRY.

ALL RIGHT. THANK YOU. THANK YOU, MR. JONES. ALL RIGHT.

OUR NEXT SPEAKER IS.

I. RYANAIR.

RYANAIR. YEAH.

OKAY. THANK YOU.

ALL RIGHT. NEXT SPEECH SPEAKER IS MICHELLE MENIN.

THANK YOU FOR LETTING ME ADDRESS YOU TONIGHT.

MY NAME IS MICHELLE MENIN AND I AM A SPECIAL EDUCATION TEACHER.

FRIDAY, THE DISTRICT ADDRESSED ISSUES MADE DURING THE PRESS CONFERENCE IN AN ARTICLE OF THE COMMUNITY IMPACT NEWSPAPER.

THE ARTICLE STATES THE DISTRICT HAS SO FAR INSTALLED 364 SECURITY CAMERAS AND SPECIAL EDUCATION CLASSROOMS THROUGHOUT FORT BEND ISD.

THE COMMUNITY IS CURRENTLY UNEASY ABOUT GUNS ON CAMPUS SHOOTINGS AND MORE RECENTLY, UVALDE.

I WOULD LIKE TO KNOW HOW THE DISTRICT BELIEVES THESE CAMERAS WILL KEEP US SAFE, BECAUSE I KNOW THE CAMERA IN MY ROOM WAS REQUESTED BY A PARENT AND IT CAN BE CHECKED AT ANY TIME TO SEE IF ANYTHING NEFARIOUS WAS GOING ON IN THE CLASSROOM.

THAT'S NOT KEEPING ME SAFE IF I HAVE SOMETHING CRAZY EITHER GOING ON WITH THE WEATHER OR A MASS SHOOTING.

SO I WOULD LIKE MORE EXPLANATION ON THAT BECAUSE I DON'T WANT THE COMMUNITY TO HAVE A FALSE SENSE OF SECURITY THINKING THAT THESE CAMERAS ARE SUPPOSED TO ACTUALLY KEEP US SAFE WHEN THEY'RE NOT KEEPING US SAFE THERE FOR A DIFFERENT PURPOSE.

RIGHT NOW I'M THINKING ABOUT GUNS.

MY SON HAD A GUN ON HIS CAMPUS THIS YEAR.

MY CAMPUS HAD A SHOOTING OUTSIDE WHERE OUR STAFF MEMBERS CAME WITHIN AN INCH OF A BULLET.

THIS IS WHAT THE COMMUNITY IS THINKING ABOUT.

YOU KNOW, BUT I ASKED HIM THE OTHER DAY.

YOU HAVE TO REMEMBER, HE'S HE'S 17 YEARS OLD.

I ASKED HIM, I SAID, WHAT WOULD YOU DO IF YOU HEARD SHOOTING IN SCHOOL? HE SAID, RUN FOR THE NEAREST EXIT.

I WAS LIKE, OH, LORD, ALL I COULD SEE WAS HAVING TO BUY A COFFIN.

YOU KNOW, SO THAT'S NOT THAT'S NOT A GOOD ANSWER.

THAT MEANS THAT SOMETHING DIDN'T GO RIGHT ON THAT CAMPUS.

WE'RE NOT TEACHING SECURITY AND SAFETY FOR THESE KIDS.

WE NEED OUR IN CLASS.

WE HAVE A CHEAT SHEET THAT TELLS US A BASIC THING WHAT TO DO FOR A DRILL OR DISASTER.

WE MOVE AROUND FROM CAMPUS TO CAMPUS, CLASS TO CLASS EACH YEAR.

THAT MEANS WHATEVER YOU'RE GOING TO DO IN THOSE SITUATIONS MOST LIKELY WILL BE JUST SLIGHTLY DIFFERENT.

SO I BELIEVE THAT WE NEED TO MAKE SURE THAT TEACHERS AND STAFF HAVE TIME TO BE ALLOWED TO ANALYZE THEIR SITUATIONS IN THEIR BUILDINGS SO THAT EVERYONE KNOWS WHERE, WHERE TO GO, WHAT TO DO IN THOSE SITUATIONS, SO THAT WE CAN HAVE A LESSON WITH OUR

[01:10:06]

STUDENTS, SO THAT THEY CAN ASK QUESTIONS AND GIVE OFF, YOU KNOW, WHAT ARE THEIR TROUBLESOME WORRIES ABOUT THESE THINGS SO THAT WE CAN HAVE THEM FEEL SAFE, SO THAT WHEN WE ARE HAVING DRILLS, PEOPLE ARE ACTUALLY BEING SERIOUS BECAUSE THEY'RE NOT.

THANK YOU SO MUCH.

THANK YOU, MS.. MENIN.

AND NEXT, WE HAVE MICHAEL ESHELMAN.

JUST A GREAT, GREAT. OH, THERE WE GO.

EVERYBODY'S CONCERNED ABOUT THE GRID.

MADAM PRESIDENT, SUPERINTENDENT, THANK YOU FOR HEARING ME.

I WANTED TO REVISIT THE WAGE ISSUE.

LAST WEEK, I WAS AT THE ANNUAL TRAINING THAT WE'RE ALL REQUIRED TO DO FOR PD, AND I LISTENED TO THE GRUMBLINGS OF MY FELLOW TEACHERS.

AND I'M CONCERNED ABOUT THE JUNE 27TH DATE, WHICH IS THE LAST DAY.

TEACHERS COULD SAY, I'M NOT COMING BACK.

AND I'M NOT LIKING WHAT I'M HEARING.

I'M CONCERNED THAT I'M GOING TO BE LOOKING AT THE ROOM NEXT DOOR AND THERE'S GOING TO BE EMPTY TEACHERS THERE.

AND I'M GOING TO BE COVERING ONE MORE CLASS BECAUSE WE'VE ALL NOTICED THE GAS PRICE TO GO.

MY APOLOGIES TO YOU, SIR.

WITH THAT POOR BUDGET, YOU HAVE TO DEAL WITH THE GAS PRICES AND THE BUSSES.

AND THIS IS A VARIABLE AND I'M TALKING TO A FRIEND OF MINE ABOUT ARE WE GOING TO TRY TO CARPOOL TOGETHER BECAUSE HE DRIVES NEAR MY HOUSE IN THE WAY THAT HE HAS AN ELDERLY PARENT, I HAVE AN AUTISTIC SON.

WE MAY HAVE TO LEAVE IMMEDIATELY AFTER SCHOOL AND HAVE AFTER SCHOOL DUTIES SO THAT LOSS OF FREEDOM BECOMES AN ISSUE.

SO I WANT TO ENCOURAGE CAN WE FIND SOME MORE MONEY IN THE SALARIES, EVEN THOUGH WE'RE SAVING AND SCRIMPING AND WE'RE UNDER BUDGET? BUT THE OTHER DISTRICTS ARE PAYING MORE.

SOME ARE STICKING AROUND ANOTHER YEAR FOR OTHER REASONS.

BUT I KNOW A LOT OF PEOPLE THAT ARE LOOKING AND IT'S CONCERNING.

THE OTHER ONE IS I WENT TO TRANSFER I ASKED A QUESTION THE OTHER DAY BECAUSE I DON'T USE ALL MY PERSONAL DAYS.

SO CAN I PUT THEM ON MY WIFE'S ACCOUNT? BECAUSE MY WIFE TENDS TO OUR YOUNG CHILDREN MORE THAN I DO.

AND I'M TOLD WE'RE LIKE THE ONLY DISTRICT.

YOU CAN'T MOVE YOUR LOCAL DAYS OR GIVE THEM TO SOMEBODY WHO HAS CANCER OR SOMEBODY THE VERB I KNOW, MEDICAL EXCUSE OR CAN I SEND IT TO MY SPOUSE? BECAUSE THE DAY OFF IS A DAY OFF AND IT'S KIND OF SOFT MONEY BECAUSE MAYBE WE HAVE A SUB, MAYBE WE DON'T, AND IT'S NOT MORE MONEY.

BUT COULD WE CONSIDER POSSIBLY SHOWING THE TEACHERS THAT WE CARE BY GIVING THEM MORE LOCAL DAYS OR TRANSFERABILITY OR SOMETHING BECAUSE OF THE NUMBERS OF THAT BAD THAT WE CAN'T MOVE THEM, BUT THE NEIGHBORS CAN DO IT.

THIS DISTRICT NEEDS TO HAVE SOMETHING TO SHOW THE TEACHERS, WE'RE NOT LEAVING YOU HANGING, TWISTING IN THE WIND.

THANK YOU FOR YOUR TIME. THANK YOU, MR. ESHELMAN. AND LASTLY, WE HAVE MR. CHRISTOPHER MORRIS.

BUT EVENING. YES.

I'M CRYSTAL MORRIS.

I'M AT ROSE PARK ELEMENTARY.

I'M A PARAPROFESSIONAL. I'M IN THE BUSINESS CLASS.

JUST TO PIGGYBACK OFF MR. JONES. WHAT ARE YOU SAYING? I THINK WE'RE SHORT OF REPAIR PROFESSIONALS.

VERY SHORT. I'M GOING INTO MY FIFTH YEAR AND IT'S GETTING THE BAR SET.

I'VE ALREADY LOST THREE OF THEM IN MY OWN CLASS.

ONE WENT TO LAW ENFORCEMENT.

THE OTHER ONE WENT BACK TO THEIR OLD JOB AT THE OTHER ISD AND FOUND ANOTHER ADMINISTRATION JOB.

THEY WAS JUST LIKE MY FAMILY.

BECAUSE WE BUILT A BOND SO THE KIDS UNDERSTAND WE TOGETHER.

BUT ARE WE NOT TO GET IN A CLASS WITH NEW PROFESSIONALS? WE'RE IN TROUBLE. AND THEN THAT'S WHERE THE FIGHTS COME IN.

THEY GET MAD OVER EVERYTHING AND WE GOT TO START RESTRAINING THEM DUE TO THE CPI TRAINING.

YOU CAN GET HURT. I'M ALREADY BEEN HURT.

I JUST CAME BACK FROM TOTAL KNEE REPLACEMENT.

THEY'RE KICKING AT MY KNEES AND IT STILL HURT TODAY.

BUT I'M LIKE THE BIG BROTHER OF THE SCHOOL.

I TAKE IT PERSONAL? BECAUSE ANYTHING CAN HAPPEN AT THAT SCHOOL.

AND THEY KNOW THAT. FROM EACH AND EVERY LAST ONE OF.

THIS IS ME ALREADY.

COMING UP, YOU ALMOST CRY.

I LOOK AT THE NEWS EVERY MORNING.

SOMEBODY'S GONE. BUT HERE, I GOT TO GO TO SCHOOL.

THINK ABOUT WHAT'S GOING TO BE NEXT.

I ALREADY HAD A KID PUT HIS HEAD THROUGH THE WALL BECAUSE THAT'S HOW HE GET MAD.

HE WANTS TO DAMAGE EVERYTHING AND DAMAGE THIS DAMN.

AND IT HURTS THAT WE GOT TO TRY TO RESTRAIN THEM BECAUSE THEY MAD OVER JUST SIMPLE STUFF.

BUT WHEN YOU ATTACK A PAIR OF PROFESSIONAL WHO TRY TO HELP YOU CUSSING, SPITTING ON A BYNUM, THEY CAN GO AND SAY, I CAN DO BETTER THAN THIS.

[01:15:09]

I DON'T NEED THIS JOB.

HIS PERSONAL. ALL RIGHT, I'LL TALK TO THE STAFF OVER HERE.

IT'S ALWAYS PERSONAL.

I'M ON THE PHONE FOR ALMOST 30 MINUTES TALKING ABOUT HOW IT'S AFFECTING EVERYBODY AT THIS JOB.

BECAUSE WE GET NOT WE'RE NOT GETTING THE MONEY.

NO, BUT I DON'T LIKE THE JOB.

BUT THEY HAVE TO DO IT ANYWAY.

SOMEONE HAD TO DO IT BECAUSE THEY NEED THE MONEY.

I LOVE IT AND I HATE IT.

ALL AT THE SAME TIME.

30 SECONDS.

BECAUSE WE DON'T GET NO INCREASE FOR THE PROFESSIONALS.

THEY ARE NOT GOING TO LIKE COME IN THIS JOB.

THEY GET THERE FOR ALMOST THREE MONTHS.

THEY'RE GONE. I'M GOING INTO MY FIFTH YEAR.

I HAVEN'T LEFT YET.

I GOT THE SCRATCHES. I GOT THE BRUISES.

I GOT THE HUMILITY.

I ALSO DO THE TOUGH LOVE PART TO.

BUT I DON'T HAVE THE SAME STAFF THAT I HAVE THAT I HAVE TRUST IN.

WE CONTINUE TO LOSE TIME PROFESSIONALS AND THEN WE DON'T GET THE RAISE.

BECAUSE THEY ALSO FIND ANOTHER BETTER JOB.

THANK YOU, MR.. THANK YOU, MR. MORRIS, FOR YOUR COMMENTS.

THANK YOU VERY MUCH.

AND THANK YOU TO ALL OF OUR SPEAKERS TONIGHT.
